TUESDAY EVENING, SEPTEMBER 16TH, 1930.
The meeting convened at 8 o'clock with Council-president Schaefer.presiding.
The roll was called and Councilmen Calcutt, Henning, Latham and President
Schaefer, (4) were noted present: Absent: Councilman Brodersen, (1).
The minutes of the regular meeting of September 2nd, 1930 were mnended as
follows- Vol. 23, Page 214, Paragraph 36. "In compliance with instructions
from the City Council the City Engineer filed a map relative to Government
Island. Discussion was had by the council members as to the advisability of
sending copies of this map with the sample ballots. No action in. the matter
was taken. Mr. Calcutt then moved that he be given permission to have a number
of copies printed for distribution. There being no second to this motion, ncy
further action was taken by the council. The minutes as amended were then
approved as read.

Mr. Calcutt moved that three thousand copies of the map submitted by the
City Engineer relative to Government Island be printed for distribution to
those requesting same. There being no second no action. was taken.
Mr. Henning moved that the recommendation of the City Manager relative to
to the removal of the old wrecks, adopted by this council on August 5ta, 1930,
shown in Minute Book, No. 23, page 200, paragraph 25, be now rescinded, for the
reason that when the offer of fifteen acres on Government Island was made to
the United States Government in return for the cancellation of the twenty-five
year lease now held by the Government, which was accepted on June 30, 1930,
it contained all of the original demands and he did not think it proper to add
to them at this time, and also for the reason that the City Attorney is now
investigating the necessary process for removal of the wrecks referred to. The
motion was seconded by Mr. Latham and on roll call carried by the following vote:-
Ayes: Councilmen Calcutt, Henning, Latham and President Schaefer, (4). Noes;
None. Absent: Councilman Brodersen, (1).
Mr. Calcutt moved that the City of Alameda invite Senators Shortridge and.
Johnson, Congresswoman Kahn and 'various congressmen, the Oakland Port Commission
and other interested parties to make a tour of the San Antonio Estuary on November
5, 1930, With' the object of advocating the immediate dredging of a two hundred
foot strip on the southern side of Government Island. The motion was seconded
by Mr. Latham and carried unanimously.
The Clerk stated that in response to Notice to Bidders, he was in receipt
of one bid covering sale of a fifteen foot strip of land on the north line of
San Antonio Avenue, distrant one hundred feet west of Paru Street, recently
acquired by the Board of Education. Mr. Latham moved that the bid be received,
opened and read, seconded by Mr. Calcutt and carried unanimously. Thereupon the
Clerk opened and read the bid as follows:-
From O. C. Haslett, accompanied by a certified check of 4150.00,
Total bid, $1500.00.
Mr. Latham moved that further action by the council be postponed until the next
regular meeting. The motion was seconded by Mr. Henning and carried unanimously.

In the matter of the hearing on the proposal for two-hour parking on Morton
Street, between Encinal and San. Antonio AvenUes, postponed from the last, meeting
of the Council, Messrs, C. W. Griffin, F. P. 47cLaInan addressed the council in
protest. Mrs. Nicolini again addressed the council in support of the petition
originally filed. After discussion by member of the council, Mr. Henning moved
that No Parking" strips be painted on Morton Street, between San Antonio and
Encinal Avenues, fronting each home sufficient in size to accommodate one car.
The motion was seconded by Mr. Latham and same carried unanimously..
8./ , The City Manager submitted to the council the official budget for the year
1930-31. Mr, Latham moved that the budget as submitted be adopted, seconded by
Mr. Henning and on roll call carried unanimoasly.

and the Janitor of the Social Service Board of the
City of Alameda."
Mr. Henning seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Latham stated that he favor a salary of $200,00 per month abr ten
year's service for members of the police and fire departments and hoped that
that next council would see their way clear to increase these departments to
this amount.
Mr. Calcutt introduced and moved the adoption of
"Resolution No. 1535.
Authorizing the Payment of 035.00 per month to
the Chief of Police for Use of his Automobile."
Mr, Henning seconded the motion to adopt the Resolution and on roll call it was
adopted and'passed unanimoasly.
14.V/ Mr. Henning introduced and moved the adoption of
"Resolution No. 1536.
Rescinding all Previous Action Taken by the
Council of the City of Alaneda in the Metter
of Construction of Storm Water Sewer, and
Adopting Plans and Specifications for the
Construction of Storm Water Sewer."
Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Latham moved that the City Clerk be instructed to advertise for bids
for the construction of the High Street Sewer, returnable at a regular adjourned
meeting of the Council to be held Monday evening, September 22nd, 1930 at 8
o'clock, and that when the council adjourns this session it does so to meet in
regular adjourned session Monday evening, September 22nd, at 8 o'clock. The
motion was seconded by Mr. Calcutt and carried unanimously.

