1931-07-21 Regulsr CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, .TUESDAY EVENING, JULY 21ST, 1931. The meeting convened at a o'clock with Council- president Henning presiding. The roll was called and Councilmen Brodersen, Leydecker, Schaefer and President Henning, (4). Absent: Councilman Murray, (1). The minutes of the regular meeting of July 7th, 1931 were approved as read. WRITTEN COMMUNICATIONS: 1. The following.communications were received: Applications for appointment of Insurance Advisor were received and read from Tom Howen and H. M. Wooley. There being no objection the consideration of the applications was referred to unfinished business. From Mullin- Action Company, recommending W. J. Justin for position of Insurance Advisor. There being no objection this communication was referred to unfinished business for consideration. 3.J From the Board of Education advising vacating its offices in the City Hall. Ordered filed. 4.+v' From the City Attorney, City Manager and City Engineer reporting as to petition of Bay Farm Island Residents requesting the council to improve certain roads thereon. There being no objection the Clerk was instructed to file the communication and notify the signers of the petition in accordance with the opinion rendered. From United States Department of Government Island, requesting an easement Inasmuch as the necessary papers granting the communication was ordered filed. g.✓ From the Alameda Chamber of Commerce in appreciation poles and wires along Webster Street. Ordered filed. Agriculture, Bureau of Public Roads, for roadway and double track railroad line. this easement have already been executed ./ or the removal a From George D. Lunt, relative to sand, newspaper and bonfire, nuisance on the property of Mr. A. E. J. Duchesnay, at the south end of Park Avenue. Mr. Brodersen moved that the communication be referred to the City Manager with instructions to have the condition corrected. The motion was seconded by Mr.Leydecker and same 'carried unanimously. .�' From C. H. Moody, in appreciation of his reappointment as a member of the Alameda Golf Commission. Ordered filed. 9.v/ From the East Alameda Improvement Club, relative to the appointment of the Club Transportation Committee and of Mr. L. C. Finch as Chairman. Mr. Brodersen moved that the Club be advised of the appointment of the Council's Transportation Committee and that this committee has been advised of the appointment of Mr. Finch as Chairman of a like committee to represent the East Alameda Impravement /Club. The motion was seconded by Mr. Leydecker and carried unanimously. 10.1 From the East Alameda Improvement Club, re purchase of apiece of property at the east end of Encinal Avenue. Inasmuch as a similar communication is before the Council for budget consideration the communication was ordered filed. 11.1 From A. W. Rapp, requesting a position in the Municipal Electric Light Plant. Mr. Brodersen moved that the communication be referred to the Board of Public Utilities,, seconded by Mr. Leydecker and carried. 12.+ From the Oakland Bank, requesting permit to construct and maintain certain spur tracks. Mr. Brodersen moved that the motion granting the Southern Pacific Company a permit to construct, maintain and operate railroad tracks in the vicinity of Fernsi de Boulevard, Versailles Avenue and Pearl Street, Dressed by the council at its meeting of July 7th, 1931 be rescinded. The motinn was seconded by Mr. Leydecker and carried unanimously. The application of the Oakland Bank was then referred to the order of business under Resolutions. 13.E From the Alameda Improvement Club, requesting the installation of electric lights in the neighborhood of Third Street, between Pacific and Central. Avenues. Mr. Brodersen moved -that the communication be referred to the Board of Public Utili- ties.for investigation. The motion was seconded by Mr. Leydecker and'carried unani- mously. 14./ From Barrett Camp #29, United Spanish War Veterans, inviting the Ccu:ncil to attend their annual corn feed. Mr. Brodersen moved that the invitation be .accepted, seconded by Mr. Leydecker and carried unanimously. 15. From Assessor, F. J. Croll, submitting the assessment figures for the year 1931. Mr. Leydecker moved that the communication be referred to the City Manager for btldget use. The motion was seconded by Mr. Schaefer and carried unanimously. 16. 