1931-12-01 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, DECEMBER 1ST, 1931. The meeting convened at 8 o'clock with Council- president Henning presiding. The roll-was called and Councilmen Brodersen, Leydecker, Murray, Schaefer and President Henning, (5) were noted present. Absent: None. The minutes of the regular meeting of November 17th, 1931 were approved as read. WRITTEN COMMUNICATIONS The following communications were received:- 1./ From various taxpayers and voters, calling attention to a grinder and saw filing works at 1116 Park Avenue, requesting to have the annoyance abated. Mr. Brodersen moved that the matter be referred to the City Manager for investiga- tion to report back to the council. The motion was seconded by Mr. Leydecker and carried unanimously. From the Golf Commission, recommending payment to Golf Professional Earl. Fry of a balance of $211.60 covering recent eastern trip to Providence, Rhode Island. Mr. Brodersen moved that the balance be paid in accordance with the request of the Golf Commission. There was no second to this motion. Discussion followed, after which Mr. Schaefer moved that Mr. Fry be reimbursed the sum of $211.60 out of the advertising fund, seconded by Mr. Brodersen and on roll call carried by the following vote: - Ayes: Councilmen Brodersen, Schaefer and President Henning, (3). Noes: Councilmen Leydecker and Murray, (2).AbSent: None. 3.1/ From Mrs. L. Cornelius, protesting a weed assessment of $6.75 against the property at 1007 Central Avenue. Mr. Brodersen moved that the matter be referr- ed to the City Engineer and City Attorney to report back to the council. The motion was seconded by Mr. Leydecker and carried unanimously. 4.� From Shaw & Lunt, relative to their recent bid on fire insurane:e. The communication was referred to unfinished business for consideration. 5.7 From the Veterans' Welfare Board requesting cancellation of taxes. Mr. Brodersen moved that the matter be referred to the City Attorney for advice. The motion was seconded by Mr. Schaefer and carried unanimously. 7. \ 9. 10.✓ 12.✓ From the Hon. S. M. Sho rtridge, containing communication from F. Trubee Davison, relative to'the discharge of freight`at Encinal Terminals for the Army Air Depot. The communication was ordered filed and the Clerk instructed to send a copy of the commuh±cat on to the Encinal Terminals. From Laura'Field, containing notification of proposed danage suit as a result'of fall on "sidewalk. Ordered filed.' From the City Planning Commission, recommending the extension of Otis Drive to Bay Farmisland Bridge. Mr. Schaefer moved that the matter be referred to d meeting of the Committee of the Whole, seconded by Mr. Murray and carried unanimously. From the City Planning Commission, relative to a rehearing upon the reclassification upon the northeast corner of Lincoln Avenue and Union Street, against recommending to the council the denial of the petition. Mr. Schaefer moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Leydecker and on roll call carried unanimously. From the City Manager containing recommendations as to the deposit of R. C. Strehlow, Jr., relative to yashington Park Bathhouse rental. Mr. Brodersen moved the recommendation of the City Manager be adopted, seconded by Mr. Schaefer and on roll call carried unanimously. From the Northside Protective Club, protesting purchase of Mazzini property and other lands at this time. Ordered filed. From Assessor F. J. Croll, containing list of property sold to the City of Alameda for non - payment of taxes. Mr. Schaefer moved the City Clerk proceed with the publication of the notice in accordance with Ordinance No. 250, N.S. The motion was seconded by Mr. Murray and on roll call carried unanimously. From the Alame• Improvement Club, re erection of advertising signs. Mr. Brodersen moved the letter be referred to the City Manager for report aid recommenda- tion as to location and number of signs necessary. The motion was seconded by Mr. Murray and same carried unanimously. From S. Honig, protesting weed assessment against the property at the northeast corner of Central Avenue and Chestnut Street., in amount of $9.25. Mr. Schaefer moved that the communication be referred to the City Engineer aid City Attorney for report and recommendation. The motion was seconded by Mr.. Leydecker and same carried unanimously. COMMITTEE REPORTS: 15. ✓ Yacht Harbor and Hulk Committee. Councilman Leydecker made a verbal report on behalf of this Committee, stating that Capt. Chadwick Thompson had been interview- ed and the Committee advised that nothing could be done until next spring, at which time the hulls would be cut down to the water's edge aid a wharf built. The Committee was then discharged with the thanks of the Council for its work. 16. ✓ Mr. Brodersen moved that the Accountant Committee and Memorial Day Committee be discharged with a vote of thanks. The motion was seconded by Mr. Leydecker and carried unanimously. UNFINISHED BUSINESS: 17.1 19/ Mr. Murray moved that the bid of The Home Insurance Company of New York in amount of $346080 covering fire insurance of the City of Alameda be accepted, and that checks of the unsuccessful bidders be returned. