1931-06-16 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, JUNE 16TH, 1931. The meeting convened fut8 o'clock with Council-president Henning presiding. The roll was called and Councilmen Brodersen, Schaefer and President Henning, (3) were noted present. Absent: Councilmen Leydecker and Murray, (2). The minutes of the regular meeting of June 2nd, 1931 were approved as read. ORAL COMMUNICATIONS: 1. Mr. W. M. Polter requeted permission to erect a large gospel the firehouse on Webb Avenue to seat 182 people, for the purpose of gospel meetings, and to remain erected for a period of one to three meetings to be conducted by the Church of God. Mr. Brodersen moved be referred to the City' Manager for recommendation. The motion was Mr. Schaefer and carried unanimously. Mr. Brodersen moved that the request be granted, seconded by Mr. Schaefer and carried unanimously. Mr. Brodersen moved that Hazel D. Tearie be appointed City Clerk pro tem during the absence of City Clerk Varcoe. The motion was seconded by Mr. Schaefer and carried unanimously. From R. C. Walton, re loud shouting or paper sellers on street corners. Mr. Schaefer moved that the communication be referred to the City Manager to report back, seconded by Mr. Brodersen and carried unanimously. 7. From the City Manager recommending payment of claim of C. R. Smith, account ()floss of personal property in the recent city hall fire. Mr.. Brodersen moved that the recommendation for payment be adopted, providing the claim is a legal one and is approved by the City Attorney. The motion was seconded by Mr. Schaefer and carried unanimously. 8. From the East Alameda Improvement Club, containing resolution recommending the appointment of a Board of Harbor Commissioners. Mr. Schaefer moved that the matter be referred to the Committee of the Whole, seconded by Mr. Brodersen and carried unanimously. From the Building Inspector, requesting appointment of the members of Board of Examiners and Appeals, as required in the Uniform-Building Code. Mr. Broder sen moved that the matter be referred to the Committee of the Whole for discussion, seconded by Mr. Schaefer and carried unanimously. 10. From the City of Hayward, re appointment of Transportatlon Committee. Ordered filed. 1 1.V From G.-L. and Fannie Johnson requesting temporary permit to manufacture and sell doughnuts at 3245 Encinal Avenue. Mr. Schaefer moved that the council of its own initiative proceed with the reclassification under the present zoning ordiname. The motion was seconded by Mr. Brodersen and carried unanimously. 12.v/ From M. R. Blankenship, requesting forty minute parking limit from 10 A. M. to 7 P. M. on the south side of Central Avenue, from Webster Street to Page Street. Mr. Schaefer moved that the matter be referred to the City Manager to investigate and report back. The motion was seconded by Mr. Brodersen and carried unanimously. 13.V7 From Tom Howen, requesting reconsideration of the council relative to additional fencing in Lincoln Park. Mr. Schaefer moved that the matter be referred to the Committee of the Whole for budget consideration. The motion was seconded by Mr. Brodersen and carried unanimously. 14.V From the City Planning Commission, recommending the holding of public hearings on the matter of the adoption of the new proposed zoning ordinance. Mr. Broder- sen moved the tecommendations be adopted, seconded by Mr. Schaefer and carried unanimously. 15 Applications were received from W. J. Justin and A. C. Hoepner, for the position of Insurance Advisor, and a letter received from Selbach & Deans, reconnuend- ing the consideration of Mr. John H. Ward. There'being no objection these communi- cations were referred to a meeting of the Committee of the Whole. 16.V An application was received from the Alameda Belt Line to lay a spur track across the Industrial Highway. Mr. Brodersen moved that the matter be referred to a meeting of the Committee of the Whole, seconded by Mr. Schaefer and carried unanimoutly. 17J- From Dr. F. W. Vowinckel, agreeing to pay 1/2 the cost of installation of the sidewalk fronting his property on Pacific Avenue. The communication was ordered filed. 18.✓ From Harry C. Knight, representing Park to Willow Tidelands Association. Referred to Committee Reports, 19.V From the San Francisco Bay Airdromes, in appreciation of removal of high tension and electrical wires on Webster Street. Ordered filed. 20.7 From the City Manager, together with report of Mr. Raeburn P. Powell, Consulting Salvage Engineer, relative to present methods employed in disposing of scrap materials and obsolete equipment, recommending that Mr. Powell be employed at a sum not to exceed $100.00 for the purpose of disposing of all scrap materials now on hand. Mr. Brodersen moved that the recommendation of, the City Manager be adopted. The motion was seconded by Mr. Henning and on roll call lost by the following vote:- Ayes: None.. Noes: Councilmen Brod arse Schaefer and President Henning, (3). Mr. Brodersen then moved that Mr. Powell be employed at a salary to be agreed upon by the City Manager,and acc.ept able to the Council, and that Mr. Powell be instructed to institute a system for the care and sale of scrap materials and obsolete equipment, the City Manager to report back to the council at its next meeting. Mr. Brodersen seconded the motion and on roll call it was passed by the following vote:- Ayes: Councilman Brodersen and President Henning, (2). Noes: Councilman Schaefer, (1). ,Absent: Councilmen. Leydecker and Murray, (2). 21.V From the City Manager relative to the application of Mrs. A. M. Schmidt and R. N. Strehlow for the closing of Sixth Street, south of Central Avenue. After discussion, Mr. Brodersen moved that the application for the closing be denied. The motion was seconded by Mr. Schaefer nd carried unanimously. 22.x From City Attorney Silver with communication from Leon H. Ader, re options on diagonal street in the East End. The matter was referred to the Committee of the Whole for budget consideration. 