17.4 From O. A. Wilson, re loss of position with the Municipal Electric Light Plant. Ordered filed. From B. Ray Fritz, Manager, Department of Electricity, relative to dis- charge of Mr. Wilson. Ordered filed. From the Mayor, Auditor and City Manager, re count of money. Ordered filed. From the City Manager advising the willingness of the Southern Pacific Company to deed land to the City of Alameda for street purposes at the east end of Encinal Avenue. Mr. Brodersen moved that the communication be referred to the City. Attorney for recommendation. The motion was seconded by Mr. Leydecker and carried unanimously. Reports of Committees: 20.1 Mr. Brodersen moved that the action of the City Manager in assigning Room 8 to the City Historian be approved. The motion was seconded by Mr. Leydecker and carried unanimously. Unfinished business: 21.` 22.,/ 24r 5.' The Clerk stated that in response to advertised notice to bidders for sale of real property, no bids had been received relative to the sale of 1 /14th interest owned by the city in the proposed lands to be purchased for the E. K. Taylor Park. A communication was received from the City Manager containing report on request of M. R. Blankenship for 40 minute parking limit on Central Avenue, between Webster and Page Streets. Mr. Brodersen moved that the recommendation of the City Manager as contained therein be adopted and that 40 minute parking signs be erected in the space fronting the property operated by Mr. Blankenship. The motion was seconded by Mr. Leydecker and carried unanimously. A communication was received from City Manager Pierson, reporting as to the request of the Veterans' Welfare Board re cancellation of certain taxes. Mr. Brodersen moved that the matter be referred to the City Attorney for legal opinion. The motion was seconded by Mr. Leydecker and carried unanimously. Mr. Brodersen moved that the partial report of the Insurance Committee, now in the Committee of the Whole be taken out of the Committee of the Whole and filed, and that Mr. H. M. Bradley be appointed as Insurance Advisor and broker of the City of Alameda with compensation therefor of 40% of the premiums involved and that the balance of 60% be distributed to bonafide agents maintaining offices in the City of Alameda, the list of such agents to be submitted to the council for approval before distribution is made. The motion was seconded by Mr. Leydecker and carried unanimai s ly. Various applications for the position of Insurance Advisor presented at this meeting and at "previous meetings and referred to the Committee of the Whole, were taken out of the Committee of the Whole and upon motion of Mr. Schaefer, seconded by Mr. Brodersen ordered filed. A communication was received from Building Inspector Rogers, requesting, the appointment of a Board of Examiners and Appeals, as required by the Uniform Building Code, previously referred to the Committee of the Whole was taken out of the. Committee of the Whole and thereupon Mr. Leydecker moved that the request be denied, seconded by Mr. Brodersen and carried unanimously. 27.V Various communications were received re allocation of space to the City Historian, previously referred to the Committee of the Whole, were taken out of the Committee of the Whole and ordered filed. 28/ 29.E A communication from the East Alameda Improvement Club, re appointment of Board of Harbor Commissioners, previously referred to the Committee of the Whole, was taken out of the Committee of the Whole. Mr. Schaefer moved that the communi- cation be filed and that the City Clerk be instructed to notify the East Alameda Improvement Club that the duties of such a proposed Commission are now vested in the City Planning Commission, under Ordinance No. 226, New Series. The motion was seconded by Mr. Brodersen and carried unanimously. A communication was received from the City Manager requesting additional time, relative to the adoption of an ordinance regulating retail meat markets. Mr. Brodersen moved that the request be granted, seconded by Mr. Schaefer and carried unanimously. 30.V A :communication was received from the City Manager, requesting further time re proposed purchase of property for Franklin Park and Park to Willow Tidelands. Mr. Brodersen moved that the request be granted, seconded by Mr. Schaefer and carried unanimously. New Business: 31.✓ Mr. Leydecker moved that the Transportation Committee be allowed the sum of $100.00 to cover necessary expenses in connection with their work; this amount to be spent under the jurisdiction of the City Manager. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. 