From the Alameda Tennis Club, relative to condition of tennis courts
in Lincoln Park. Mr. Collier, representing the Club, addressed the council rela-
tive to same. Inasmuch as no appropriation had been made for the repair of these
courts in the present budget,'" the communication was ordered filed.
From the Pacific Coast Building Officials Conference, relative to annual
meeting at Long Beach, September 29th to October 4th. Mr. Calcutt moved that
the sum of 050.00 be set aside to cover the expense of sending Building Inspector
Rogers to this Convention. The motion was seconded by Mr. Latham and on roll call
carried unanimously.
From the League of California Municipalities, re expenditure for handling .
rate proceedings, etc. before Railroad Commission. There being, no objection this
communication was referred to the City Manager.
From the League of California Municipalities, re coming session of
legislature. There being no objection the communication was referred to the City
Attorney.
From the League of California Municipalities, relative to establishing
a Public Utilities Service Department of the League. Ordered filed.
32.1 From the California Conference, Seventh Day Adventists, thanking coun-
cil for permission to conduct campaign. Ordered filed.

From Salvatore Cirmelli, requesting permission to move a house from
2315 Central Avenue to 2426 Lincoln Avenue. Mr. Latham moved that the request
be referred to the City Manager to report back at the regular adjourned meet-
ing to be held September 22nd. The motion was seconded by Mr. Henning and same
carried unanimously.
34.v Mr. Henning moved that it be the sense of the council that hereafter
applications for the removal of a house be accompanied with a picture of the
house to be moved, and a proposed elevation of the house when in place in its
new location. The motion was seconded by Mr. Latham and same carried
unanimously.

From the Plumbing Inspectors Association re Convention to be held at
Fresno, December 5th, to 7th. There being no objection, action by the council
was 'continued until the next regular meeting.
A petition was presented by Fred O. Emlay, requesting Permission to
establish a uniformed private patrol system in the city. Mr. Latham moved that
the natter be referred to the City Manager to report back to the council. The
motion was seconded by Mr. Henning and carried unanimously.
From the Alameda Improvement Club relative to further establishment
of gasoline and oil service stations. Mr. Frank Neville addressed the council
relative to the communication. After discussion, Mr. Latham moved that the
council of its own initiative proceed to reclassify all lots fronting on
Webster Street, from the north line of Central Avenue to the south line of
Pacific Avenue, to Class III. The motion was seconded by-Mr. Calcutt and
same carried unaniMously.
From the North Side Protective Club, requesting that the meeting
room at McKinley Park House be renovated. Mr. Latham moved that the sum of
$100.00 be appropriated to cover repairs suggested in the communication.
Mr. Calcutt seconded the motion ana on roll call it was adopted and passed
unanimously.

40.V From Councilman E. M. Brodersen, requesting leave of absence for one
week. Mr. Calcutt moved that the request be granted, seconded by Mr. Latham
and-carried unanimously.
41/ From City Manager Hickok relative to special police officers stars
now 'outstanding. The Clerk was instructed to file the communication and to
send a copy of the list to each councilman.

Camper. Mr. Latham introduced and moved the adoption of
"Resolution No. 1537.

Mr, Henning seconded the motion to adopt the Resolution and on roll call it
was adopted and passed unanimously.

Mr. Calcutt moved that the firm of Ader and Mathebat be appointed insurance
advisors for the City of Alameda to serve without pay up to and including June
30, 1931. The motion was seconded by Mr.Latham and on roll call carried by the
following vote:- Ayes: Councilmen Calcutt, Latham and. President Schaefer, (3).
Noes: Councilman Henning, (1). Absent: Councilman Brodersen, (1).
A communication was received from Wm. Haluk, representing the Park
Street Merchants Association, re Park Street celebration, September 26th
1930. Mr. Calcutt moved that permission be granted in accordance with the
request, seconded by Mr. Latham and carried unanimously.

The City Manager diseussed with the council the matter of the sufficiency
of the bonds covering the Treasurer and. Tax Collector. Mr. Lathammoved that
this matter be referred'-to City Manager for further report. The motion was
seconded by Nr. Henning and same carried unanimously.
Claims against the General Departments amounting to $4132.93; Police
Department, $801.36; Fire Department, $128.20; Street Department $2365.33; Health
Department, $317.36; Recreation Department, $593.99; Golf Course Department,
$1953.60; Social Service Department, $257.62; Store Department, $66.03; Street
Improvement Fund, $2345,84 and. East Bay Municipal Utility District Payments Fund
$78.26 having been approved and audited by the proper officials were listed by the
Clerk as follows:-
