TUESDAY :EVE1=G, OCTOBER 20TH, 1931.
The meeting convened at 8 o'clock with Council-president, Henning presiding.
The roll was called and Councilmen Brodersen, Leydecker, Murray, Schaefer and
President Henning, (5) were noted present. Absent: None.
The minutes of the regular meeting of October 6th, 1931 were approved as read.
TTEN COMMUNICATIONS:
The following communications were received:-
From the Victory Tunnel Association, re organization and notice of
meeting. Ordered filed.

From the American Institute of Citizenship, Inc., requesting free permit to
distribute calendars. Mr. Brodersen moved the permit be granted. , The motion was
lost be want of a second. Mr. Leydecker then moved that the matter be referred to the
City Attorney to report lack his recommendations at the next meeting. The motion
was seconded by Mr. Schaefer and carried unanimously.
From the League of California Municipalities containing Resolution regarding
unemployment. Mr. Brodersen moved the Resolution be referred to the Unemployment
Committee. The motion was seconded by Mr. Schaefer and carried unanimously.
4./ From City Manager. Pierson, relative to unsightly ditch paralleling auto
ferry highway. After discussion, there being no objection on the part of the
Council the sommunication was referred back to the City Manager with the request that
he attach it to his finished report.
5./ From City Manager Pierson, reco=ending installation of water mains
in the vicinity of Madison, Washington Post and Peach Streets, and the placing
our fire hydrants. Mr. Brodersen moved that the recommendation of the City
Manager be adopted. The motion was seconded by Mr.Schaefer and on roll call
carried unanimously.
6./ From City Manager Pierson recommending a transfer of 000.00 to the Initiative
Relief Fund. Mr. Brodersen moved that the communication .be referred to a meeting
of the Committee of the Whole, seconded by Mr. Leydecker and carried unanimously.
From the City Manager, requesting a transfer of :625.00 from the Fire
Chief's budget, covering stenographic wages to the budget of the City Attorney. Mr.
LeYdeckeremeved that the recommdation of the City Manager be adopted, seconded by
Mr. Schaefer and carried unanimously.

From City Attorney Silver, relative to stipulation in government spa,cifica-
tions concerning the discharge of material brought in by water craft at Encinal
Terminals. Er. Schaefer moved that the Council endorse the proposal contained in
the communication until such time as the government builds its own piers or
wharves on the Army Air Base site, and that our Congressmen and Senators be re-
quested to have this clause inserted in government spe cifications pertaining to the Army
Air Ease.

From the City Attorney re bond for return of securities deposited by
city treasurer. iir. Brodersen moved that the communication be turned over to the
Insurance Advisor for immediate action, seconded by Mr. Leydecker and on roll call
carried unanimously.
From City Manager Pierson, re low places existing, along the north line of
Benton Field. Mr. Brodersen moved that the communication be filed, seconded by Mr.
Leydecker and carried unanimously.
11.v/ From City Y_anager Pierson, relative to the rat barrier ordinance recently
passed. 1:H'. Drodersen moved that action upon the recommends of the City Tanager
as contained in the come:lunication be postponed to the next meeting of the Council
and that the City Manager communicate with the League of California Municipalities
and also obtain a copy of the Federal law on the subject. The motion was seconded by Yr.
Murray and carried unanimously.
12.* From the yor, Auditor and City Lanager re count of money. Ordered filed.
13. From H. Ketterer, relative to traffic conditions at Webster Street and
Lincoln Avenue. After discussion, Er. Brodersen moved that PSTOP" signs be in-
slatted on '.:ebster Street on the north and south side of Lincoln Avenue. The motion
was seconded by Mr. Leydecker and on roll call carried by the following vote:-
Ayes: Councilmen ]3rodernen, Leydecker and President Henning, (3). Noes: Councilmen
Murray and Schaefer, (2) . Absent: None.

From the Golf Commission, requesting that the foreman- of the Golf Course
be allowed '.15.00 per month for use of his private automobile. Mr. Leydecker moved
the request be granted, seconded by Mr. Brodersen and on roll call carried unanimously.

15/ From the East Alameda Improvement Club, relative to recently repaired tennis
court b at Lincoln. Park. There being no objection the Clerk was requested to notify
them that the work had been done to the satisfaction of the City Manager, City
Engineer and Park Superintendent and that a one year guarantee for satisfactory service
was obtained. from the contractor and that the bills covering the work had been paid.
16.V From. Josephine Feldhammer, requesting a leave of absence from November leth
to January 18th. Mr. Brodersen moved that action on the request be postponed to the
next meeting of the Council and that an opinion be obtained from the City Attorney
as to whether it is necessary for the Council to grant Miss Feldhammer the leave
of absence requested. The motion was seconded by Mr.Leydecke and same carried
unanimously.

Er. Schaefer moved that the bills as listed be paid subject to the usual ob-
jection as voiced by President Henning and Councilman Brodersen relative to
the payment of the Public Use Charge of the East Bay Municipal Utility District.
The motion was seconded by Mr. Murray and on roll call carried unanimously.
There being no further business to transact, the Council adjourned to meet
in regular session Tuesday evening, November 3rd, 1931, at 8 o'clock.
