1930-07-15 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, JULY 15TH, 1930. The meeting convened at 8 o'clock with Council-president Schaefer presiding. The roll was called and Councilmen Brodersen, Calcutt, Henning, Latham and President Schaefer (5) were noted present. Absent: None. Mr. Henning moved that Hazel D. Tearle be appointed City Clerk pro tem, seconded by Mr. Brodersen and carried unanimously. The minutes of the regular meeting of July 1st 1930 were read. Paragraph 13 on Page 189 was amended to read as follows:- "Mr. Calcutt moved that the City Clerk be instructed to have a photographic enlargement of the Veterans' Memorial Building made and hung in the council chambers, seconded by Mr. Brodersen and on roll call carried unanimously." The minutes as amended were approved. NEW BUSINESS: 5/ 9 .11 Mr. Brodersen called to the council's attention the number of children play- ing: in the streets of the city and moved that the matter be referred to the City Manager in an endeavor by means of the press and other methods to advertise the advantages of the playgrounds in the various parks, so as to eliminate the hazards of possible accidents, seconded by Mr. Henning and carried unanimously. Mr. Brodersen called attention to the burning off of weeds on a vacant lot next to 466 Central Avenue, stating that employees of the city had not properly put out the fire before leaving. There being no ObjeCtion this matter was referred to the City Manager for investigation. Mr. Calcutt moved that a picture of Government Island as presented by the Government, showing its location and the location of the portion of the Island the Government desires, be sent out with the sample ballots, in order that the people may be thoroughly acquainted with:the proposal for deeding 15 acres thereof to the Government, which will be voted upon November 4th,. 1930. The motion was seconded by Mr. Brodersen. Mr. Latham moved to amend the motion so that the proposed map would show the set-back of 200 feet. Mr. Calcutt withdrew his motion with the consent of the second, and moved that the City Engineer be instruct- ed to draw a map 6f Government Island for presentation to the council at its next meeting, seconded by Mr. Henning and carried unanimously., Mr. Brodersen called the attention of the council to the number of conventions now being held in the City of Alameda, and moved that the Mayor appoint a committee to represent the city and to cooperate with the entertainment committee of the various conventionsin entertaining the visitors; this committee to consist of five members, one member of the council, one from the Chamber of Commerce and one from each of the 'improvement clubs, seconded by Mr. Henning and carried unanimously. Mr. Will Crockett representing the American Legion, addressed the council and requested an additional appropriation of 250.00 for the American Legion ftolic to be held in Alayeda on August 2nd, 1930. Mr. Latham moved that .the sum of $250.00 be appropriated out of the advertising fund and to be spent under the jurisdiction of the City Manager, seconded by Mr. Henning and on roll call carried unanimously. City Manager Hickok reported on the bids submitted at the meeting of the City Council of July 1st, on general liability insurance. Mr. Henning moved that the certified checks of all bidders be returned with the exception of the four lowest, and that the matter lay over to the next meeting for a report from the City Attorney as to the legality and sufficiency of the bids submitted, seconded by Mr. Henning and carried unanimously. Mr. Brodersen brought up the matter of an automobile for the use of the Chief of Police, and moved that the same be considered by the council in the preparation of the rew budget. The motion was seconded by Mr. Calcutt and carried unanimously. Mr. J. M. Solon, of the Sea Maid Corporation,. addressed the council in the absence of Er. Traver, who had been cited to appear, relative to the Pacific Coast Borax Works building in the West End. After discussion, Mr. Latham moved that the company be given until January 1, 1931 to pilt the said building into proper condition in accordance with the building code of Alameda, and if not completed by thattime to start proceedings for the removal of same. The motion was seconded by Mr. Brodersen and carried unanimously. RESOLUTIONS: O. Mr. Latham introduced and moved the adoption of "Resolution No. 1510. Transferring All Surplus Moneys to the General Fund." Mr. Calcutt seconded the motion toadopt the Resolution and on roll call it was adopted and passed unanimously. 