1930-05-20 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OP THE CITY OF ALA TUESDAY EVENING, MAY 20TH, 1930. The meeting convened at 8 o'clock P. M. with Council-president Schaefer presiding. The roll was called and Councilmen Brodersen, Calcutt, Latham. and President Schaefer, (4) were noted present.' Absent: Councilman Henning, (1). The minutes of the regular meeting of May 6th, 1930 were approved as read. BUST SS: la( The Clerk stated in response to advertised notice to bidders, he was in receipt of two bids for the furnishing of rock and screenings. Mr. Latham moved that the bids be received and opened, seconded by Mr. Calcutt and carried. Thereupon tho Clerk opened and read the bids-as follows:- From Powell Bros., Inc., accompanied by a certified check in amount of $845.00. :Crushed Rock Price per ton at Bunker.... $ 1.70 " " Delivered ........ 2.00 Screenings Price per ton at Bunker ........ $ 1.85 Delivered ........ 2.00 Birds Eye Screenings Price per ton at Bunker. ........ 2.65 " " Delivered. ........ 2.75 From Pacific Coast Aggregntes, Inc., accompanied by a certified check in amount of $900.00. Crushed Rock Price per ton at Bunker......... $ 1.64 " " Delivered......... 1.93 Screenings Price per ton at Bunker......... $ 1.89 " " Delivered......... 2.09 Birds Eye Screenings Price per ton at bunker......... 2.69 " " Delivered......... 2.79 Mr. Latham moved that the bids be referred to the City Engineer for report, seconded by Mr. Brodersen and carried unanimaously. City Engineer Hamilton thereupon rendered a report and recommended that the crushed rock bid be placed with the Pacific Coast Aggregates, Inc., and that the screenings and birds eye screenings be placed with Powell Bros., Inc. they being the lowest responsible bidder in each instance. Mr. Latham moved that the recommendation of the City Engineer be adopted, and that contracts be prepared accordingly. The motion was seconded by Mr. Calcutt and carried unanimously. 2. The Clerk stated in response to advertised notice to bidders he was in receipt of many bids covering liability insurance of the city. City Attorney Silver stated that new specifications had been prepared by the League of California Municipalities under which he was satisfied that a considerable reduction in the bid would be ob- tained, and recommending the returning of all bids unopened and that the Clerk re- advertise in accordance with new specifications. Mr. Latham moved that the recommenda- tion of the City Attorney be adopted, seconded by Mr. Brodersen and carried unani- mously. Mr. Calcutt moved that a sum not to exceed 200.00 be expended for the purchase of a new flagpole for Washington Park. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. 41 Mr. Brodersen moved that an American Flag on a staff be displaced in the council chambers at each meeting of the council. The motion was seconded by Mr. Latham and on ,roll call carried unanimously. Mr. Latham called attention of the council to the motion passed at the meeting of April 15th, 1930, at which time the sum of 0250.00 was appropriated out of the ad- vertising fund for the purdhase of three perpetual golf cups for the Alameda Municipal Golf Tournament to be held in September. He moved to amend this motion as follows;- "That $20.00 be allowed to purchase cups and placques, the cups to remain in the hands of the winners." The motion was seconded by Mr. Brodersen and on roll call carried unanimously. Mr. Calcutt moved that the council order the purchase of an American Flag for use at all veterans funerals and that Mr. C. E. Smith be charged with the responsibility of its use and keep. The motion was seconded by Mr. Latham and on roll call carried unanimously. 7a Mr. Latham called attention of the council to the fact that the streets front- ing all railroad stations should be cleaned once a day. There being no objection this was left in the hands of the City Manager. Mr. Latham called attention of the council to Resolution No. 1491, passed by the Council at its meeting held April lst, 1930, relative to employees of the City of Alameda being residents, and moved that the time mentioned therein be extended to September let, 1930. The motion was seconded by Mr. Calcutt and same carried unanimously. The Clerk stated that since the last meeting the following papers had been filed:- 9.V. Affidavit of publication, Notice to Bidders, rock and screenings. Affidavit of publication, Notice to bidders, Liability Insurance. 11./ Executed contract between City of Alameda and Heafey-Moore Co., re road oil requirements. 12/ Grant of Alfred W. and Mabel J. Fye, covering option on Franklin Park property. COMMUNICATIONS: The following communications were received; 13./ From the Alameda Chamber of Commerce and Park Street Merchants Association relative to nuisances committed at the Strand Theater. Mr. Latham moved that the City Manager be empowered to hire an additional police officer to attend all performances for a period of three months. The motion was seconded by Mr. Broder- sen and on roll call carried unanimously. 