1931-03-03 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALIEEDA, TUESDAY EVENING, MARCH 3RD, 1931. The meeting convened at 8 o'clock with Council-president Schaefer presiding. The roll was called and Councilmen Brodersen, Calcutt, Henning, Latham and. President Schaefer, (5) were noted resent. Absent: None. The minutes of the regular meetLng of February 17th, 1931 were approved as read. The minut - of the special meeting of February 24th, 1931 were approved as read. NEW BUSINESS: .‘e The City Engineer submitted to the council a new map relative to Government Island to take the place of the one submitted and adopted. by Resolution No. 1581 at the meeting of the City Council held February 24th , 1931. Mr. Latham ..moved that this amended map as submitted be adonted and be made a part of Resolution No. 1581. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. 2. Ir. Henning adcIresseI the council relative to previous action of the council in the exactinF, of a fire proof building for service station purposes to be erected by Mr. Wriht on the southwest corne r of Encinal Avenue and Oak Street. After discussion, Mr. Henning moved that the Building Inspector be instructed to issue a building permit in accordance with the Building Code. The motion was seconded. by .Mr. Calcutt and carried unanimously. Mr. Calcutt addressed the council relative to the lack of electroliers and • sidewalks in the vicinity of Calhoun and Mound Streets. City Engineer Hamilton submitted a list of sidewalks that should be installed in thetvicinity, whereupon Mr. Calcutt moved that the City Engineer be instructed to have sidewalks installed in accordance with the list submitted by the City Engineer, before electreliers are erected. The motion was seconded by Mr. Henning and carried unanimously. Mr. Calcutt brought to the attention of the council the banner across Park Street relative toeevangelistic meetings, which has been in place for some time and stated that it was the desire of the Park Street Merchants to have a banner erected in this same location. After discussion, Mr. Calcutt moved that the church people be requested to have this banner removed and that the Park Street. Merchants be granted permission to erect one in its place. The motion was seconded by Mr. Latham and carried unanimously. Mr. Calcutt stated that complaints had been ,.received from residents living on the north side of Central Avenue, from High Street to Fernside Boulevard, about baseballs coming over into their property as a result of ball games held on the Lincoln Park field. There being no objection this matter was referred to the City Manager. 6e,/ RESOLUTIONS: Mr. Latham introduced and moved the adoption of "Resolution No. 1582. To Purchase Parcel of Land for the Opening and Extension of the Southern End of Fernside Boulevard." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 7./ Mr. Brodersen introduced and moved the adoption of "Resolution No. 1583. Transferring $5,345.85 from the Electric Light Fund to the General Fund." Mr. Henning seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The Clerk stated that since the last meeting the following papers had been filed:- Various petitions of candidates for councilman. Affidavit of publication, Notice to Electors. Affidavit of publication, Notice of Election Pro Original Copy of Election Proclamation. Notice of Award of Contract, Third. Street. at ion. CGMMUNICATIONS: The following communications were received:- 13.`4 From D. V. Nicholson, Sectetary of the Executive Committee of the San Francisco-Oakland. Bay Bridge Advisory Committee, relative to the appointment of direct ,representation of the City of Alameda on the Committee. Mr. Brodersen moved that .. a member of the council be appointed by the council. The motion was seconded by Mr. Henning and same carried unanimously. Mr. Calcutt then moved that Mr. Brodersen be appointed as the Council's representative on the Executive Committee of the San Francisco-Oakland Bay Bridge Advisory Committee. The motion was seconded by Mr. Henning and carried unanimously. 14. Fro til the League of California Municipalities pertaining to the liability of cities, counties and public officials. Mr. Latha, moved that the council endorse Senate Bills No. 52 and 53 and that our assemblyman and senator be notified accord- ingly. The motion was seconded by Mr. Henning and same carried unanimously. 15V Assemblyman Roy Bishop referring to Senate Bill No. 386. Ordered filed. From Senator A. H. Breed, concerning Senate Bill No. 386. Ordered filed. From the City Manager, Mayor and Auditor re count of money. Ordered filed. From the City Manager relative to the appointment of a Police and Fire . Board of Appeals. Mr. Latham moved that the communication be referred to a meeting of. the Committee of the Whole, for discussion before appointment of the two ree- holders referred to. The motion was seconded by Mr. Henning and carried unanimously. 19/ From the City Manager and City Attorney relative to the erection of a fence along the curb line of 2301 Blanding Avenue. Mr. Henning moved that the recomendation contained therein be adopted, providing the cost of the erection of this fence be borne by the petitioners, seconded by Mr. Brodersen and on roll call carried by the following vote;- Ayes: Councilmen Brodersen, Cs1 cutt, Henning and. President Schaefer, (4). Noes' Councilman Latham, (1). Absent:' None. 2O." From the Alameda Gladiolus Society requesting an appropriation of 4:1250.00 to defray advertising expenses in the coming gladiolus show to be held at Hotel Alameda from June 26th to 28th inclusive. Mr. Henning moved that this request be referred to the Publicity and. Convention Committee. The motion was seconded by Mr. Latham and carried unanimously. 21 From Health Officer, A. Hieronymus, relative to nuisance existing at 403 Central Avenue. Ordered filed. 22.V From Sidney Dowling requesting permission to erect a sign on the marsh land at the foot of Versailles Avenue. Mr. Calcutt moved that permission be granted under a revocable permit. The motion was seconded by Mr. Brodersen and on roll. call carried by the following vote:-, Ayes: Councilmen Brodersen, Calcutt, Henning and...President Schaefer, (4). Noes: Councilman Latham, (1). Absent: None. 23.V From the Alameda Improvement Club requesting the council to call a public Meeting in the council chambers after March 15th for the purpose of having an open discussion on the proposed trensbay bridge. Mr. Latham moved that the Mayor be instructed to call such a meeting for Friday evening, March 20th, 1931. The motion was seconded by Er. Brodersen and carried unanimously. From Hon.oPatrick J. Hurley, Secretary of War, accepting on behalf of the United States of America the deed to the Army Air Base site. Ordered filed. 25./ A petition was presented by various dry cleaners and dyers located in the City of Alameda petitioning the council to inaugurate a business license in this city for the conducting of such businesses. Mr. Latham moved that the matter be referred to the City Attorney, seconded by Mr. Brodersen and carried unanimously. . V From the Board of Public Utilities in answer to 'questionnaire filed by A. Feldhammer, relative to the sale of the Municipal Electric Light Plant equipment.
