1931-09-15 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
TUESDAY EVENING, SEPTEMBER 15th, 1931.
The meeting convened at 8 o'clock with Council president Henning presiding.
The roll was called and Councilmen Brodersen, Leydecker, Murray, Schaefer
and President Henning, (5) were noted present. Absent: None.
The minutes of the regular meeting of September lst, 1931, were approved as
read.
The minutes of the special meeting of September 4th, 1931, were approved as
read.
WRITTEN COMMUNICATIONS:
The following communications were received:;
From the City Manager containing recommendations as to wage scale on all
public contract work. Mr. Brodersen moved that the recommendations of the City
Manager be adopted, seconded by Mr. Leydecker and carried unanimously.
From East Bay Industrial Association relative to wage scale and the opinion
of Attorney General U. S. Webb, relative to same. The communication was ordered filed.
From the Alameda Improvement Club requesting the installation of traffic
signal lights at the intersection of Lincoln Avenue and Webster Street. Mr. Leydecker
moved that the communication be referred to the City Manager for investigation and to
report back his recommendation to the Council. Mr. Brodersen seconded the motion,and
carried unanimously.
.`f From Mr. A. E. J. Duchesnay relative to reclassification of property at
the south end of Park Avenue. Communication ordered filed.
From the City Planning Commission recommending the denial of the petition
of A. E. J. Duchesnay for the reclassification of property at the south and of Park
Avenue. Mr, Duchesnay was present and addressed the Council relative to same.' Mr.
Brodersen moved that the recommendation of the City Planning Commission be adopted,
seconded by Mr. Schaefer and carried unanimously.
From the City Planning Commission containing recommendations for the con-
struotion of fencing on the south side of Lincoln Park. Mr. Brodersen moved that the
matter be referred to the City Manager to report back to the Council, seconded by Mr.
Leydecker and same carried unanimously.
From the Mayors' and Councilman's Association of Northern California, ref=
ative to unemployment relief. Following discussion, Mr. Brodersen moved that the
Mayor appoint a committee of two to cooperate with other city officials relative to
the matter, seconded by Mr. Leydecker and carried unanimously. Thereupon the Mayor.
appointed Councilmen Brodersen and Leydecker to serve as such committee.
From M. T. Minney offering for sale additional land adjoining the Alameda_
Municipal Golf Course, Mr. Leydecker moved the Clerk be instructed to notify Mr.
Minney that the Council at this time is not interested in the purchase of any addi-
tional lands, seconded by Mr. Brodersen and parried unanimously.
From the Encinal Terminals, relative to discharge of material for the Army
Air Base site from steamers at Encinal Terminals docks. Mr. Brodersen moved that the
matter be referred to the City Attorney for recommendations and report, seconded by
Mr. Schaefer and same carried unanimously.
A communication was.read from Albert E. and Annie M. Manter, requesting that
a temporary permit be granted Eunice Wylie and Marion and R. W. Brewster to bake rolls
and coffee cake for sale; that they were unable to pay the usual fee of $20.00 re=
quired by the zoning ordinance. This communication was also accompanied by a request
from Eunice Wylie, Marion Brewster and R. W. Brewster, in which they stated that
they were unable to pay the usual fee. After discussion, Mr. Leydecker moved that the
Council proceed on its own initiative, in compliance with the zoning ordinance, to
have a temporary permit issued and that they, meanwhile, be permitted to operate
pending the decision and recommendations of the Planning Commission, seconded by Mr.
Brodersen and same carried unanimously.
From the City Manager containing request of George Mantell,of Alameda Chapter
of the Order of De Molay, requesting that Alameda participate in a Safety First parade
to be held in Oakland, Saturday, September 26th, 1931, and containing his recommendations
relative to same. Mr. Schaefer moved that the City Manager be given full power to act
in the matter, seconded by Mr. Brodersen and carried unanimously.

R. 0. Strehlow, Jr., on Washington Park Bath House. Mr, Schaefer moved that
the recommendations of the City Manager be adopted, seconded by Mr. Murray and
on roll call oarried Unanimously.
NEW ISS
13. Insurance Broker and Advisor H. M. Bradley made a verbal report to the Council
stating that all preliminary work had been finished relative to Liability, Auto,
and. Fire Insurance and Bonds, and suggested that the City Attorney prepare the
necessary specifications and that the City clerk advertise the same, to be return-
able at the next meeting of the Council. Mr. Brodersen so moved, seconded by Mr.
Murray-and on roll call carried unanimously.
RESOLUTIONS:
14:V/ Mr. Brodersen introduced and moved the adoption of
"Resolution No. 1628
Determining the Rate and Levying the Tax 1931-1932"
Mr. Murray seconded the motion to adopt the Resolution and on roll call it was
adopted and passed by the following vote, to wit: Ayes: Councilmen-Brodersen,
Leydecker, Murray and. President Henning, (4). Noes: Councilman Schaefer, (1)
Absent: None.
Mr. Leydecker intorduced and moved the adoption of
"Resolution No. 1629
Requesting Government Officials to Connect
its Track with the Alameda Belt Line Rail-
road Tracks at the Western Terminus of
Industrial Highway as Originally Planned".
Mr. Schaefer seconded the motion to adopt the Resolution and on roll oall it was
adopted and passed unanimously.
ORDINANCE FOR PASSAGE:
The following Ordinance came up for passage and was read by the Olerk:

Mr. Schaefer moved that the Ordinance as read be adopted, seconded by Brod-
ersen and on roll call carried unanimously.
