1930-07-01 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALA MEDA,
TUESDAY EVENING, JULY 1ST, 1930.
The meeting convened at 8 o'clock with Council- president Schaefer presiding.
The roll was called and Councilmen Brodersen, Calcutt, Henning, Latham and
President Schaefer, (5) were noted present. Absent: None.
The minutes of the regular meeting of June 17th, 1930 were approved as read.
The minutes of the adjourned regular meeting of June 24th, 1930 were approved
as read.
W BUSINESS:
The Clerk stated in response to advertised notice to bidders, he was in re-
ceipt of a number of bids covering liability insurance for the pity. Mr. Latham
moved that the bids be received, opened and read. The motion was seconded by Mr.
Henning and carried unanimously. Thereupon the Clerk opened and read the bids
as follows : -
From Massachusetts Bonding and Insuranoe Company, accompanied by a certified
check in amount of $1500.00. Amount of bid, $13,987.55.
From Globe Indemnity Company, Accompanied by a certified check in amount of
$1407.00. Amount of bid, $14,070.03.
From Tallman 84 Hoepner, accompanied by a certified check in amount of $350.00.
Amount of bid, $2632.00.
From The Empoyers Liability Assuranoe Corporation, accompanied by a certified
check in amount of $700.00. Amount of bid, $7,000.00.
From Pacific Indemnity Company, accompanied by a certified check in amount of
$264.00. Amount of bid, $2,63200.
From Pacific Indemnity Company, accompanied by a certified check in amount of
$264.00. Amount of bid, $2,632.00.
From Hartford Accident and Indemnity Company, accompanied by a certified check
in amount of $1388.00. Amount of bid, $13,878.92.
The following bids were received, but inasmuch as they did not conform to the
published Notice -to Bidders, they were not considered by the council:'- Tom Howen,
no check; H. M. Bradley, no check; John F. Ward, no check; and F. J. Hargrave -,
certified check for one percent of bid only.
Mr. Henning moved that the bids be referred to the City Manager and City
Attorney and that they report back at the next meeting of the oouncii, seconded
by Mr. Brodersen and carried unanimously.
A communication was read from the Alameda Real Estate Board pertaining to
placing of liability insurance, which was also referred to the City Manager and
City Attorney.
Mr. Henning moved that the council recess for ten minutes. The motion was second-
ed by Mr. Calcutt and carried unanimously. Upon reconvening, all members of the
council were noted present.
Mr. Calcutt moved that the motion made at the counoil meeting held May 6th,
1930, as shown in Vol. 23 of the Minutes, Page 166, Paragraph 49, relative to the
report of the special committee in the matter of bus transportation, be amended to
read as follows:
"The report of the special committee to investigate the matter
of submitting to the electors of Alameda the question of muni-
oipal operation of a bus transportation system was filed. After
discussion, Mr. Calcutt moved that the recommendations contained
therein be adopted, and that the matter be submitted to the
electorate of the city of Alameda at a special election to be held
on Tuesday, November 4th, 1930; that inasmuch as the council has
by recent action ordered the installation of a bus transportation
system to serve Bay Farm Island and the West End of Alameda, the
amount covering the cost of this service be deduct . from the
amount of $365,890.00, as shown in the report of the committee ".
Mr. Latham seconded the motion as amended and on roll call it was adopted and passed
unanimously.
Mr. Latham moved that the matter of granting to the United States of Amerioa,
fifteen acres of land situate on Government Island, and the granting to the United
States of America 1100 acres of land for an army air base site be placed upon the
ballot at a special selection to be held November 4th, 1930. The motion was seconded
by Mr. Brodersen and on roll call carried unanimously.
Mr. Calcutt moved that the proposed charter amendments as submitted by the
Charter Committee be placed on the ballot at a special election to be held November
4, 1930. The motion was seconded by Mr. Latham and on roll call oarried unanimously.
Mr. Henning moved that Mr. C. L. Traver, representing the owners of the old
borax works building be cited to appear at the next meeting of the couhcil, relative to
its removal, and that the City Attorney be instructed to prepare the necessary citation.,
The motion was seconded by Mr. Brodersen and carried unanimously.
Mr. Latham moved that the City Attorney be granted two weeks vacation, beginning
July 6th. The motion was seconded by Mr. Henning and carried unanimously.
Mr. Latham moved that the zoning ordinance be amended so that the filing fee for
reclassification of property would be $20.00, instead of $5.00 as at present. The motion
was seconded by Mr. Brodersen and carried unanimously.
12. Mr. Calcutt called attention of the council to the fact that various interests
are seeking the establishment of a custom house in Oakland, which would necessitate
boats calling at the Enoinal Terminals to enter and clear in Oakland instead of at
San Francisco as at present, and moved that the Mayor be instructed to take up with
the proper authorities the matter of it being optional to steamship companies whether
they shall enter and clear at San Francisco or Oakland. The motion was seconded by
Mr. Latham and same oarried unanimously.
13.'/ Mr. Calcutt moved that the City Clerk be instructed to have an enlargement of
the Veterans Memorial Building made and hung in the council chambers, seconded by Mr.
Brodersen and on roll call carried unanimously.
14./ Mr. Henning moved that the plans as submitted by Mr. S. J. Gray be approved
by the Mayor and that a copy be filed with the City Clerk. Also, that the Building
Inspector be instructed to issue a permit for same, if in accordance with building
laws. The motion was seoonded by Mr. Latham and carried unanimously.
15/ Mr. Latham introduced and moved the adoption of
"Resolution No. 1508.
Transferring $7,397.20 from the Electric Light
Fund to the General Fund."
Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

COMMUNICAT IONS:
The following communications were received:
22.x" From the City Planning Commission, recommending the reclassification of the
property situate on the north line of Santa Clara Avenue, one hundred and eighteen
feet west of Peru Street, to a Residence District, Class 1 . Mr. Latham moved that
the recommendation of the Planning Commission be adopted, seconded by Mr. Brodersen
and carried unanimously.
23.s, From the City Planning Commission, recommending the reclassification of the
lot on the north line of Central Avenue, 77 feet west of Page Street, to a Residence
District, Class II. Mr. Henning moved that the recommendation of the Planning
Commission be adopted, seconded by Mr. Latham and oarried unanimously.
24 From the City Planning Commission, reoommending the reclassification of the
lot situated on the southwest corner of Oak Street and Encinal Avenue, to a Business
District, Class V. Mr. Latham moved that the recommendation of the Planning Commission
be adopted, providing Kr. Wright, the owner, agreed to build a fireproof building.
Mr. Wright agreed to these conditions. The motion was seconded by Mr. Henning and
oarried unanimously.
25.x` From the City Planning Commission, recommending the reclassification of the
property at 894 Union Street, to a Residence District, Class 1 -3/4. Mr. Calcutt
moved that the recommendation of the City Planning Commission be adopted,seconded
by Mr. Brodersen and oarried unanimously.

Applications for soft drink licenses were received from Frank J. O'Connor and
s. Mary Reis. Mr. Brodersen introduced and moved the adoption of
"Resolution No. 1509.
Granting a Permit for a License to Sell Soft Drinks."
Mr. Latham seoonded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.

Mr. Ca lcutt moved that the "claims as listed be paid, seconded by Mr. Latham
and on roll call carried unanimously. Mr. Henning stated he desired to vote for the
payment of all bills with the exception of those submitted by the East Bay Municipal
Utility District.
There being no further business to transact the Council adjourned to meet in
regular session, Tuesday evening, July 15th, 1930 at 8 o'clock.
