1931-09-01 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, SEPTEMBER 1st, 1931. The meeting convened at 8 o'clock with Council-president Henning presiding. The roll was called and Councilmen Brodersen, Leydecker, Murray, Schaefer and President Henning, (5) were noted present. Absent: None. The minutes of the regular meeting of August 18th, 1931 were approved as read. WRITTEN COMAUNICAT The following communications were received:- 1./ The Clerk stated the official calL for the 32nd Annual Convention )f the League of California Municipalities, together with various invitations from city officials of Monterey had been received. There being no objection the communications were ordered filed. From C. J. Rambo Company, relative to annual audit. Ordered. filed. 3./ From the Pacific Coast Building Officials Conference, relative to sending the Building Inspector to ConVention at Berkeley. Mr. Schaefer moved that the Building Inspector be permitted to attend this Convention at his own expense, second- ed by .;Ir. Brodersen and carried unanimously. From the Alameda improvement CLub, relative to appropriating $3000.00 in the Advertising Fund for advertising purposes. Mr. Brodersen moved that the com- munication be referred to the Committee of the Whole. seconded by Mr. Leydecker and carried unanimously. From A. J. Mervy, relative to disposition of gasoline tax money. Mr. Murray moved that the communication be referred to the Committee of the Whole for consideration, seconded by Mr. Schaefer and carried unanimously. 6.7 From the City Manager recomnending the adoption of an ordinance pertaining to rat barriers. Mr. Brodersen moved that the recommendation of the City Manager be adopted, seconded by Mr. Murray and carried unanimously. 7./ From the City Planning Commission requesting cooperation of the city council in all matters under their jurisdiction, as covered by Ordinance No. 226, N. S. Mr. Schaefer moved that all matters in the future covered under Section 3 of Ordinance No. 226, N. S. be referred to the Planning Commission for investi- gati and report to the council. The motion was seconded by Mr. Leydecker and carried unanimously. From tie Oakland City Council containing Resolution pertaining to the levying of an uniform gas tax. After discussion, Mr. Brodersen moved that the President appoLnt a committee of three to confer with other east by cities relative to the matter. The motion was seconded by Mr. Leydecker and carried unanimously. Thereupon President Henning appointed the following to serve as such Committee:- Councilmen Murray, Leydecker and Brodersen. 9/ From the City Planning L'ommission recorrm,ending that a revocable permit to issued to Mrs. Tillie M. Schleicher, permitting the use of her property at 2130 San Jose Avenue for private school and kindergarten purposes. Mr. Schaefer moved that the recommendation of the City Planning L'ommission be adopted, seconded by Mr. Brodersen and carried unanimously. 10./ From the Alameda Fleet Day Committee, stating there was a deficit to the extent of $87.75, in the recent Alameda Fleet Day celebration, and requesting an additional appropriation to cover this amount. Mr. Schaefer moved that the matter be referred to the City Attorney and City Manager for report, as to the legality of the request and claim. The motion was seconded by Mr. Brodersen and carried unanimously. 11:/ From the East Bay Industrial Association, containing scale of wages of workmen and mechanics on public work. Mr. Brodersen moved that the matter be referred to the City Manager to report back his recom,endations, and also to . ascertain whether the scale of wages as shown in the communication was approved by the Central Trades Council. The motion was seconded by Mr. Leydecker and carried unanimously. A petition filed by Mrs. i'lorence M. Hill, protesting the erecting of a fence and the cutting of trees in Lincoln Park was read. Mr. Schaefer moved that the entire matter be referred to the City Planning Commission to report back to the Council its recommendations. The motion was seconded by Mr. Brodersen and carried unanimously. 13/ From the Southern Pacific Company requesting permission to conStruct, main- tain and operate a railroad spur track to the proposed Army Air Base site. Mr. Leydecker moved that the application be referred to the City Engineer and City Attorney to report back to the council their recommendations. The motion was seconded by Mr. Brodersen and carried unanimously. 14. From Ernest J. Probst, requesting annual vacation or the allowance of $125.00 to cover same. Mr. Schaefer moved that the matter of allowing $125.00 for vacation money be referred to the City 1.-ttorney to report back to the council as to its legality. The motion was seconded by Mr. Leydecker ari...d carried unanimously. 15.i From C. C. Howard, relative to proposed tax rate. Mr. Brodersen moved that the communication be referred to the Board of Equalization,, seconded by Mr. Leydecker and carried unanimously. ORDINANCE FOR INTRODUCTION The following Ordinance of the Charter:- 16. FILING: was introduced and laid over under a provision "An Ordinance Requiring All Docks and Wharves in the City of Alameda to be protected so as to Prevent Rats- from Gaining Entrance to Such Docks or Wharves, and all ii-opes or Cables Leading from Boats to the Dock or Shore to have Suitable Rat Barriers." The Clerk stated that since the last meeting of the Council the following paper had been filed:- 171 Oath of office of Clarence A. Olson as special police officer, Government Island only. Claims against the General Departments amounting to $575.45; Police Department, $123.36; Fire Department, $16.45; Street Department, $4144.13; Health Department, 27.61; Recreation Department, $394.40; Golf Course Department, $1701.02; Store Department, $111.69; Social Service Department, $107.92; Initiative Relief Fund, t221.20; East Bay Municipal Utility L'istrict Payment Fund, $40.00 and Compensation Insurance Fund, $567.25 having been approved and audited by the proper officials were listed by the Clerk as follows:- Adams, C.C.