14.V From Mr. N. C. Price re telephone bills. There being no objection the communication was ordered filed and the Clerk instructed to advise Mr. Price that this matter was under jurisdiction of the State Railroad Commission. 15./ From the Pacific Telephone and Telegraph Company relative to telephone bills. Ordered filed. 16.vi From the office of the Suprvisor of the Census advising official census of the City of Alameda. Ordered filed. 170.7 From the City Planning Commission recommending the granting of a three months temporary permit for the use of the property on the northeast corner of Central Avenue and Park Avenue as a Used Car Sales Lot. Mr. Latham moved that the recommendation of the Planning Commission be adopted, seconded by Mr. Calcutt and on roll call carried unanimously. 18.7 From the City Planning Commission recommending the reclassification of the lot situated in the gore at Central Avenue and Encinal Avenue, upon which stands the Associated Oil Company's Service Station, to a permanent classification in Class V. Mr. Calcutt moved that the recommendatton of the City Planning Commission be adopted, seconded by Mr. Brodersen and on roll call carried unanimously. 19.17 From the City Planning Commission, recommending the reclassification of a lot situated on the north line of Pacific Avenue, 206.25 feet east of Stanton Street, to a Residence District, Class Mr. Latham moved that the recommendation of the Planning Commission be adopted, seconded by Mr. Brodersen and on roll call carried unanimously. 20./ From the Alameda Improvement Club, relative to conditions in the City Jail. Mr. Latham moved that the communication be referred to the Committee of the Whole for aonsideration in the preparation of the 1930-31 budget. The motion was seconded by Mr. Brodersen and same carried unanimously. 21.4' From Hutchinson Company, requesting permission to grade, curb, macadamize, gutter and otherwise improve Bay Island Avenue, between Pearl Street and Versailles Avenue. Upon the recommendation of the City Engineer, Mr. Latham moved that permission be granted, seconded by Mr. Calcutt and on roll call carried unanimously. From the Alameda Golf Club, in appreciation for appropriations made. Ordered filed. 23.1/. From the Alameda Chamber of Commerce, relative to Government Island lease, together with a Resolution attached thereto. Mr. Latham introduced and moved the adoption of "Resolution No. 1502. Re Government Island Lease." Mr. Brodersen seconded the motion to adopt the Resolution. Messrs. Deon Barker C.L.Traver, Capt. W.G.Tibbitt's, L. M. King and various government officials addressed the council relative thereto. Mr. Calcutt requested that copies of telegrams read be spread upon the minutes. The chair then called for the vote of the council upon the adoption of the Resolution and the roll being called the Resolution was adopted by the following vote;- Ayes: Councilmen Brodersen, Latham and President Schaefer, (3). Nees: Councilman Calcutt, (1). Absent: Councilman Henning, (1). Following are the telegrams referred to above:- !I May 12, 1930. Congressman A.E.Carter. Washington, D. C. Kindly answer has Congress made any plans or appropriated money to enlarge Coast Guard base in Alameda on Estuary or is any major base appropriation being considered by Congress." W. R. Justin, requesting -oarmisaion to remove a house from 2315 Santa Clara Avenue to a barge at the foot of Oak Street, thence to property on Bay ?arm Island. Mr. Calcutt moved that permission be grant- ed in accordance with the request, subject to the approval of the City Attorney. The motion was seconded by Mr. Brodersen and carried unanimously. A communication was received from.various insurance agents, relative to the proposed liability insurance. The council ordered the communication filed and the premium for the general liability insurance be distributed among the agents of Alameda, similar to that required for automobile liability insurance. In the matter of the communication from Building Inspector Rogers, relative to the height limit of a three-story building, Mr. E. H. Richardson was present and addressed the council relative to same. Mr. Latham moved that the matter lay over in accordance with the views expressed by the Building Inspector, until the next meeting of the Pacific Coast Building Conference. The motion was seconded bi Mr. Brodersen and carried unanimously. The following ordinances came up for passage and were read by the Clerk:- "Ordinance No. Ja New Series. Amending Section 1 of an Ordinance Entitled "Ordinance No. 377, N. S. An Ordinance Regu- lating the Parking of Vehicles on a Portion of Webster Street and Also on Portions of Encinal Avenue." Mr. Latham moved that the ordinance was read be adopted, seconded by Mr. Brodersen and on roll call it was adopted and passed unanimously. "Ordinance No. New Series. Amending Section 1 of an Ordinance entitled "Ordinance No. 314, N. S. An Ordinance