1930-01-21 Regular CC MinutesREGULAR MEETING OF THE COUNCIL 0`+' THE CITY OF ALAI`' DA, TUESDAY EVENING, JANUARY 21s't, 1930. The meeting convened at 8 o'clock with Council- president Schaefer presiding. The roll was called and Councilmen Brodersen, Calcutt, Henning, Latham and President Schaefer, (5) were noted present. Absent: None. The minutes of the regular meeting of January 7th were approved as read. NEiV BUSINESS. 1." 2. The City Manager submitted to the council his report on the installation and operation of a Municipal Bus System. Mr. Henning moved that the report be referred to e meeting of the Committee of the Whole, to be held Thursday evening, January 30th, 1930 at 7:30 o'clock. The motion was seconded by Mr. Latham and same carried unanimously. In the matter of the communications from the Board of Education and A. C. Keane, relative to purchase of school property adjoining Franklin Park, there being no request on file for the rezoning of this property for school purposes, the communications were ordered filed. The Clerk stated he was in receipt of a petition of protest under Resolution of Intention No. 93, N. S. re Third Street improvement. There being a majority of protestants against this improvement, Mr. Brodersen moved that in view of the protest filed, the proceedings be dropped until again revived by the Council, which under the Improvement Act of 1911 cannot be done for a-vperiod of six months. The motion was seconded by Mr. Henning and on roll call carried unanimously. The Clerk stated that a petition of a protest had been filed under Resolution of Intention No. 94, N. S., relative to the improvement of Buena Vista Avenue, and that the petition represented a majority protest. Mr. Brodersen moved that in view of the protest filed, the proceedings be dropped until again revived by the Council, which uhder the Improvement Act of 1911 cannot be done for a period of six months. The motion was seconded by Mr. Latham and on roll call carried unanimously. Mr. Henning called to the attention of the Council the fact that the old Borax build- ing at the West End of Alameda was not yet razed, and moved that the City Manager be instructed to notify the owner2 or contractor to have same removed. The motion was seconded by Mr. Brodersen and carried unanimously. OLUTIONS: • Mr. Latham introduced and moved the adoption of "Resolution No. 1470. In the Matter of Acquisition and Improvement District No. 3 of the City of Alameda. Resolution of Intention, No, 95, N. S." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Henning moved that proceedings be started relative to the placing of electric light standards with wires underground on Nebster Street. The motion was seconded by Mr. Brodersen and on roll call same was lost by the following vote: - Ayes: Councilmen Brodersen and Henning, (2). Noes: Councilmen Calcutt, Latham and President Schaefer, (3). Absent: None. Mr. Latham moved that the Board of Public Utilities be instructed to prepare plans and specifications covering lighting on Webster Street similar to that now being constructed on Park Street, and to submit an estimate of cost to the Council. The motion was seconded by Mr. Calcutt and on roll call carried by the following vote:- Ayes: Councilmen Calcutt, Latham and President Schaefer, (3). Noes: Councilmen Brodersen and Henning, (2). Absent: None. FILING The Clerk stated that since the last meeting of the Council the following papers had been filed:- 9.V/ 10.E 11. Oath of office of Clara E. Thorp, as member of the Board of Free Library Trustees. Copy of Resolution of the County Board of Supervisorsr, cancelling taxes on Golf Course property. Oath of office of Jas. C. Fogarty, as member of the Board of Education. COMMUNICATIONS: The following communications were received: - 12.V From the Mayor, Auditor and City Manager, re count of money. Ordered filed. 13.V From the Mayor appointing Jas. C. Fogarty as a member of the Board of Education. Ordered filed. 14.V From the Veterans' Memorial Building Commission, requesting gratuitous license to sell soft drinks in Veterans Memorial Building. Mr. Latham moved that the request be granted, seconded by Mr. Henning and same carried unanimously. From the Marbelite Corporation of America inviting the Council to inspect plant. Ordered filed. 16. 17. 18. 19. 20. 21: 22. From Harry M. Walters, re refund of three cent gasoline tax. There being no objection, this communication was referred to the City Attorney. From Building Inspector, E. H. Rogers, relative to floating arks between Park Street and Frtuivale bridges. City Manager Hickok rendered a verbal report as to the Government's attitude. There being no objection the matter wadi left in the hands of the City Manager to report at the next regular meeting of the City Council. An application for a permit to sell soft drinks was received from Jos.PeIlenti. Inasmuch as this had not received the approval or recommendation of the Chief of Police, Mr. Calcutt moved that the application be denied. The motion was seconded by Mr. Latham and same carried unanimously. The following Ordinances came up for passage and were read by the Clerk: "Ordinance No. New Series. Providing for a One Hour Parking Limit for Vehicles in the Vicinity of Caroline Station." Mr. Calcutt moved that the Ordinance as read be adopted, seconded by Mr. Brodersen and on roll call it was adopted and passed unanimously. "Ordinance No. New Series. Reclassifying Property. orthwest corner of Ninth St. and Centennial Ave.)" Mr. Latham moved that the Ordinance as read be adopted, seconded by Mr. Calcutt and on roll call it was adopted and passed unanimously. "Ordinance No. New Series. Reclassifying Property. (All property lying West of ;Webster Street, and Between Buena Vista Avenue and the Segre- gation Line.)" Mr. Brodersen moved that the passage of the ordinance be tabled. The motion was seconded by Mr. Henning and on roll call carried by the following vote : - Ayes: Councilmen Broder- sen, Henning, Latham and President Schaefer, (4). Noes: Councilman Calcutt, (1). Tvr. Latham moved that the City Attorney be instructed to prepare an ordinance prohibiting fire and bankrupt sales in the City of Alameda. The motion was seconded by Mr. Brodersen and same carried unanimously. Claims against the General Departments amounting to $4290.47; police Department, 0312.17; Fire Department, $304.99; Street Department, $2162.72; Health Department, 317.13; Recreation Department, $225.12; Golf Course Department, $822.36; Store Department, $14.13; Social Service Department, $518.55; Initiative Relief Fund, $177.00 and Compensation Insurance Fund, $2.55, having been approved and audited by the proper officials were listed by the Clerk as follows: - General Departments.
