1930-12-02 Regular CC MinutesThe The Schaefer, The as read. NEW BUSINESS. The Clerk stated that in the matter of public hearing under Resolution of Intention, No. 96, N. S., improvement of Third Street, a petition of protest had been filed. Mr. Sam C. Wright addressed the council as legal representative of the protestants, as did Mr. Firpo. Mr. H. Orr addressed the council in support of the proceeding. After discussion, Mr. Latham moved that further hearing be continued for two weeks for the purpose of permitting the council as a committee of the whole to make a personal survey of the contemplated improve- ment. The motion was seconded by Mr. Brodersen and carried unanimously. The Council then.recessed for the purpose of meeting with the City Planning Commission. After reconvening all members of the council were noted present with the exception of Councilman Henning. Mr. Latham moved that the matter of the reclassification of the property on the northeast corner of Everett Street and Santa Clara Avenue be referred to the City Planning Commission for further hearing. The motion was seconded by Mr. Brodersen and carried unanimously. Mr. Latham moved that the previous action of the council at its meeting held November 18th, 1930, relative to the adoption of the official map re Army Air Bast side .be rescinded. The motion was seconded by Mr. Calcutt and carried unanimously. A new map was then presented to the council showing the new boundary lines. A communication was read from Councilman Henning on the subject and ordered filed. Mr. Brodersen moved that the map as presented be adopted and made the official map. The motion was seconded by Mr. Calcutt and on roll call carried by the following vote:- Ayes: Councilmen Brodersen, Calcutt, Latham and President Schaefer, (4). Noes: None. Absent: Councilman Henning, (1).. 5.'' Mr. Latham moved that the Mayor be authorized on behalf of the council to carry the deed to the Army Air Base site to Washington for presentation to the President of the United States and that a sum of $500.00 be appropriated out of the advertising fund to cover necessary expenses of the trip. The motion was seconded by Mr. Calcutt. President Schaefer then relinquished the chair to Vice- president Calcutt. The motion was then presented to the council and on roll call carried by the following vote:- Ayes: Councilmen Brodersen, Calcutt and Latham (3). Noes: None. Not voting: President Schaefer, (1). Absent: Councilman Henning, (1). President Schaefer then resigned the chair. Mr. . Cal cut t moved that the Mayor be granted permission to leave the state for a period of thirty days. The motion was seconded by Mr. Latham and carried unanimously. Mr. Brodersen moved that action of the council at its meeting held November 18th, 1930, relative to the repealing of Ordinance No. 425, N. S. and the motion to again reclassify all property west of Webster Street to the east line of the Clark Pottery Works and from Buena Vista Avenue to the Segre- gation Line to Class VII, be rescinded. The motion was seconded by Mr. Latham and carried unanimously. 1.V 3. 4/ REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, DECEMBER 2ND, 1930. meeting convened at 8 o'clock with Council - president Schaefer presiding. roll was called and Councilmen Brodersen, Calcutt, Latham and President (4) were noted present. Absent: Councilman Henning, (1). minutes of the regular meeting of November 18th, 1930 were approved 8.V Mr. Calcutt moved that the City Engineer be instructed to take the necessary steps to have the sidewalk and curb on the northwest corner of Encinal Avenue and Park Avenue repaired, by the first day of January, 1931. The motion was seconded by Mr. Latham and same carried unanimously. 9. Mr. Latham moved that the sum of $285.00 be appropriated covering cost of abstract of title to Government Island. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. RESOLUTIONS. 100V Mr. Latham introduced and moved the adoption of 11. "Resolution No. 1561. Authorizing Payment of December Salarie Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was ,adopted and passed unanimously. Mr. Calcutt introduced and moved the adoption of "Resolution No. 1562. Transferring $3768.66 from the Electric Light Fund to the General Fund." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. FILING: The Clerk stated that since the last meeting the following papers had been filed: 12.x'' Affidavit of posting Resolution of Intention, No. 96, N. S. Third Street. 13.'x' Affidavit of posting Notice of Improvement, Resolution of Intention olio. 96, N. S., Third Street. 14. Balance Sheets, Alameda Belt Line for August and September, 1930. 15.to( Bond of American Dredging Company, re laying pipe under Webster Street for dredging. 16.✓ Copy of executed deed re Government Island to United States Govern- ment. 17.✓ Copy of communication from Southern Pacific Company, re suit of Massie vs. Southern Pacific Company. COMMUNICATIONS: The following communications were received: 18. Acknowledgement from East Bay Motor Coach Lines, Ltd. re re- routing of San Jose Avenue bus line. Ordered filed. 19.✓ From various residents in block on Lincoln Avenue, between Pearl Street and Broadway, relative to heavy trucking. Mr. Latham moved that the communication be referred to the City Manager to report back to the next meeting of the couhcil. The motion was seconded by Mr. Brodersen and same carried unanimously. 20.E From J. F. West, Superintendent, Albany City Schools, requesting pertain information as to public school nurses. There being no objection, the communication was referred to the City Manager for answer. 21.1 From the City Manager relative to bids on the city manager's annual report. Mr. Latham moved that the matter be referred to the Com- mittee of the Whole, seconded by Mr. Calcutt and carried. 22.E From the City Manager, relative to improvement of tennis courts in Lincoln Park. Mr. Collier addressed the council relative to same. Mr. Latham moved that the communication be referred to a meeting of the committee of the Whole, seconded by Mr. Brodersen and carried unanimously. 23.'' From Hon. Frank Otis in appreciation. Ordered filed. 241 From George H. Noble, requesting permission to move a house at the northeast corner of Everett Street and Santa Clara Avenue to a vacant lot on the south side of Webb Avenue, fifty feet east of the fire station. There being no objection the communication was referred to the City Manager. 25. A map was presented by Mr. A. E. J. Duchesnay, showing plan of a subdivision to be known as the "Alameda Marina ". The Clerk stated the map had received the approval of the City Planning Commission and recommended to the council its adoption. Mr. Latham moved that the recommendation of the Planning Commission be adopted and that the City Attorney be instructed to start proceedings closing Park Avenue as pet the map submitted. The motion was seconded by Mr. Calcutt and on roll call carried by the following vote:- Ayes: Councilmen Calcutt, Latham and President Schaefer, (3). Noes: Councilman Brodersen, (1). Absent: Councilman Henning, (1). HEARINGS: 26.1 In the matter of the hearing of the application for a soft drink license postponed from the last meeting of the council of Heston P. Mazza, the Clerk stated that in addition thereto another one had been received from M. L. Dreyfrous. Mr. Calcutt introduced and moved the adoption of "Resolution No. 1563. Granting a Permit for a License to Sell Soft Drinks." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. ORDINANCE FOR INTRODUCTION: The following ordinance came up for passage and was read by the Clerk:- 27.v( "Ordinance No. New Series. An Ordinance Declaring Certain Conditions to be Nuisances and Making it Unlawful to Main- tain any such Condition after Notice of Its , Maintenance." Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Broder- sen and on =;roll call it was adopted and passed unanimously. 28.v/ 29 . City Manager Hickok made a verbal report to the Council relative to the purchase of the Mazzini property stating that the owner had agreed to accept $16,000.00 for same. Mr. Latham moved that the offer be accepted and that a one year option be obtained on same. The motion was seconded by Mr. Broder- sen and on roll call carried unanimously. City Manager Hickok rendered a verbal report relative to the purchase of the Powell property. Mr. Latham moved that a one -year option be secured at a price of $14,000.00. The motion was seconded by Mr. Brodersen and on roll call carried unanimously.