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. The communication of Shaw & Lunt was ordered filed. Mr. Brodersen moved that ail existing fire insurance policies be cancelled and that the unearned premium on same be returned to the city under the super- vision of the Home Insurance Company, The motion was seconded by Mr. Leydecker and on roll call carried unanimously. Mr. Murray moved that the bid of the Pacific Indemnity Company, covering general liability and property damage insurance in amount of $3900.00 be accepted, and that checks of unsuccessful bidders be returned. The motion was seconded by Mr. Leydecker and on roll call carried unanimously. Mr Murray moved that the bid of the Pacific Indemnity Company covering fleet insurance be accepted with the understanding that an addit: oral endorse- ment be attached thereto, providing that no denial of liability shall be made on account of neglect or failure -.to report accidents thereunder, and designat- ing the City Manager as the repponsible party to report such accidents. The motion was seconded by Mr. Schaefer and on roll call carried unanimai. sly, BUSINESS: 21. The Clerk stated that in response to advertised Notice to Bidders, cover- ing alterations and additions to Golf Club House, he was in receipt of numerous bids. Mr. Murray moved that the bids be received and read. The motion was seconded by Mr. Schaefer and same carried unanimously. Thereupon the Clerk opened and ` read the bids as follows:- NAME R. C. Mr. Schaefer moved that the bids be referred to the City Manager, seconded by Mr. Leydecker and carried. After consideration, the City Manager recommended to the Council that the bid of R. C. McBride, Jr. in amount of $6300.00 be accepted and that alternates No. 1 and 2 be left to the discretion of the Golf Commission. Mr. Schaefer moved the recommendation of the City Manager be adopt- ed, seconded by Mr. Brodersen and on roll call carried unanimously. Mr. Brodersen moved that the City Manager be requested to ask the contractor to employ Alameda people if' possible, and that this contract and any future contracts covering public work shall contain a clause relative to the payment of salary by the contractor, as shown in the building wage scale recently adopted`by the Council. The motion was seconded by Mr. Schaefer aid carried' unanimously. 22. The Clerk presented and read his certification as to the sufficiency of the petitions for the recall of William H. Henning as Councilman. Ordered filed. 23.✓ Mr. Murray moved that the City Manager be instructed to confer with department heads as to placing all employees of the city on a five day week basis with the exception of the police aad fire departments to assist in the unemployment situation. The motion was seconded' by Mr. Schaefer and carried unanimously. Mr. Leydecker moved that C. R. Smith be allowed $50.00 to cover services rendered for the past year as City Historian. The motion was seconded by Mr. Brodersen an on roll call carried unanimously. RESOLUTIONS: 25.1 Mr. Brodersen introduced and moved the adoption of "Resolution No. 1637. Transferring $5000.00 from the Recreation Fund, Capital Account No. 156 -b to the Social Service Initiative Relief Fund, Expense Account No. 64." Mr. Murray seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 26.✓ 27. The following Resolution was presented for adoption: "Resolution No. 1638 Resolution Ordering, Calling, Providing for and Giving Notice of a Special Election to be Held in the City of Alameda, State of California, on the _ day of .. , f Mr. Schaefer moved the adoption of the Resolution, setting December 22nd, 1931 as the election date. The motion was seconded by Mr. Murray. Mr. Leydecker moved to amend the motion by substituting Wednesday, January 20th, 1932 as the date. The motion to amend was seconded by Mr. Brodersen. Mr. Schaefer announced that he would not accept the amendment. Discussion followed, during which President Henning presented to the Clerk a communication, which was read, from°Bestor • Robinson, relative to the proposed election. The council was also addressed by Messrs. Howard and Hymans protesting the calling of an election. Mlr. Schaefer withdrew his original motion with the consent of his•second and then moved, upon the advice of the City Attorney that the Resolution as presented be adopted, - the date of the election and salary of election officers to be filled in by subsequent motion. The motion was seconded by Mr. Murray and on roll call carried by the following vote:- Ayes: Councilmen Brodersen, .Murray and Schaefer, (3). Noes: Councilmen Leydecker and President Henning, (2). Absent: • None. Mr. Leydecker moved that the date of election be set for Wednesday, the 20th day of January, 1932. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. Mr. Schaefer moved that the salary of the • election officers be fixed at $6.00 each. The motion was seconded by Mr. Leydecker and on roll call carried unanimazsly. Mr. Murray then moved that the Resolution be adopted in its entirety, with the election date of January • 20th, 1932 and salary of election officers fixed at $6.00 each. The motion • was seconded by Mr. Schaefer and on roll call carried unanimously. Mr. Leydecker introduced and moved the adoption of "Resolution No. 1639. Authorizing Payment of December Salaries." The motion was seconded by Mr. Schaefer and on roll call carried °unanimously. ORDINANCE FOR INTRODUCTION?: The following Ordinance was introduced and laid over unde of the Charter : - 28.1 FILING: a provision "Ordinance No. New Series. Repealing Ordinance No. 478, N. S. entitled "An Ordinance 'Requiring All Docks and Wharves in the City of Alameda to be Protected so as to Prevent Rats from Gaining Entrance to such Docks or Wharves, and all Ropes or Cables Leading from Boats to the Dock or Shore to have Suitable Rat Barriers." The Clerk stated that since the last meeting the following papers had been filed:- 29. Councilman Leydecker called attention to the fact that Flatow's Pharmacy at Bay Station seemed to be getting all of the business of the city and requested that the City Manager invesitgate as to the quantity of drugs used yearly throughout the different departments, with a view of placing durg supplies out to bid, and that he report back to the council his findings. There being no further business to transact the Council adjourned to meet in regular sessinn, Tuesday evening, December 15th, 1931, at 8 o'clock. Respectfully s ed,
