1930-09-02 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, SEPTEMBER 2ND, 1930. The meeting The roll was President Schaefer convened at 8 o'clock with Council-president Schaefer presiding. called and Councilmen Brodersen, Calcutt,,Henning, Latham and (5) were noted present. Absent: None. The minutes of the regular meeting of August 19th, 1930 were approved as read. NEW BUSINESS: 1.V Mr. Latham moved that the City Clerk be instructed to advertise the sale of fifteen feet of property formerly owned by George W. Plummer, and recently acquired by the Board of Education, providing all legal provisions had been complied with. The motion was seconded by Mr. Calcutt and carried unanimously. 2.I Discussi on was held relative to bids for construction of a storm sewer on High Street, and a communication was read from City Manager Hickok, _recommending the con- tractbe awarded to Heafey, Moore Company. After further discussion, Mr. Henning movedthat all bids be rejected and that the certified checks be returned. The motion was seconded by Mr. Latham and same carried unanimously. 3./ Mr. Henning moved that the City Engineer prepare new specifications for the construction of a storm sewer in High Street, this sewer to be constructed. Of vitrified pipe. The motion was seconded by Mr. Calcutt and carried unanimously. 4.1 Mr. Latham moved that the following employees be appointed delegates to the coming League of California Municipalities Convention:- City Manager, City Clerk, City Attorney City Engineer,Health Officer and any councilman who desires to attend. The motion was seconded by Mr. Calcutt and on roll call carried unanimously. ,Major Wm. D. Barbee again addressed the councilj.elative to the city's appointing an official representative on the proposed East Bay Return Good ,Will Trip, to Idaho and. Utah, sponsored by the Oakland Chamber of Commerce. After discussion, Mr.,Heaning moved that a sum of $200.00 be set aside to cover the expenses of this proposed trip and that the Mayor be delegated to appoint the city's official representative. The motion was seconded by Mr. Latham and on roll call carried unanimously., City Manager Hickok presented a communication from the Womens Peace Officers Association, relative to convention at Long Beach, September 22nd to 24th, inclusive. The communication was ordered filed without action. RESOLUTIONS: 7. Mr. Latham introduced and moved the adoption of "Resolution No. 1528. In the Matter of the Acquisition and. Improvement District No. 3 of the City of Alameda. Resolution and Order for the Issuance of Bonds." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 1529. Requesting County Board of Supervisors to Grant Permission to Consolidate a Special Election With the General Election November 4, 1930." W. Griffin. The City Clerk was instructed to notify Mr. Griffin and also all signers of the petition requesting creation of proposed parking limit, to appear at the next regular meeting of the council for discussion of the matter. HEARINGS: 31.V A hearing was held upon the recommendation of the Planning Commission relative to the reclassification of the lot on the southeast corner of Central Avenue and Ninth Street, to a Business District, Class V. Mr. A. P. Stiefvater:addressed the council relative thereto. After discussion, Mr. Henning moved that the council over-rule the recommendation of the Planning Commission and grant the reclassifi- cation in accordance with the petition. The motion was seconded by Mr. Latham and on roll call carried unanimously. 32, Ii the matter of the maps submitted by A. E. J. Duchesnay covering a subdivision known as "The Alameda Marina", Mr. Henning moved that action'by the council be post- poned until Mr. Duchesnay files a bond relative to the proposed improvement, seconded by Mr. Brodersen and carried unanimously. ORDINANCE(FOR PASSAGE:- The following Ordinance came up for Passage and was read by the Clerk:- "Ordinance No. New Series. Reclassifying Property. (Lot on the north side of Central Avenue, 125 feet East of Webster Street.)" Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Henning and on roll call it was adopted and passed unanimously. ORDINANCES .1.-wit INTEUDUUTILLIN: The following ordinances were introduced and laid over under a provision of the Charter:- 34.V 35.'" "Ordinance No. New Series. Reclassifying Property. (Lot East line of Morton Street 50 feet south of Lincoln Avenue, "Ordinance No. New Series. Reclassifying Property. (Southeast corner of 9th Street and. Central Avenue)." In compliance with instructions from the council the City Engineer filed a map relative to Government Island.
