1930-02-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OP THE CITY OF ALAMEDA, TUESDAY EVENING, FEBRUARY 18TH, 1930. The meeting convened at 8 o'clock with Council-president Schaefer presiding. The roll was called and Councilmen Brodersen, Calcutt, Latham and President Schaefer, (4) were noted present. Absent: Councilman Henning, (1). The minutes of the regular meeting of February 4th-,.1930, were amended as follows: Line 1 of Paragraph 33, Page 133, was amended by striking out the wordz"of the council". Line 2 of Paragraph 20, Page 131, was amended by adding afrer the words "'Fourth Street" the followingri. "to a lot located on the north side of Pacific Avenue, one hundred and fifty (150) feet more or less east of Second Street". The minutes were then approved as amended. NEW BUSINESS. 1.1 Mr. Latham moved that an amount of $100.00, out of the advertising fund, be appropriated for the purchase of a permanent golf trophy, as per communication filed by Mr. Will Crockett i the trophy to remain at the Club House on the Golf Course and the winners name to be inscribed thereon each year. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. The Mayor appoint- ed Councilman A. Latham to serve as a member of the committee to purchase this trophy. 2.1 Mr. Brodersen called attention to the fact that proper precaution should be taken to protect bathers from a deep hole on property owned by Neptune Beach, and moved that a sign sufficiently large to be seen from the shore reading "Deep Water - Dangerous", be installed on the sopt. The motion was seconded by Mr. Latham and on roll call carried unanimously. Mr. Calcutt moved that the City Manager prepare and publish an annual report at the close of this fiscal year. The motion was seconded by Mr. Brodersen and carried uhanimously. 4.1 Mr. Calcutt called attention of the council to the fact that a large water main through the tube had not as yet been installed. After discussion, Mr. Brodersen moved that Mr. Latham be requested to report at the next meeting of the council as to the status of this proposed installation. The motion was seconded by Mr. Calcutt and same carried unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 1475. In the Matter of Acquisition and Improvement District No. 3 of the City of Alameda. Resolution and Findings. Re Objections and Protests Against doing the work as an Entirety." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 6.v Mr. Latham introduced and moved the adoption of "Resolution No. 1476. In the Matter of Acquisition and Improvement District No. 3 of the City of Alameda. Resolution and Finding's. Re Objections and Protests As to Boundaries of Districts and the Grades." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Calcutt introduced and moved the adoption of "Resolution No. 1477. In the matter of Acquisition and Improvement District No. 3 of the City of Alameda. Resolution 0rderin the Work. (Park Street Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The Clerk stated that since the last meeting of the council the following papers had been file d:- 8.v / Bond of E. J. Silver, as City Attorney. 9. By-laws of Alameda Airport, Inc. 10.,/ Bond of E. S. Bottemiller, as house mover. 11./ Copy of Resolution from bounty Board of Supervisors, re installation of , lawns and shrubbery at the Veterans' Mmeorial Building. 12. General Balance Sheets, Alameda Belt Line Railroad. COMMIT IONS: The following communications were received: 1 From the Adjutant General of the State of California, acknowledging receipt of Resolution No. 1473, Ordered filed. a 14aV 0_inion from City Attorney, E. J. Silver, as to bath house at Wadaington Park. Mayor Schaefer and Councilman Brodersen stated they favored renting the bath house to the highest responsible bidder. After discussion, Mr. Brodersen moved that sealed bids for the operation of the bathhouse be called for. The motion was seconded by Mr. Latham and on roll call carried unanimously. 15. Opinion from City Attorney, E. J. Silver, relative to Third Street improvement. Ordered filed. Mr. Orr was present and addressed the council in the matter. The City Attorney was requested to report to the council as to the legal status of Third, Cypress, Brush and Spruce Streets, as to public streets, and as to statements made that houses and fences have been erected thereon. 161 From the Aeolian Yacht Club, requesting 450.00 as part of cost of advertising booklet. Mr. Calcutt moved that the request be granted, seconded by Mr. Latham and on roll call carried unanimously. 17.V/ From C. L. Traver, protesting removal of a dilapidated building to a lot 16cat- ed on the south line of Haight Avenue,east of Fourth Street. Ordered filed. 18a/ From A. E. J. Duchesnay, requesting the closing of Park Avenue south of the south line of Bay Island Avenue. After discussion, Mr. Latham moved that the matter be referred to the City Manager to report back at the next meting of the Council. The motion was seconded by Mr. Brodersen and carried unanimously. 19/ From the United States Refining Company, requesting permission to use the curb and sidewalk space on the north side of Blanding Avenue, along the side of their property, for the purpose of an industrial spur track from the leader track in Blanding Avenue. The communication was accompanied by a map showing the proposed spur track insthllation. After discussion, Mr. Latham moved that permission be granted in accordance with the request. The motion was seconded by Mr. Brodersen and carried unanimously. 