11. Mr. Calcutt introduced and moved the adoption of "Resolution No. 1511. Transferring $7500.00 to the Library Fund and 41500.00 to the Initiative Relief Fund from the General Fund." Mr. Henning seconded the motion toadopt the Resolution and on roll call it was adopted and passed unanimously. FILING: The Clerk stated that since the last meeting of the council the following papers had been filed:- 12.V Affidavit of publication, List of unpaid assessments for Sidewalk Repairs. '13.Vi Affidavit of posting Notice of Assessment. (Park'St. Lighting). 14./ Affidavit of Mailing Notice of Hearing On Assessment (Pafit St. Lighting). COMMUNICATIONS.: The following communications were received:- 151 From Lure C. Drake,requesting her name be added to the list of agents who are to participate in the commission on the Public Liability Insurance. .There being no objection this was referred to the City Manager. 16.1 From the Mayor, Deputy Auditor and Acting City Manager re count of money. Ordered filed. 17.4 From the Alameda Gladiolus Society thanktng the council for their cooperatinn. Ordered filed. 18." From the Oakland Tribune requesting an appropriation of $200.00 for a page in the next issue of the Tribune Year Book. Mr. Latham moved that the sum of $200.00 be appropriated out of the advertising fund for a page, said expenditure'to be made under the supervision of the City Manager. Mr. Henning seconded the motion and on roll icall it was carried unanimously. 19. From the Chief of Police giving a list of lost, stolen and unclaimed property in his possession. There being no objection this was referred to the City Attorney. 20.4 From the City Manager relative to the removal of the California Girls' Training Home, accompanied by reports. of Fire Chief, W. T. Steinmetz and Building Inspector Rogers. Mr. Armstrong, Superintendent, addressed the council telative to efforts made by the directors to eliminate fire hazards. After discussion, it was suggested that the Fire Chief confer with the officials of the Home in an endeavor to adjust purported dangerous fire conditions. The communication was ordered filed. 21.1 From City Manager Hickok, relative to leases of tidelands belonging to the City of Alameda . Mr. Latham moved the matter be referred to the Committee of the Whole, seconded by Mr. Brodersen and carried by the following vote:- Ayes: Councilmen Brodersen, Henning, Latham and President Schaefer, (4). Noes: Councilman Calcutt, (1). 22.y/ From the City Planning Commission, recommending the reclassification of the lot situated on the north line of Lincoln Avenue 90 feet westerly from the west line of Fourth Street, from a Residence District, Class I to a Residence District, Class II. Mr. Latham moved that the receommendation of the Planning Commission be adopted, seconded by Mr. Brodersen and on roll call carried unanimously. 2 . From the City Planning Commission, recommending the reclassification of the lot situated on the west line of Chestnut Street, 242 feet, 6 inches northerly from Santa Clara Avenue, from a Residence District, Class I, to a Residence District, Class II. Mr. Latham moved that the recommerclation of the City Planning Commission be adopted, seconded by Mr. Brodersen and on roll call carried unanimously. 24.V From Longfellow School Parent-Teachers Association, Corporal Leonard B. Hollywood Auxiliary No. 939, andBarrett Auxiliary No. 64, United Spanish War Veterans requesting the council to revoke the license of Sam Getzovitz, Junkman. Mr. Latham moved that the license of Sam Getzovitz be revoked and that the License Collector be notified of the action of the council, seconded by Mr. Brodersen and carried unanimously. 25. From the Southern Pacific Company, addressed to City Manager,Hickok, ,requesting the Council's attitude in the matter of eliminating hazards at Park St. and Encinal Avenue, by stoppingeastbound Encinal Avenue trains on the west side of Park Street before crossing over. Action on this request was laid over and Mr. Henning moved that the City Manager confer with the Southern Pacific Company in an endeavor to obtain a crossing over the Southern Pacific tracks from the roadway to Alameda Mole to the road running along the northerly boundary of the San Francisco Airdromes, I,c., seconded by Mr. Latham and carried.unanimously. 