ALAMEDA, TUESDAY EVENING, DECEMBER 15th, 1931.
The meeting convened with Council President Henning presiding, at 8 P.M.
The roll was called and Councilmen Brodersen, Leydecker, Murray, Schaefer and.
President Henning, (5). were noted present. Absent: None.

The minutes of the regular meeting of December 1st, 1931, were approved as
ORAL COMMUNICATIONS:
1.1' Mr. H. F. McCarty, 167 Maitland Drive, made application to the Council for a
-temporary permit to bake potato chips at this address. Mr. Brodersen moved that the
Council on its own initiative post the necessary notices for a hearing before the
. Planning Commission for such temporary permit, waiving the usual application fee
of $20.00, and that the applicant be granted such temporary permit pending the Plan-
ning Commission's recommendations in the matter. The motion was seconded by Mr.
Murray and on roll call carried unanimously.
WRITTEN COMMUNICATIONS:
2. From the City Engineer and City Attorney concerning weed cleaning assessment
protests received from Louise Cornelius and Sidney Honig. Mr. Schaefer moved that
in view of the report submitted the Council approve the assessment as made and the
complainants notified accordingly. The motion was seconded by Mr. Leydecker and
same carried unanimously.
From W. L. Chadwick protesting salary raises. Ordered filed,

Mr. Brodersen moved the communication be referred to the insurance advisor. Mr.
.Leydecker seconded the motion and same carried unanimously.
5. From Municipal Electric Light Plant regarding report at an early date as to
overhead and underground wiring on Webster Street. The communication was ordered
filed and a copy mailed to the Alameda Improvement Club.
From the City Manager as to cost of proposed electric advertising signs, Mr.
Brodersen moved the communication be referred to a meeting of the Committee of the
Whole. The motion was seconded by Mr. Murray and same carried unanimously.
From B. Gamborini, 1535 Everett Street, requesting extension of time on rezoned
,property at 1535/37 Everett Street. Mr. Leydecker moved that an extension of six
-months time be granted. The motion was seconded by Mr. Brodersen and on roll call
carried by the following vote: Ayes: Councilmen Brodersen, Leydecker,Schaefer and
President Henning, (4). Notrvoting: Councilman Murray, (1). Absent: None.
From the City Planning Commission and Alameda. Improvement Club relative to the
-establishment of proper pierhead lines around Government Island and opposing the
filling of the channel north of the Island. President Henning made a verbal report
.to the Council on the result of a conference held in the City Manager's office with
-Government officials and others interested and submitted in writing the findings of
such conference to the members of the Council for their approval. Mr. Schaefer moved
that the report of the conference be adopted and that a copy be also mailed to the
War Department at Washington. The motion was seconded by Mr. Leydecker and same
carried unanimously.
9.4 Mr. Brodersen moved-that a committee of three be appointed by the Mayor to re-
present the council at a meeting to be held in the U. S. .aingineer's Office in San
Francisco on December 17th, The motion was seconded by Mr. Murray and same carried
unanimously. Thereupon President Henning appointed the following to serve as such
Committee: Councilmen Murray, Schaefer and City Manager Pierson.
10.%( From the City Planning Commission relative to the purchase of the E. K. Taylor
Park property. Mr. Leydecker moved the communication be referred to a meeting of the
.Committee of the Whole, The motion was seconded by Mr. Brodersen and same carried
unanimously,
11,V From the City Planning Commission recommending the denial of the petition to
.reclassify the property Southwest corner of Park and Bank Streets, to a Business
District, Class V. Mr. Schaefer moved the recommendation of the Planning Commission
be adopted. The motion was seconded by Mr. Murray and same carried unanimously.
12.V From the City Planning Commission recommending the granting of the petition to
reclassify the property on the south line of Pacific Avenue, 105 feet west of 6th Street
to Residence District, Class II. Mr. Brodersen moved the recommendation of the Plan-
ning Commission be adopted, The motion was seconded by Mr. Schaefer and same carried
unanimously,
13.1 From Madelon T. Wolff, 1716 Minturn Street, requesting a temporary permit be
granted to bake pies for sale at this address. Mr. Schaefer moved that the Council of
its own initiative post the necessary notices for a hearing before the Planning Com-
mission for such temporary permit, waiving the usual application fee of $20.00,and
that the applicant be granted such temporary permit pending the recommendation of
the Planning Commission in the matter. The motion was seconded by Mr. Brodersen
and on roll call carried unanimously.
NEW
From Alameda Improvement Club requesting the Council to invite all Civic
Clubs to conferences held by the Council relative to such matters as Government Island
when others than the Council are in attendance. Ordered filed.
15. From Alameda Improvement Club relative to the extending and improvement of the
eastern end of Encinal Avenue and its connection with Fernside Boulevard. The City Clerk
was instructed to notify the Improvement Club this work was completed some time ago as
it pertained to Fernside Boulevard, and the E. K. Taylor property; that the Southern
Pacific Company are ready to deed to the city of Alameda a sufficient strip of land
to complete the improvement as soon as title to same can be cleared, at which time the
City will assume the cost of paving. The matter is in the hands of the City Attorney.
The communication was ordered filed.
From the Alameda Improvement Club relative to photostating all documents and
records of the city. Mr. Schaefer moved the communication be referred to the Committee
of the Whole for consideration. The motion was seconded by Mr. Brodersen and same car-
ried unanimously.
17, From the City Manager reporting as to five-day week survey. Discussion followed
after which Mr. Brodersen moved that any contribution to the Unemployment Fund by any
City employee must be voluntary and collected by the heads of departments. The motion
was seconded by Mr. Schaefer and same carried unanimously.