20:1 From Building Inspector E. H. Rogers, relative to dilapidated buildings at 1562 Lincoln Avenue, stating the owner would appear at the meeting of the city council, March 4th, 1930, for public hearing. Ordered filed. The Clerk stated that petitions of protest had been filed with him relative to the toying of the house which was formerly located at the northeast corner of Central Avenue and Fourth Street. A number of protestants were -aresent in the council chamber and were heard by the council. Estelle Gray, the applicant for the moving of the house, was represented by Mr. Talbot. After discussion, Mr. Brodersen, upon the advice of the City Attorney, introduced and moved the adoption of "Resolution No. 1478. Resolution Rescinding Moving and Building Permits." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed uhanimously. 22.V A petition was received signed by various property owners requesting the council to force pavement of the following streets:- Mound Street, from Calhoun south to Bay Island Avenue; Bay Island Avenue, from Mound Street west to Versailles Avenue. After discussion, Mr. Calcutt moved that the City Manager and City Engineer commence pro- ceedings in accordance with the petition, and that plans and specifications covering the work be prepared. 23.V City Manager Hickok rendered a verbal report relatite to the moving of the arks on March 1st and stated that the City Attorney gave as his opinion that there were many legal phases involved. Thereupon, Mr. Brodersen moved that the City Attorney prepare a statement as to the proper litigation for the removal of the arks and submit same at the next meeting of the council, seconded by Mr. Latham and carried unanimously. a 24a/ Building Inspector Rogers addressed the council relative to the dilapidated build- ing at 1914 Webster Street, stating that he was read to proceed with its removal. After discussion, there being no objections, the matter was left in the hands of Councilman Brodersen and Building Inspector Rogers. 25." communication from Alameda Airport, Inc., for permission to fill in a section of land in front of the Administration Building, between the roadway and the Southern Pacific tracks, approximately two hundred feet, in lenth, to be used as a parking space for airport traffic, was read; also for permission to move their present commercial filling station into this parking area. After discussion, Mr. Latham moved that permission to fill the section in front of the Administation Building, be granted, but that the natter of moving the commercial filling station into this area be left in the hands of the City Attorney and City Manager. Mr. Calcutt seconded the motion and same carried unanimously. 26. Discussion was had relative to the installation of stop signs on Encirial and Lincoln Avenue, as per the request of the Southern Pacific Company granted at the last meeting of the Council. City Manager Hickok stated that it was their desire now to install stop signs on Fernside Boulevard, and submitted a map covering all installations referred to. Mr. Latham moved that permission be granted to install reflector type stop signs, as per the map submitted. The motion was seconded by Mr. Brodersen and carried unanimously. Mr. Latham moved that the council meet as a committee of the whole, Tuesday evening, February 25th, 1930, at 7:30 p. m. in the City Manager's office. The motion was seconded by Mr. Brodersen and carried unanimously. Claims against the General Department amounting to $1470.08; Police Department, $263.76; Fire Department, $653.81; Street Department, $2187.05; Health Department, 0256.45; Recreation Department, $6868.48; Golf Course Department, $1061.80; Social Service Department, $158.74; Store Department, $75.56; Initiative Relief Fund, $58.50; Compensation Insurance Fund, $106.39; Street Improvement Fund, $328.07; and East Bay Municipal Utility District Payments Fund, $2395.43 having been approved and audited by the proper officials were listed by the Clerk as follows: General Departments. There being no further business to transact the Council adjourned to meet in regular session, Tuesday evening, March 4th, 1930 at 8 o'clock. At the request of the City Clerk_ the council again reconvened and the following councilmen were noted present:- Councilmen Brodersen, Calcutt, Latham and president Schaefer, (4). Absent: Councilman Henning, (1). 28.4 The Clerk stated that at a meeting of the City Planning Commission held Thursday evening, February 13th, 1930 a hearing was held upon a petition for the reclassification of a lot situated on the north side of Santa Clara Avenue, 49 feet 10 inches westerly from St. Charles Street to a Residence Deistrict, Class II. The petition being within the apartment house district already agreed upon between members of the council and the Planning Commission, the Commission unanimously recommended to the council the granting of the petition. Mr. Latham moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Brodersen and carried unaniMously. Thereupon, the following ordinance was introduced and laid over under a provision of the Charter:- " Ordinance No. New Series. Reclassifying Property. (North line of Santa Clara Avenue, 49 feet, 10 inches westerly from St. Charles Btreet.)" There being no further business to transact the Council adjourned to meet in regular session, Tuesday evening, March 4th, 1930 at 8 o'clock. Respectfully submitted,