26.V A progress report on the securing of options for a proposed street from High and. Washington Street to the Bay Farm Island. Bridge was received from Leon H. Ader and ordered filed. HEARINGS: 27.‘i An application for a permit to sell soft drinks was received from John Gordon. Mr. Brodersen moved that this application lay over to the next meeting of the council, seconded by Mr. Henning and carried unanimously. 28. The Clerk stated that the time had arrived,according to published notice, for the hearing of protests under Resolution of Intention, No. 92, N. S. (Park Street Lighting), and that no written protests had been filed. Thereupon Mr. Latham introduced and moved the adoption of "Resolution No. 1512. Resolution Confirming Assessment. (No Appeals) Park Street Lighting)" Mr. Calcutt seconded the motion to adopt the Resolution, and on roll call it was adopted and passed unanimously. ORDINANCES FOR PASSAGE: 29.1. The following ordinances came up for passage and were read by the Clerk:- "Ordinance No. New Series. An Ordinance Providing for the Erection of Traffic Stop Signals on Both Sides of Buena Vista Avenue at its Intersection with Versailles Avenue and on Both Sides of Lincoln Avenue at its Intersection with Versailles Avenue and. Requiring the Drivers of All Vehicles to come to a Full Stop at said Inter- sections with said Versailles Avenue before cross- ing Versailles Avenue." , Mr. Latham moved that ordinance as read be adopted, seconded by Mr. Henning and on roll call it was adopted and passed unanimously. 30. "Ordinance No. New Series. Authorizing Sale of Fire-House Lot." Mr. Calcutt moved that the ordinance as read be adopted, seconded by Mr. Brodersen and on roll call it was adopted and passed unanimously. 31a, "Ordi nance No. New Series. Reclassifying Property. (North Line of Santa Clara Avenue, 118 feet West of Paru Street, thence westerly 118 feet.)" Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Calcutt and on roll call it was adopted and passed unanimously. 32. 34.4 "Ordinance No. New Series. Reclassifying Property. (Lots 20 and 21, Block 2, Brower Tract, North line Central Avenue, 77 feet west of Page St.)" Mr. Calcutt moved that the ordinance as read be adopted, seconded by Mr. Brodersen and on roll call it was adopted and passed unanimously. "Ordinance No. New Series. Reclassifying Property. (Southwest,corner of Oak Street and Encinal Avenue.)" Mr. Calcutt moved that the ordinance as read be adopted, seconded by Mr. Brodersen and on roll call it was adopted and passed unanimously. "Ordinance No. New Series. Reclassifying Property. (894 Union Street, being in Bartlett 50 Acre Tract Lot 9, Block 17, east side of Union Street 50 feet south of Clinton Avenue.)" Mr. Brodersen moved that the ordinance as read be adopted, seconded by Mr. Latham and on roll call it was adopted and passed unanimously. ORDINANCES FOR INTRODUCTION: The following ordinance were introduced and laid over under a provision of the charter:- i 35.V "Ordinance No. New Series. Reclassifying Property. - (West line of Chestnut Street 242 feet 6 inches North of Santa Clara Avenue)." "Ordinance No. New Series. (North line of Lincoln Avenue 90 feet westerly from the West line of Fourth Street, thence westerly 30 feet.)" 37:41, City Manager Hickok brought up the matter of the purchase of School Zone signs at each of the school buildings in the City of Alameda, and stated the cost would be 4207.00. Mr. Latham moved that the City Manager be authorized to order the erection of the above signs at each of the schools within the city, sedonded by Mr. Brodersen and on roll call carried unanimously. Claims against the General Departments amounting to $977.82; Police Department 4409.63; Fire Department, $171,854 Street Department, $4816.89; Health Department, 81,98; Recreation Department, $625,92; Golf Course Department, $1310.53; Store De- partment, $78.44; Social Service Department, $295.61; Initiative Relief Fund, $85.00; and Compensation Insurance Fund, $197.57 having been approved and audited by the ,proper officials were listed by the Clerk as follows:- Ader and Mathebat Alameda Boat Club Alameda Gladioli Show Alameda Land Company Alameda Printing Co.