There being no objection the Council requested that a meeting be called for
Thursday morning, DeceMber 17th, at 8 o'clock in the City Manager's Office, between
department heads and members of the council to discuss the matter adopting a plan for
contributing to the Unemployment Relief fund.
From the City Manager regarding alterations to Washington Park Bath house for
National Guard at an additional cost of $24,92. Mr. Schaefer moved the recommendation
of the City Manager be adopted. The motion was seconded by Mr. Leydecker and on roll
call carried unanimously.
20.V From the Good Government League protesting the purchase of lands. Referred to the
Committee of the Whole for discussion.
From the Alameda Womeris Civic Club, ,protesting further purchase of lands. Referred
o the Committee of the Whole for discussion.

BUSINESS:
From the City Manager, with lease attached, for upper floor of Washington Park
Bath House, and recommending that same be executed. Mt. Brodersen moved the Mayor be
authorized to sign the lease as recommended. The motion was seconded by Mr. Leydecker
and upon roll call carried unanimously,
From the City Manager relative to the purchase of drugs for the city. Ordered filed.
25.7 Mr. Murray discussed with the council members Resolution No. 1639, passed at the
last meeting authorizing the payment of December salaries, and moved that this Res'plu-
tion should also extend to those employees receiving pensions. Mr. Brodersen seconded
the motion and on roll call same carried unanimously.
26,/ Mr. Murray cal ed the attention to the council the contemplated laying off of a
member of the Fire Department on account of a lack of funds in the budget, and moved
that a sum to be determined by the City Manager, not exceeding $1860.00 be transferred
from Recreation Fund #156-B to Fire Department Fund #24-G. The motion was secaaded
by Mr. Schaefer and on roll call carried unanimously.
27.V Mr. Ley'aecker moved. the City Manager be instructed to communicate with the
'Southern Pacific Comany in an endeavor to have the cars standing on the tracks along the
pier south of the car shops moved to West Oakland, in order not to obstruct the view
of passengers using the local trains, The motion was seconded by Mr. Brodersen and
same carried unanimously,

Mr. 8chaefer seconded the motion to adopt the resolution and on roll call it was

Mr. Schaefer introduced and moved the adoption of the following resolution:

Mr. Murray seconded the motion to adopt the resolution and on-roll call it was
adopted and passed by the following vote: Ayes: Councilmen Leydecker, Murray, Sch-
aefer and. President Henning, (4). Noes: None. Not Voting: Councilman Brodersen,
(1).
