1930-11-18 Regular CC Minutes10/ 3.1 4.1./ 10' 12/ 13. REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAI TUESDAY EVENING, NOVEMBER 18th, 1930 The meeting convened at 8 o'clock with Council-president Schaefer presiding. The roll was called and. Councilmen Brodersen, Calcutt, Henning, Latham and. President Schaefer, (5) were noted present. Absent: None. The minutes of the regular meeting of November 5th, 1930, were approved as read. NEW BUSINESS A communication was received from the Park Street Merchants' Association relative to Christmas lights for Park Street. Mr. Henning moved that the Board of Public Utilities be requested to install, remove, maintain and store lights as per the request and, also, that the necessary power for the lights be furnish- ed. The motion was seconded by Mr. Latham and on roll call carried unanimously. Mr. Latham moved that a bowling green be established in McKinley Park, as per the report of the City Manager under date of October 16th, 1930, providing ways and means can be found for its installation. Mr. Brodersen seconded the motion and on roll call carried unanimously. Mr. Henning moved that the City Manager be instructed to offer $15,408.50 for the purchase of the Mazzini property, as per report of the City Manager under date of October 18th, 1930, and that the City Manager and City Attorney investi- gate and suggest the best method of financing this purchase. Mr. Brodersen seconded the motion and on roll call carried unanimously. Mr. Latham .moved the City Manager be instructed to offer $14,000.00 for the purchase of the Powell property, as per report of the City Manager under date of November 6th, 1930, and that the City Manager and. City Attorney investigate and suggest the best method of financing this purchase. Mr. Henning seconded the motion and on roll call carried unanimously. Mr. Latham moved that the report of the Board of Public Utilities and the City Manager, under date of November 7th, 1930, pertaining to overhead wires on Webster Street,north of the Segregation Line, be adopted with the understanding that the San Francisco Bay Airdrome pay one-half the cost and the City of Alameda the balance. Mr. Henning seconded the motion and on roll call carried unanimously. Mr. Latham moved that the findings of the Park Street Bridge Committee, as per the report to the Council from the City Manager, under date of November 7th, 1930, be approved, this approval to include the elimination of street car tracks. A communication from the Alameda Chamber of Commerce was read, containing the same recommendations. The motion was seconded by Mr. Brodersen and on roll call carried by the following vote: Ayes: Councilmen Brodersen, Henning, Latham and Council-president Schaefer, (4). Noes: Councilman Calcutt, (1). Absent: None. Mr. Calcutt moved that the bid of O. C. Hazlett, made under date of Sep- tember 16th, 1930, in amount of $1500.00 for the purchase of certain property, account of Board of Education, be accepted and that the Mayor be instructed to execute a deed covering same. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. Mr. Latham moved that in response to a petition filed with the Council, that the name of Bay Island Avenue be changed to "Otis Drive". The motion was seconded by Mr. Brodersen and same carried unanimously. Mr. Brodersen moved that the recommendation of the Planning Commission denying the reclassification of the southwest corner of Eighth Street and Santa Clara Avenue be adopted. The motion was seconded by Mr. Henning and same carried unani- mously. Mr. Henning moved that the map submitted by the City Engineer showing bound- aries of the Army Air Base site be adopted and approved. The motion was seconded by Mr. Latham and on roll call carried unanimously. Mr. Brodersen moved that Ordinance No. 425, New Series, relative to all prop- erty lying west of Webster Street and between Buena Vista Avenue and the Segrega- tion Line, be repealed, and that the Council, on its own initiative, reclassify all property lying west of Webster Street to the east line of the Clark's Pottery Works and from Buena Vista Avenue north of the Segregation Line, to Class VII. The motion was seconded by Mr. Henning and. carried unanimously. Mr. Latham moved that 100.00 be appropriated for Charles R. Smith, City Historian, for services rendered. The motion was seconded by Mr. Calcutt and on toll call carried unanimously. The City. Manager, C. E. Hickok, discussed with the Council the matter of publication of his annual report and, after discussion, he was instructed to obtain informal bids for the printing of same. 14./ November 18,1930. A petition was presented to the Council by Herman A. Fuller, relative to the creation, operating and maintaining an employment bureau in the City of Alameda and that funds ample for the efficient operation of such bureau be made available. City Attorney E. J. Silver stated that in accordance with Article VII, Sec. 2, Sub.Five, this matter was entirely in the hands of the Social Service Board and for that reason, the Council could not comply with the contents of the petition. The petition was ordered filed. 15.V Mr. Calcutt introduced and moved the adoption of "Resolution No. 1558 Transferring $500.00 from the General Fund to the Street Improvement Fund." Mr. Latham seconded the motion to adopt the resolution and on roll call it was adopted and passed unanimously. 