32. Mr. Brodersen moved that the Superintendent of Recreation, Mr. A. C. Benton, be allowed $35.00 monthly covering the use and all expense in connection with the operation of his automobile for city business. The motion was seconded by Mr. Leydecker and on roll call carried by the following vote:- Ayes: Councilmen Brodersen, Leydecker and President Henning, (3) . Noes: Councilman Schaefer, (1) . Absent: Councilman Murray, (1). President Henning stated that he had been advised there was a deficit in the funds for the Harbor Day celebration recently held in the city in an approximate amount of $50.00. Mr. Ryder, President of the Chamber of Commerce was present and stated he knew there was a deficit, but was unable to state the amount. After further discussion, Mr. Brodersen moved that the matter be referred to the City Attorney and. City Manager. The motion was seconded by Mr. Leydecker and carried unanimaisly. Resolutions: 34.7 Mr. Schaefer introduced and moved the adoption of "Resolution. No. 1615. Transferring All Surplus Moneys to the General Fund." Mr. Leydecker seconded the motion to adopt the Resolution and on roll adopted and passed unanimously. 35.17- Mr. Schaefer introduced and moved the adoption of 36.N1 37.v7 "Resolution No. 1616. Transferring $7500.00 to the Library Fund and $1500.00 to the Initiative Relief Fund from the General Fund." Mr. Brodersen seconded the motion to adopt the Resolution and on roll adopted and passed unanimously. Mr. Brodersen introduced and moved the adoption of call it was call it was "Resolution No. 1617. Transferring $1590.00 from the General Fund to the Acquisition and Improvement Fund." Mr. Leydecker seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Brodersen introduced and moved the adoption of "Resolution No. 1618. Awarding Contract for Re-surfacing the Tennis Court at Lincoln Park, Alameda." Mr. Schaefer seconded the motion to adopt the Resolution and adopted and passed unanimously. 38.V Mr. Brodersen introducedi and moved the adoption of 39.7 40.V 41. 42./ "Resolution No. 1619. Resolution of Acceptance and Consent to (Bay Island Avenue Extension) Mr. Leydecker seconded ,the motion to adopt the Resolution and adopted and passed unanimoasly. Mr. Leydecker introduced and moved the adoption of South on roll call it was Recordation. on roll call it was "Resolution No. 1620. Resolution of Acceptance and Consent to Recordation. (Bay Island Avenue Extension)." Mr. Schaefer seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Schaefer introduced and moved the adoption of "Resolution No. 1621. Permitting a Spur Track Across Industrial Highway." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Brodersen introduced and moved, the adoption of "Resolution No. 1622. Granting a Permit to the Oakland. Bank, a Corporation, Its Successors and Assigns, to Construct, Reconstruct, Maintain and Operate Railroad Tracks upon, along and/or across Fernside Boulevard, Versailles Avenue, and Pearl Street in the City of Alameda, County ar Alameda, State of California, and to Operate with Steam or Electric Motive Power along the 'Routes Hereinafter Described." Mr. Schaefer seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Brodersen introduced and moved the adoption of "Resolution No. 1625. Fixing Salary of the Superintendent of Recreation." Mr. Leydecker seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote, to wit:-, Ayes: Councilmen Brodersen, Leydecker and President Henning, (3). Noes: Councilman Schaefer,(1) Absent: Councilman Murray; (1). 43.V" 44./ Mr. Brodersen introduced and moved the adoption of "Resolution No. 1624. Transferring $7,651.35 from the Electric Light Fund to the General Fund." Mr. Leydecker seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Schaefer introduced and moved the adoption of "Resolution No. 1625. Transferring $5,000.00 from the Electric Light Fund to the General Fund." Mr. Leydecker seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 45./ Mr. Schaefer introduced and moved t1 adoption of "Resolution No. 1626. Transferring $5,000.00 from the Electric Light Fund to the Municipal Bus Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Ordinance for passage: 46/ The following Ordinance came up for passage and was read by the Clerk:- "Ordinance No. 477. Reclassifying Property. (Southeast corner of San Jose Avenue and Chestnut. street." Mr. Brodersen moved that the ordinance as read be adopted, seconded by Mr. Leydecker and on roll call it was adopted and passed unanimously.
