1930-03-04 Regular CC MinutesREGULAR MEETING OP THE COUNCIL OF THE CITY OF ALAIEBA,
TUESDAY EVENING, MARCH 4TH, 1930.
The meeting convened at 8 o'clock P. M. with Council-president Schaefer
presiding.
The roll was called and Councilmen Brodersen, Calcutt, Henning and President
Schaefer, (4) were noted present. Absent: Councilman Latham, (1).
The minutes of the regular meeting of FebruarT 18th, 1930 were approved as
read.
NEW BUSINESS:
Discussion was held relative to the complete removal of the old Borax Works
building in the west end. After discussion, Mr. Brodersen moved that the City
Attorney be instructed to prepare an ordinance covering the wrecking of buildings
in the City of Alameda and that this ordinam e shall contain provisions requiting
wreckers to file a bond in amount of 41,000.00 and that permission to wreck buildings
shall first be obtained from the city council; that all ordinances now in effect
pertaining to house wrecking shall be repealed upon the adoption of the proposed
new ordinance, seconded by Mr. Henning and carried unanimonaly.
RESOLUTIONS:
2s' Mr. Calcutt introduced and moved the adoption of
"Resolution No. 1479.
Cancelling Taxes on Certain Troperty Acquired
for School Purposes. (Franklin Parks)"
Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Brodersen introduced and moved the adoption of
"Resolution No. 1480.
Cancelling Taxes on Certain Property Acquired
for School Purposes. (Longfellow School)."
Mr. Henning seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
PILING:
4.)/ The Clerk filed a communication from the City Manager relative to error in
the Transportation Report.
COMMUNICATIONS:
The following communications were received:
5.‘,/ From the Board of Education, requesting the council to transfer to the
School General Fund, the sum of 412,000.00. Mr. Calcutt moved that this amount be
transferred, with the approval of the Board of Public Utilities, as contained in
the communication. The motion was seconded by Mr. Henning and carried unanimously.
Prom the City Manager, containing preliminary estimate of cost of improving
certain streets in the vicinity of Bay Farm Island Bridge. Mr. Henning moved that
the matter be referred to a meeting of the Committee of the Whole, seconded by Mr.
Brodersen and carried unanimously.
7.k/ From the East Lake Retail Meat Dealers Assn., protesting against a new
method of retailing meat. Mr. Wagner, representing the Assiciation, addressed the
council relative to same. After discussion, there being no objection, the communi-
cation was tabled until again revived at the request of the retail meat dealers in
Alameda.
From the City Manager containing report upon the request of A. E. J.
Duchesnay for the closing of the south end of Park Avenue, Mr. Calcutt moved that
it be the sense of the council that the street be closed in accordance with the
request, providing Mr. Duchesnay pay all expenses incidental to the closing thereof,
and that the map be submitted to the Planning Commission for their approval, seconded
by Yr. Henning and carried unanimously.
Prom the Mayor, advising the appointment of Leo S. Robinson, as a member,
to act for the city of Alameda, of a committee to arbitrate the value of the land
and building owned by Mr. Alfred W. Pye. The communication was ordered filed. The
Mayor stated that Mr. H. D. Clark had been appointed as a member of this committee
by Mr. Pye.
10/ From the United States Pulaski. Susquicentennial Commission relative to a
"General Pulaski's Memorial Day". After discussion, Mr. Brodersen introduced and
moved the adoption of
"Resolution No. 1481.
Memorializing Congress of the United States to
Enact House Joint Resolution 167, Directing
President of the United States to Proclaim
October 11 of each year as "General Pulaski's
Memorial Day."
Mr. Henning seconded the motion to adopt the Resolution providing that the date- of
October llth shall not constitute a legal holiday. The amendment was accepted by

Mr. Brodersen and on roll call the Resolution was adopted and passed unanimously.
From A. T. Hass, relative to transportation problem. There being no
objection, this communication was referred to the Transportation Committee.
From the Safety Conference of the California State Chamber of Commerce,
relative to enforcement of state law with respect to railroad crossings. Mr.
Henning moved that the communication be referred to the City Manager, seconded by
Mr. Brodersen and carried Unanimously.
From the City Planning Commission recommending the denial of the petition
for the reclassification of a lot on the southeast corner of Grand Street and Alameda
Avenue. At the request of Mr. Riggs, representing the petitioner, action in this
matter was postponed until the next regular meeting of the city council.
From the City Planning Commission recommending the reclassification of the
lot on the southwest corner of Santa Clara Avenue and Caroline Street, to a Residence
District, CII:ss II. Mr. Brodersen moved that the recommendation of the City Planning
Commission be adopted, seconded by Mr. Henning and carried unanimously.
From the Alameda Unit Republican Womens Federation of California, thanking
the council for use of the council chambers for the year 1930. Ordered filed.
From the Alameda Housewives League, relative to the report of the
Municipal Transportation Committee. After diecussion, the Clerk was instructed to
notify the Alameda Housewives League that no report had been filed by the Municipal
Transportation Committee, but at the proper time sufficient publicity pertaining to
the operation of a municipal bus system would be given.
The Clerk stated that he was in receipt of the report of the Charter Com-
mittee and read the same. After discussion, Mr. Brodersen moved that copies be
sent to all councilmen and that the matter be referred to a meeting of the Committee
of the Whole, and that the report be received and the Committee discharged with
a vote of thanks. The motion was seconded by Mr. Henning and carried unanimously.
From the Charter Committee, relative to theahandling of the city's insurance.
Ordered filed.

