1931-02-03 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMDA, TUESDAY EVENING, FEBRUARY 3RD, 1931. The meeting convened at 8 o'clock with Council-president Schaefer presiding. The roll was called and Councilmen Brodersen, Calcutt, Latham and President Schaefer, (4) were noted present. Absent: Councilman Henning, (1). The minutes of the regular meeting of January 20th, 1931, were approved as read. NEW BUSINESS: Mr. Latham moved that Resolution No. 1570 passed at the meeting of the Council on January 20th, 1931, instructing the City Clerk to publish Notice of Election, and providing for election officers, be rescinded. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. Mr. Brodersen introduced and moved the adoption of "Resolution No. 1573. Instructing City Clerk to Publish Notice of , Election and. Providing for Election officers." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. In the matter of lighting of Webster Street, the City Attorney made a verbal report and after discussion, there being no objection, the matter was referred to a meeting of the Committee of the Whole for further discussion. The City Attorney reported that all papers for the acquiring of the E. K. Taylor and Franklin Park properties would be ready for submission to the Council at its next meeting. Messrs. Traver, Van Horn and Levine addressed the council protesting against the proposed legislation which would create the City of Oakland the only port of entry on the East Bay, in that it would be detrimental to shipping interests using the Encinal Terminals. After discussion, Mr. Calcutt moved that the council protest any order compelling ships-destined for Alameda to enter and clear through the Port of Oakland, in compliance with custom formalities, and that the Mayor and City Manager be empowered to send such telegrams of protest. The motion was seconded by Mr. Latham and. carried unaniMously. RESOLUTIONS: 6./ Mr. Latham introduced and, moved the adoption of 7.V "Resolution No. 1574. Transferring $30,000.00 from the Electric Light Fund to the General Fund." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimou Mr. Brodersen introduced and moved the adoption of "Resolution No. 1575. Transferring $900.00 from the Electric Light Fund to the General Fund. Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Brodersen introduced and moved the adoption of "Resolution No. 1576. Transferring 4737.00 from the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed .unanimously. FILING: 9. 10. 11. The Clerk stated that since the last meeting of the Council the following papers had been filed:- Notice Inviting Sealed Proposals re Third Street. Annual Report of Pacific Telephone & Telegraph Company. Annual Report of Alameda Airport, Inc. COMMUNICATIONS: The following communications were received:- 12. From Hon. Albert E. Carter re resurvey of San Leandro Bay. Ordered filed. 13:1 From the City nanager, relative to Fernside Boulevard pavement at Encinal Avenue, stating that the property owned by the Estate of E. K. Taylor could be purchased for 1500.00. Mr. Calcutt moved that this property be purchased as per the offer submitted. The motion was seconded by Mr. Latham and on roll call carried unanimously. 14.41 From the City Manager relative to proposed hearing on approval of plans for San Francisco Bay Bridge. Mr. Latham moved that the City Manager be instructed to attend this meeting and present arguments providing for the eastern terminus of the bridge in Alameda. The motion was seconded by Mr. Brodersen and carried unanimously. 1 Councilman Calcutt made a verbal report relative to the lack of Alameda's representation on the Executive Committee of the San Francisco Bay Bridge. Mr. Brodersen moved that the council strongly protest this lack of representation and that a request be made that Alameda be re-,Dresented on this Executive Committee in proportion to its population with ather cities. Mr. Latham seconded the motion and same carried unanimously. 16.v From the City Manager, relative to installation of six-inch water mains on Third Street, from Pacific Avenue to Maple Street. Er. Latham moved that the recommendation be adopted, seconded by Mr. Brodersen and on roll call carried unanimously. 184' 1 20.V7 21.y 22. 25. 26.V 28. 29.V 30.1i From the United States Engineers office calling attention to a public hearing relative to Brooklyn Basin. There being no objection the notice was referred to the City Manager. From the Alameda Improvement Club, together with coy of a Resolution Protesting :preent plans of the proposed Transbay Bridge. There ,being noaobjection,f the communication and Resolution was referred to the City Manager. From the City Planning Commission, recommending that aotemperary and revocable permit be issued for the use of the property on the east line of Webster Street, 61.5 feet south of Pacific Avenue,as a Used Car Sales Lot. Mr. Latham moved that the recommendation of the Planning Commission be adopted, seconded by Mr. Brodersen and carried unanimously. From the City Planning Commission, recommending the reclassification of property on the south line of Santa Clara Avenue, distant sixty feet westerly from the west line of Lafayette Street to a Residence District, Class II. Mr. Brodersen moved that the recommendation of the Planning Commission be adopted, seconded by Mr. Latham and carried unanimously. From the City Planning Commission, recommending the reclassification of the property situated on the north line of Lincoln Avenuem 188 feet, 7 3/4 inches west of Ninth Street, and running through to Pacific Avenue to a Residence District, Class 1. Mr. Latham moved that the recommendation of the Planning Commission be adopted, seconded by Mr. Brodersen and carried unanimously. From W. B. Jones, requesting a temporary permit to peddle firewood from door to door. Mr. Latham moved that a six months temporary permit be granted in accordance with the request, seconded by Mr. Brodersen and carried unanimaisly. From L. L. Page, relative to improving Third Street, from Pacific Avenue to Maple Street. The communication was ordered filed. From Arthur G. Collier, requesting information as to the resurfacing of the south tennis court in Lincoln Park. The City Clerk was instructed to notify Mr. Collier that the matter was still before the Committee of the Whole for consideration. A petition was presented signed by property owners in the vicinity of High Street and. Lincoln Avenue, requesting the removal of certain trees. This communication was referred to the City Manager for action. An application for a permit to sell soft drinks was received from Charlie Stephen. Mr.,Latham moved that in view of the proposed ordinance re- pealing Ordinance No. 262, N. S., Mr. Stephen be granted a temporary permit without cost. The motion was seconded by Mr. Brodersen and carried unanimously. The following Ordinances came up for passage and were read by the Clerk: "Ordinance No. New Series. Repealing Ordinance No. 262, N. S. which Regulates Soft Drink Establishments. " Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Brodersen and on roll call it was adopted and pas ed unanimously. "Ordinance No. New Series. Authorizing Sale of Real Property to O. C. Haslett." Mr. Calcutt moved that the ordinance as read be adopted, seconded by Mr.'Brodersen and on roll call it was'adopted and passed unanimously. The following Ordinances were introduced and laid over under a provision of the Charter:- "Ordinance No. - New Series. Reclassifying Property. (1830 Santa Clara Ave.) "Ordinance No. New Series. Reclassifylng Property. (North line of incoln Avenue, 188 ft. 7 3/4 in. west of Ni th Street and running through to Pacific Avenue)."
