1937-11-16 Regular CC Minutes4 REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, NOVEMBER 16th 1937 The meeting convened at 8:03 o'clock P.M. with President Weichhart presiding. The roll was called, and Councilmen Carrington, Maurer, Morris and President Welch- hart, (4), were noted present. Absent: Councilman Godfrey, (1). MINUTES: 1. The minutes of the regular meeting of November 2nd, 1937, were approved as trans- cribed. WRITTEN COMMUNICATIONS: V2. An invitation was presented to t Veterans of Foreign Wars of the U. S. 1937, and ordered filed, after Mayor as 'possible be present. he Joint Public Installation of Alameda Post No. 85, and Alameda Auxiliary, Friday evening, November 19th, Weichhart had requested as many members of the Council '3. A Public Notice was received from the War Department, U. S. Engineer's Office, San Francisco, informing the Council that an application had been received from the Board of Supervisors of Alameda County to discontinue the full time operation of the drawbridge between the City of Alameda and Bay Farm Island, it being proposed to close the drawbridge daily to navigation between the hours of 9 P.M. and 5 A.M., objections to be submitted in writing until 11 A.M, can December lst,1937. A communication was also received from the Aeolian Yacht Club, protesting the closing of the bridge and recommending it be kept open at all hours of the day and night. The commu- nications were referred to the City Manager for investigation and report to the Council. v 4. A Notice was received of a meeting of the East Bay Division of the League of Calif- ornia Municipalities, to be held at the Berkeley Country Club on Friday evening, December 3rd, 1937, at 7:00 P.M. The communication was ordered filed, after the City Manager had been requested to ascertain the number of officials who would attend and make the necessary reservations. /5• A communication was received from Me it is preparing to launch the second year industries and residents, and requesting communication was referred to the Committ tropolitan Oakland, informing the Council that of its campaign to bring to this area new the Council for a contribution of $1000.00. From the League of California Municipalites, in regard to limitations placed on accountability and expenditure of State funds in reference to moneys distributed to cities and counties, derived, from liquor license fees and motor vehicle fines. The communication was referred to the City Attorney, 1/8. From S. J. Do; ling, requesting a change in lot facings on Post and Washington Streets. Councilman Maurer moved that the request be referred to the City Planning Board, second by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godrey, (1). OPENING OF BIDS: 9. As the time set for the opening of bids had not yet arrived, Councilman Morris moved that the regular order of business be suspended and the Council proceed with "Reports of Committees", seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). REPORTS OF COMMITTEES: ‘'10. From the City Manager, submitting a summary of the activities of the City of Alameda for the month of October, 1937. The report was ordered filed. OPENING OF BIDS: 11. The Council proceeded to open bids for the construction of a chain link galvanized fence on property owned by the City at Haight Avenue and Linden Street. The following bids were received: Anchor Post Fence Co. of Cal. $ 662.47 Accompanied by certified check for $67.00 Wickwire Spencer Steel Company 688.00 Accompanied by certified check or $75.00 Standard Fence Company 796.81 Accompanied by certified check for $80.00 Councilman Morris moved that the bids be referred to and the City Engineer, seconded by Councilman Maurer following vote: Ayes: COuncilmen Carrington, Maurer Noes: None. Absent: Councilman Godfrey, (1). 12. The Council then proceeded to "Reports of Committees". the City Attorney, the City Manager and on roll call carried by the , Morris and President Weichhart, (4) (') REPORTS OF COMMITTEES: (13. A communication was received from the City Planning Board, recommending the reclassification of property known as 1324 Pearl Street, from Residential District, Class I, to Residential District, Class II, for the purpose of reconstructing into apartments, on the Council's own motion. This action is to complete reclassification proceedings begun in April 1923. Councilman Morris moved that the recommendation be adopted, seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). v14. From the City Planning Board, recommending the reclassification of property known as 1354 Pearl Street, from Residential District, Class I, to Residential District, Class 1 3M, for the purpose of remodeling into flats. Councilman Maurer moved that the rscommendation be adopted, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). '15. From the City Planning Board, recommending the reclassification of property known as 1519 Grand Street, from Residential District, Class I, to Residential District, Class II, for the purpose of constructing apartments. Councilman Maurer moved that the recommenda- tion be adopted, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). 