Authoriz- ing Annual Vacations for City Officials and Employees." After discussion, the passage of this ordinance was deferred and the matter waa referred to a meeting of the Committee of the Whole. "Ordinance No. New Series. Authorizing Lease to R. C. Strehlow, Jr." Mr. Calcutt moved that the ordinance as read be adopted, seconded by Brodersen and on roll call it was adopted and pissed unanimously. "Ordinance No. New Series. An Ordinance Providing for the Erection of Traffic Stop Signals on Both Sides of Sherman Street Approaching the Intersection with San Antonio Avenue." Mr. Latham moved that the ordinance as read be adopted, seconded by . Broder- sen and on roll call it was adopted and passed unanimously. "Ordinance No. ,..5 New Series. Reelassifying Property. (Southwest corner of Santa Clara Avenue and Willow Street.)l Mr. Calcutt moved that the ordinance as read be adopted, seconded by Mr. Broder- sen and on roll call it was adopted and passed uanimously. 32 V "Ordinance No. New Series. Reclassifying Property. (lot Nth line of Lincoln Avenue, 100 feet east of Chapin Street.)" Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Caloutt and on roll call it was adopted and passed unanimously. 34.v' "Ordinance- No. Nee Series. Reclassifying Property. (South-west corner of Lincoln Avenue and Grand Street.)" Mr. Calcutt moved that the ordinance as read be adopted, semnded by Mr. Brodersen and on roll call it was adopted and passed unanimously. The following ordinances were introduced and laid over under a provisionof the Charter:- "Ordinance No. New Series. Reclassifying Property. (Lot at Central and Encinal Avenues, upon which stands Associated Oil Company Service Station.)" 36/ "Ordinance No. New Series. Reclassifying Property. (Lot, North: line of Pacific Avenue, 206.25 feet. East of Stanton Street.)" The City Manager called attention of the council to the fact that inquiries have been received relative to the purchase of the firehouse lot on Webster Street and suggested that the City Clerk again advertise calling for bids at the next meeting of the council. Mr. Latham moved the adoption of the recommendation of the City Manager, seconded by Mr. Calcutt and same carried unanimously. 37.V7 Relative to the removal of arks, shacks and debris on city owned property in the west end of Alameda in the vicinity of the Southern Pacific car shops, the city manager stated that an offer had been made by Alfred Reed, in amount of $950.00 for this work and recommended that the offer be accepted. Mr. Latham moved that such be the order, and the Mayor enter into a contract for their removal. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. 38:1 City Manager Hickok called attention of the council to the electric light and power bills covering the Veterans Memorial Building, and stated the Veterans organizations requested to be relived of their share in the payment of these bills. Mr. Latham moved that inasmuch as the bills for light and power for Company G, National Guard, is being paid by the City that the city assume the responsibility of the payment of one-half of the bills for the Veterans Memorial Building, the other one-half to be paid by the County. The motion was seconded by Mr. Calcutt and on roll call carried unanimously. 39a/ The City Clerk, as Purchasing Agent, was instructed to obtain prices on printing the necessary copies of the Transportation Report to be mailed with sample ballots at the coming special election. a' 40.v The City Manager stated that it was his desire to use a portion of his vacation before the next meeting of the council and requested permission to do so. Mr. Brodersen roved that the request be granted and that the City Clerk act as City Manager pro tem during the City Manager's absence. The motion was seconded by Mr. Calcutt and carried unanimously. 41.1/7 Claims were presented by the Indemnity Insurance Company of North America through its agents, Ader and Mathebat, on the city's general liability insurance for monthly covering notes, carried since December 4th, 1929, as follows:- From Dec. 4,1929 to Jan. 14, 1930 " January 14, to Feb. 14, 1930 " Feb. 14,1930 " Mar. 14, 1930 " Mar.14,1930 " Apr. 14, 1930 " Apr.14,1930 " May 14, 1930 Total $ 742.72 561.57 507,22 561.56 543.45 9 2916.52 Mr. Latham moved that these claims be paid and that an adjustment be made upon the final covering note based upian the lowest bid submitted by any bureau company. The motion was seconded by Mr. Brodersen and on roll call'carried unanimously. Claims against the General Departments amounting to 3391.85; Police Depart- ment 0172.59; Fire Department, $299.89; Street Department, 02438.45; Health Depart- ment $82.48; Recreation Department, $632.62; Golf Course Department, $1461.01; Store Department, $107.11; Social Service Department, $276.19; Initiative Relief Pund, $190.00 and Compensation Insurance Fund, $29.85, having been approved and audited by the proper officials were listed by the Clerk a s follows: General Departments.