23,✓ 24. ✓ 25.x` From City Government Island. From City vacation. Ordered Attornery Silver relative to settlement of Session's claim, Irdered filed. Manager Pierson, re application of E. J. Probst for annual filed. From City Manager, together with estimate for resurfacing tennis courts at Washington Park. Mr. Brodersen moved that the matter be referred tb the Com- mittee of the Whole for budget consideration. The motion was seconded by Mr. Schaefer and carried unanimously. 26. From the City Manager relative to acquiring property at the south end of Fernside Boulevard for its future extension at Encinal Avenue. Kr. Brodersen moved that the matter be referred to the Committee of the Whole for budget eon - sideration. The motion was seconded by Mr. Schaefer and carried unanimously. 27. From the Fernside Home Owners Association, protesting the granting of any franchises to run freight cars over Fernside Boulevard. Mr. Brodersen moved . that the communication be filed with the original application of the Southern Pacific Company for future consideration, seconded by Mr. Schaefer and carried unanimously. 28. V From Chas. J. Wagner, requesting that the council consider the installation of a park and athletic field on the proposed glass works site. The communication was ordered filed. REPORTS OF COMMITTEES: 29.Vr Councilman Murray rendered a partial report on behalf of the Insurance Com- mittee of the Council. Mr. Brodersen moved that the report be referred to a meeting of the Committee of the Whole, seconded by Mr. Schaefer and carried unanimously. 30.1 the Committee of the Whole reporting as to the results of the meeting between the Citizens, Committee and the Committee of the Wholes-relative to the purchase of the proposed E. K. Taylor and Franklin Park properties. Mr. Brodersen moved that the recommendation of the Committee be adopted and that the City Attorney, City'Manager and City Engineer be instructed to prepare the necessary papers for the purchase by the city of the property forthe E. K. Taylor Park,the three pieces of property for Franklin Park and the .Park to Willow tidelands property, under the Acquisition and Improvement Act of 1925. The motion was second- ed by Mr. Schaefer and on roll call carried unanimously. The communication pre -. viously read from Harry C. Knight was then filed. 31.V A preliminary report Of the Transportation Committee was read and filed. UNFINISHED BUSINESS: } 32.E The Clerk stated in response to advertised notice to bidders, he was in receipt of two bids for the furnishing of road oil covering street department requirements for the year. Mr. Schaefer moved that the bids be opened and read, seconded by Mr. Brodersen and carried. Thereupon the Clerk opened and read the bids as follows : - From Heafey -Moore Co., accompanied by a certified check of $1300.00. 2000 barrels, more or less, "Calol -L -2" Road Oil, or equal delivered and spread $3.25 per bbl . Tibtal -$6, 500.00 2000 barrels, more or less, "Bitumuls 95" or equal, delivered and spread $3.25 per bbl. Total $6,500.00 From Associated Oil Company, accompanied by a certified check of $500.00. 2000 barrels, more or less "Calol -1 -2" Road oil, or equal delivered and spread $11.00 per ton. On the recommendation of the City Engineer, Mr. Brodersen moved that the bid of Heafey -Moore Company be accepted and that the Mayor be instructed to enter into a contract in accordance therewith, and that the ckecks be returned to the unsuccessful bidders,.The motion was seconded by Mr. Schaefer and on zv 11 call carried unanimously. 33.✓ The Clerk stated that in response to advertised notice to bidders, he was in receipt of six bids for the furnishing of rock and screenings covering requirements of the Street Department for the year. Mr. Brodersen moved that the bids be opened and read, seconded by Mr. Schaefer and carried unanimously. Inc. covering crushed rock and screenings be `accepted, and that the bid of the PacificCoast Aggregates, Inc. covering bird's `eye screenings be accepted, and that the Mayor be authorized to enter into contracts in accordance with the bids, and the checks be returned to all unsuccess- ful bidders. The motion° %vas seconded by Mr. Schaefer and on roll call carried unanimously. 1.44 1.64 1.44 1.64 The matter of the application of the Southern Pacific Company to lay spur tracks to the proposed glass works was laid over by consent of the Council to the 'next meeting. The matter of the options covering the diagonal street in the East End previously referred to the Committee of the Whole, was ordered, upon motion of Mr. Brodersen, seconded by Mr. Heaning, taken out of the Committee of the Whole and referred to the City Manager and. Council for budget consideration. RESOLUTIONS: 36. Mr. Schaefer introduced and moved the adoption of "Resolution No. 1605. Transferring $5618.00 from the Acquisition and Improvement Fund to Gemral Fund." Mr. Brodersen seconded the motion to adopt the Resolution and on roll adopted and passed unanimously. 37.V/ Mr. Schaefer introduced and moved the adoption of 38.V 39.\ "Resolution No. 1606. Authorizing Installation of Parking Signs on the East Side of High Street, from Central Avenue to Liberty Avenue." Mr. Brodersen seconded the motion to adopt the Resolution and on adopted and passed unanimously. Mr. Brodersen introduced and moved the adoption of roll call i 7,V as call it was "Resolution No. 1607. Closing Ferndale Court as said. Court is Delineated and so Designated upon that Certain Map entitled "Grand Oak Tract, Alameda," all in the City of Alameda, County of Alameda, State of California." Mr. Schaefer seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Brodersen introduced and moved the adoption of "Resolution No. 1608. Authorizing Mayor to Execute an Agreement with City of Berkeley for Establishment of Police Radio Communication System." Mr. Schaefer seconded the motion to adopt the Resplution and on roll call it was adopted and passed unanimously. 40.1 Mr. Schaefer introduced and moved the adoption of "Resolution No. 1609. Granting Permission to War Veteran Employees to Attend Pilgrimage to Europe and Allowing Those Attending Full Pay from August 14th to September 25, 1931." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanitously.