From the Charter Committee relative to the employment of War veterans. Mr.
Brodersen moved that the City Attorney be instructed to prepare a resolution in line
with the suggestions contained therein. The motion was seconded by Mr. Henning and
carried unanimously.
20. From the City Attorney, relative to various street improvement acts. Ordered
filed.
21.V From the Alameda Improvement Club, relative to the removal of the dilapidated
buildings at 1562 Lincoln Avenue. Ordered filed.
HEARINGS;
22.a The clerk stated that the time had arrived for the hearing on the removal of the
dilapidated buildings at 1562 Lincoln Avenue. Building Inspector Rogers, being duly
sworn stated that all papers in the matter had been duly filed; that there are twa
buildings on the premises mentioned, one in front known as 1562 Lincoln being
unoccupied; the one in the rear being occupied at the present tiae; that both houses
were on redwood mud sills; that the floors and walls were out of shape and sagged; that
it would cost-approximately $1500.00 to properly repair the same; that he considered
it a breeding place for rodents. Fire Chief Steinmetz bding sworn stated that the
buildings did not present a greater fire hazard than other buildings of similar con-
struction. Mr. A. Lomba, attornzy for the owner, was present and stated that it was
his understanding the building had been repaired. Messrs. Ferenti and Howard addressed
the council in support of the removal of the buildings, stating that in their present
condition no one but an undesirable tenant would rent same. After discussion, Mr.
Brodersen introduced and moved the adoption of
"Resolutibn No. 1482.
Declaring Buildings at 1562 Lincoln Avenue
to be a Public Nuisance."
Mr. Henning seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
23./ Applications for permit to sell soft drinks were received from Eva Le Blanc,
James Ciuinlan, G. A. Boynton and A. Von Schmidt. After discussion, Mr. Calcutt intro-
duced and moved the adoption of

"Resolution No. 1483.
Granting a Permit for a License to Sell Soft Drinks."
The motion to adopt the Resolution was seconded by Mr. Bordersen and on roll call it was
adopted and passed unanimously.
The following Ordinance came up for passage and was read bi the Clerk:-
"Ordinance No.

Reclassifying Property.
(North line of Santa Clara Avenue 49 feet,
10 inches westerly from St. Charles Street)"
Mr. Calcutt moved that the ordinance as read be adopted,'seconded by Mr. Brodersen and
on roll call it was adopted and passed unanimously.

The following ordinances were introduced and laid over under a provision
of the Charter:-
"Ordinance No.

(A lot situated on the southwest corner of Santa
Clara Avenue and Caroline Street.)"

An Ordinance ProViding for the Erection of Traffic Stop
Signals on Both sides of Encinal Avenue from Morton Street
to the Easterly Termination of Encinal Avenue, and on the
Westerly side of Fernside Boulevard from said Easterly Termi-
nation of Encinal Avenue to Pearl Street, Except at Liberty
Avenue, Versailles Avenue and Pearl Street, where Stop Signals
are to be Erected on Both sides of said Intersections, and
from Pearl Street along both Sides of Southern Pacific Railroad
Company's Right of Way to Park Street and Lincoln Avenue, and
on both sides of Lincoln Avenue from Park Street to Fifth
Street, and on both sides of said Southern Pacific Railroad's
Right of Way from Fifth Street to Fourth Street and Pacific
Avenue, and on both sides of Pacific Avenue from Fourth Street
to Main Street, and on ther Northerly side of Main Street from
Pacific Avenue to Fourth Street at all Intersecting Streets,
Except Park Street, High Street, and Webster Street, and
Requiring the Drivers of all Vehicles to come to a Pull Stop
at Street Intersections before Crossing any of said Avenues,
Boulevard, Sathern Pacific Railroad Company's Right of Way
of Street."
27/ City Manager Hickok discussed with the council the matter of street work
fronting the property owned by the Stanford University on which the =moil
now hold an option to purchase for park purposes. Mr. Calcutt moved that the
council authorize the City Manager to correspond with George H. Noble, Agent
for the Stanford University, agreeing to add the sum of $2150.00 to the option
price of 016,000.00, conditioned upon the Stanford University completing ell
street improvements on Bay Island Avenue, between the easterly line of Pearl
Street and the easterly line of Versailles Avenue, seconded by Mr. Brodersen and
carried unanimously.
28./ City Manager Hickok stated that since the acquisition of the new aerial
hook and ladder truck in the Fire Department, the old Studebaker hook and
ladder and other surplus equipment should be disposed of. Mr. Henning moved
that the City Manager and City Attorney be instructed to advertise this equip-
ment for sale. The motion was seconded by Mr. Brodersen and carried unanimously.
29.1/ City Manager Hickok called attention to the fact that another inhalator
should be purchased for the Police Department, and after discussion, Mr. Brodersen
moved that one by purchased at a cost not to exceed 00.00. The motion was
seconded by Mr. Henning and on roll call carried unanimously.
Claims against the General Departments amounting to $4666.85; Police Depart-
ment $172.39, Fire Department $459.83; Street Department, ,0.824.63; Health
Department, 0841.80; Recreation Department, 0551_7.39; Golf Course Department, $790.54;
Store Department, 072.30; Social Service Department, $418.95; Initiative Relief
7und, 066.00 and Compensation Insurance Fund, $52.18; having been approved and
audited by the proper officials' were listed by the Clerk as fellows:-