16. Mr. Latham introduced and moved the adopted of "Resolution No. 1559 Resolution ,Requesting Re-survey of Inner-Harbor and in Particular Brooklyn Basin, City of Alameda, County of Alameda, State of California." Mr. Henning seconded the motion to adopt the resolution and on roll e 11 it was , adopted and passed unanimously. Communication from Alameda Improvement Club relative to underground wires on Webster Street. 241 Estimate from the City Managei-re improvement certain streets in the vicinity of Bay Farm Island Bridge. Petition relative to naming proposed South Shore Park. 26.V Communication from Alameda Improvement Club re opening and improv- ing Spruce, Brush and other streets in the West End. 27.V Resolution of the City Planning Commission re future location of apartment houses COMMUNICATIONS: The following communications were received:- From the Associated Oil Company re proposed service station at southwest corner of Eighth Street and Santa Clara Avenue. The communication was ordered filed. 29/ From the directors of the Fernside Home Owners Association, relative to heavy trucks using Gibbons Drive. Mr. Latham moved the City Attorney be instructed to prepare an ordinance prohibiting heavy trucks on Gibbons Drive from Central Avenue to High Street. The motion was seconded by Mr. Brodersen and carried unan- imously. 30,/ From the Building Inspector, E. H. Rogers, requesting an expression of the Council as to procedure. The communication was ordered filed. 31.' From the Veterans, Welfare Board requesing cancellation of certain taxes, There being no objections, this was referred to the City Attorney and the Assessor. 32.V From the City Attorney relative to the proposed ordinance declaring certain conditions to be nuisances. Mr. Brodersen moved the proposed ordinance be placed in line for passage. Mr. Henning seconded the motion and carried unanimously. 28 33,v From the League of California Municipalities relative to the unemployment ituatjon. The communication was ordered filed. 34.if From Mrs. E. K. Taylor, in appreciation, Ordered filed. November 18,1930. From the City Planning Commission recommending the adoption of map sub- mitted by Noble F. Justice for the opening of Clay Street, between Versailles Avenue and Pearl Street. Mr. Latham moved that the recommendation of the Planning Commission be adopted. Mr. Henning seconded the motion and carried unanimously. 36. From the North Side Protective,Club, in appreciation. Ordered filed.' 37. From Board of Port Commissioners of the Port of Oakland, re abandoned vessels lying alongside of Government Island. There being no objections, the matter was referred to the City Attorney and the City Manager. 3 From the City Manager, containing an estimate of cost of widening and rav- ing Webster Street. Mr. Henning moved that the City Engineer be instructed to prepare plans and specifications covering this work. The motion was seconded by Mr. Latham and carried unanimously. 390V From the City Manager, relative to the lighting system on Webster Street. Mr. Latham moved that the Board of Public Utilities be instructed to prepare plans and specifications for an economical underground system of wiring,from Central Avenue north to the Segregation Line. Mr. Brodersen Seconded the motion and on roll call carried unanimously. 4-0. 41. From Alameda Chamber of Commerce relative to rerouting the San Jose Avenue Bus Line. Mr. Latham moved that, inasmuch as the Key System Transit Company have tentatively agreed to make the change upon formal request of the Countil, the buses be routed in accordance with the schedule shown in the communication. Mr. Calcutt seconded the motion and same carried unanimously. From Ader and. Mathebat relative to insurance survey. Ordered filed. 42.V From Leon H. Ader relative to proposed roadway from High and Washington Street to Bay Farm Island. Bridge. Ordered filed., 431 An application for permit to sell soft drinks was received from Gan Mazza. After discussion the matter was continued until the next regular meeting .. of the Council. ORDIM.NCES FOR PASSAGE: The following ordinances came up for passage and were read by the Clerk:- 440/ 46.,/ "Ordinance No. New Series Amending Section 77, Article 2, Chapter III, of Ordinance No. 1, New Series, Known as the Municipal Code of the' City of Alameda, Approv- ed January 14, 1913" Mr. Latham moved that the Ordinance as read be adopted. Mr. Brodersen seconded the motion and onir011 call it was adopted and rassed unanimously. "Ordinance No. New Series Amending Ordinance No. 54 N.S., Relating to Publication of Notice when Taxes Shall Become Delinquent, and. Repealing Sections 76,78,79 80,81,82,85,86,87,92,94,96 and 97, Article 2, Chapter III,'of Ordinance No. 1, New Series, Known as the Municipal Code of the City of Alameda, approved January 14, 1913". Mr. Henningmoved-thatthe ordinance as read be adopted, seconded by Mr. Latham and on roll call it was adopted and passed unanimously. "Ordinance No. New Series Reclassifying Property - (Northeast Corner Santa Clara Ave. & Oak St.)" Mr. Henning moved that the ordinance as read be adopted, seconded by Mr. Broder- sen and on roll call it was adopted and passed unanimously. ORDINANCE FOR INTRODUCTION: The following ordinance was introduced and laid over under a provision of the Charter:- 47.v "Ordinance No. New Series An Ordinance Declaring Certain Conditions to be Nuisances and Making it Unlawful to Maintain any such Condition after Notice of its Maintenance". 24 November 181930. tt 48./ Mr. Lath am. moved that a sum in amount of 4'100.00 be appropriated cover- ing an abstract of title for the Army Air Base site.
