1931-01-20 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY. OF ALkMEDA, TUESDAY EVENING, JANUARY 20TH, 1931. The meeting convened at 8 o'clock P. M. with Council-president Schaefer presiding. The roll was called and Councilmen Brodersen, Calcutt, Henning, Latham and President Schaefer, (5) were noted present. Absent: None-. The Minutes of the adjoUrneeL_regular meeting of January 13th, 1931 were approved as read. The regular order of business was suspended to permit the Council to take action upon the following ordinance, which was presented and read by the Clerk:- "Ordinance No. New Series. Reclassifying Property. (N. E. Corner Santa Clara Ave. & Everett St.) Mr. Calcutt moved that the Ordinance as read be adopted. The motion was seconded by Mr. Latham. Mr. M. Wahrhaftig, Attorney for petitioner, addressed the council in support of the passage of the ordinance. Mrs. Magill and Mr. Dunbar addressed the council in opposition to the adoption of the ordi nance. The question upon the adoption of the ordinance being submitted to the council, the ordinance was adopted and passed by the following vote:- Ayes: Councilmen Calcutt, Latham and President Schaefer, (3). Noes: None. Not voting: Council- men Brodersen and Henning, (2). NEW BUSINESS: 1 2.V 3.V The Clerk presented to the council the petition filed on January 13th by members of the Alameda Police and Fire Departments, relative to amending Section 4 of the Pension Ordinance. Mr. Calcutt moved that the amendment as presented be adopted and placed on the ballot at the General Municipal Election to be held March 10th, 1931. There being no second to the motion, the matter was dropped. Mr. Latham moved that Ordinance No. 262. New Series, relative to soft drink licenses be repealed. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. Councilman Calcutt made a verbal report relative to the Oakland-San Francisco Bay Bridge Committee. A communication was read from the Board of Public Utilities submitting plans and specifications for under-ground electric system and installation of electroliers on Webster Street. Mr. Latham moved that the matter be referred to the Committee of the Whole, seconded by Mr. Brodersen and carried. RESOLUTIONS: 6.v/ Mr. Lathem introduced and moved the adoption of "Resolution No. 1570 Instructing City Clerk to Publish Notice of Election and Providing for Election Officers." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 7.1/ Mr. Latham introduced and moved the adoption of "Resolution No. 1571. Establishing Precincts and Polling Places; Also Appointing Election Officers and Fixing Their Compensation." Mr. Henning seconded the motion to adopt the Resolution and on roll Call it was adopted and passed unanimously. Mr. Latham introduced and moved the adoption of "Resolution No 1572. Resolution Ordering the Work. (Third. Street)" Mt. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. COMMUNICATIONS: The following communications were received:- 10.V From Ful] Gospel Assembly of Alameda, reglesting permission to hang a banner across Park Street. Mr. Brodersen moved that permission be granted, in accordance with the request, seconded by Mr. Latham and carried unanimooly. From the Alameda Improvement Club, relative to future transportation across Park Street Bridge. Mr. Brodersen moved that the communication be re- ferred to a meeting of the Committee of the Whole, seconded by Mr. Henning and carried unanimously. From the Alameda Improvement Club, requesting information as to chang- ing of the Order of Business of the Council. There being no objection, this communieation,was referred to the Order of Business Committee, of the Council. 12.V From the Great American Indemnity Company, New York, stating bond of A. E. J. Duchesnay was still in force and effect. The communication was filed. 13/ From City Attorney, E. J. Silver, stating that charter amendments had been approved by the State LegislatUre. Ordered filed. From the North Side Protective Club, requesting permission to use council chambers for a meeting on February 12th, 1931. Mr. Brodersen moved that the re- quest be granted, seconded by Mr. Latham and carried unanimously. 15.V From the City Manager, relative to purchase of a motorcycle for the Police Department.:Mr. Latham moved that the recommendation contained-therein be adopted, seconded by Mr. Calcutt and on roll call carried unanimously. 16.V From the City Manager, containing report of Ader & Mathebat, Insurance Advisors, of the City, relative to fire insurance. Mr. Henning moved that con- sideration of the report be,laid over until the balance of the report covering automobile public liability and various other forms of insurance and bonds is received; that copies of the report be prepared and mailed to each councilman for their consideration. The motion was seconded by Mr. Brodersen and carried unanimously. 14.s/ 17. 18.1 From the City Manger, relative to gas fumesin motor busses. Ordered filed. From the City Manager relative to the report of Leon H. Ader on the purchase of property covering diagonal street from Bay Farm Island. Bridge to corner of High and Washington Streets. Mr. Latham moved that the City Attorney be instructed to start proceedings t)acquire the entire sixteen pieces of property referred to. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. ORDINANCES FOR INTRODUCTION: The following ordinances were introduced and laid over under a provision of the Charter:- 19:/ "Ordinance No. New Series. Authorizing Sale of Real Property,' to O. C. Haslett." 20,'/ "Ordinance No. New Series. Repealing Ordinance No. 262, N. S. which Regulates Soft Drink Establishments."