16. From the City Planning Board, recommending the reclassification of property known as 1603 Santa Clara Avenue, from Residential District, Class I, to Residential District, Class II, for the purpose of constructing apartments. Councilman Carrington moved that the recommendation be adopted, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and. President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). 117. From the City Planning Board, recommending t the northwest corner of Encinal Avenue and Grand I, to Special District, Class IV, for the purpose Morris moved that the recommendation be adopted, on roll call carried by the following vote: Ayes: and President Weichhart, (4). Noes: None. Absent: he reclassification of property known as Street, from Residential District, Class of constructing a church. From the City Planning Board, recommending the adoption of a plan submitted for parking on Webster Street, Councilman Maurer moved that the report be referred to the Committee o• the Whole, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). '19. From the City Planning Board, informing the Council that a representative of the Golden Gate International Exposition had requested permission to remove from Broadway and transplant to the Exposition site a number of flowering eucalmPis trees, and recommending to the Council that permission be granted. Councilman Maurer moved that the City Manager be authorized to donate such of these trees as he sees fit, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). 20. From the City Planning Board, approving the general plan of a subdivision as submitted by George H. Noble, and stiptlated that the easements be 10 feet in width. The recommendation was referred to the City Attorney. ORDINANCES INTRODaCED: The following ordinances were presented for introduction, and laid over under provision of the Charter: 21. "Ordinance No. New Series Reclassifying Property. "Ordinance No. New Series IMINIMM•111■11■110. Adding Section 17-341i to the Alameda Municipal Code, Establishing Twenty Minute Parking Limits". UNFINISHED BUSINESS: 27. The City Manager reported that he had been in conference with the owners of property on 5th Street between Pacific and Buena Vista Avenues, a request for the opening of wblch had been submitted to the Council at the last meeting and referred to the City Manager, and that he was awaiting further report from them. V 28. Councilman Maurer questioned the City Manager regarding the painting of traffic lines on Webster Street and was informed that apparatus of the State Highway Department was not available but he expected it to be completed in the near future. V29, The City Manager informed the Council that he was serving official notice on the Southern Pacific Company to proceed with the repair of paving between its tracks. '30. The City Manager informed the Council that he was negotiating for the placing of a light in front of the Free Public Library Building. RESOLUTIONS: 31. Councilman Morris introduced and moved the adoption of "Resolution No. 2207 Fixing Salary of Office Deputy in Office of the Auditor and Assessor", Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). 32. Councilman Carrington introduced and moved the adoption of "Resolution No. 2208 Adopting Specifications for Furnishing Automobiles to Police Department of the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise for Same", Councilman Morris seconded the motionsand on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). 33. Councilman Maurer introduced and moved the adoption of "Resolution No. 2209 Adopting Specifications for Furnishing Automobile to Fire Department of the City of Alameda, Calling for Bids and. Directing the City Clerk to Advertise for Same", Councilman Morris seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). 34. After reading a preamble outlining his reason for doing so, Councilman Morris introduced and moved the adoption of "Resolution No. 2210 For Appointment of Committee to Select Person or Agency to Investigate Operation of Public Utilities Board", Councilman Maurer seconded the motionland on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). ORDINANCE PASSED: 35. "Ordinance No. New Series Reclassifying Property. (Known as 2037 Pacific Avenue)", Councilman Maurer moved that the erdinance as read be adopted, seconded by Councilman Morris, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey,(1). FILING: 36. Specifications for Furnishing Automobile to Fire Department of City of Alameda. 37. Specifications for Furnishing Automobiles to Police Department of City of Alameda. BILLS: 38. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts, as follows, was presented to the City Council: General Departments, $5705.32; Police Department, $404.17; Pound Department, $8.16; Fire Depart- ment, $370.64; Street Department, $172.38; Health Department, 226.31; Park Department,' $2318.59; Golf Course Department, 41053.24; Store Department, $52.81; Social Service Department, $108.67; Initiative Relief Fund, 44a68.00, and East Bay Municipal Utility District Payments Fund, $4999.69. Councilman Maurer moved, seconded by Councilman Carrington, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on November 16th, 1937, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, ,(1). 39.
