1932-02-16 Regular CC MinutesREGULAR MEETING OF TEE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, FEBRUARY 16TH, 1932. The meeting convened at 8 o'clock with Council-president Murray presiding. 1. The roll was called and Councilmen Leydecker, Morris, Shanly and President Murray, (4) were noted present. Absent: Councilman Schaefer, (1). 2. The minutes of the regular meeting of January 19th, 1932 were approved as read. 3. Statements relative to proposed meetings of February 2nd and 4th were read. 4. Minutes of the adjourned meeting of Febriary 9th were approved with amendments as shown. COMMUNICATIONS: The following communications were received: 7.' 10.1 From George W. Boyce, requesting appointment of a representative to serve on the General Committee re 200th Anniversary of the birth of George Washington. President Murray stated that inasmuch as City Manager Pierson had already attended a meeting of this Committee he would request him to serve as such permanent member. Telegrams acknowledging receipt of Resolution passed by the Council rela- tive to application of Alameda Belt Line for spur track across Benton Field was read from Hon. Hiram W. Johnson and Hon. Samuel M. Shortridge. Ordered filed. From the Veterans Welfare Board requesting cancellation of certain taxes. Thare being no objection the matter was referred to the City Attorney and. City Assessor. From the City Manager requesting that a stipulated amount be fixed by the Council which the Unemployment Committee shall be authorized to expend to March 31st, 1932, Mr. Leydecker moved that the recommendation of the City Manager that 6500.00 be appropriated for this purpose be adopted. The motion was seconded by Mr. Morris and on roll call carried unanimously. From the Board of Public Utilities advising of the appointment of R. N. Harvey as Secretary. Ordered filed. From Mrs. E. C. McLean, complaining of nuisance adjoining 1823 Encinal Avenue. Mr. Leydecker moved that the matter be referred to the City Manager for adjustment. The motion was seconded by Mr. Morris and sane carried unanimously. From the City Manager containing price of proposed photostat recorder. There being no objection this matter was referred to the Committee of the Whole for cOnsideration. From the City Manager relative to application of Fitzpatrick for gratuitous license. Ordered filed. From the City Manager, with agreement attached from Southern Pacific Company re eastern end of Encinal Avenue. Mt. Shanly moved the recommendation of the City Manager be adopted and that the agreement be executed accordingly. The motion was seconded by Mr. Leydecker and, same carried unanimously. 14.Y From Alameda Improvement Club relative to work being done by unemployed. The communication was ordered filed and the Clerk instructed to notify the Improvement Club as to the type of work already accomplished. 15. From the Alameda Improvement Club protesting further reclassification of property for service station purposes. The communication was ordered filed. 160v From California State Chamber of Commerce relative to publicity work. Mr. Morris moved that the communication be referred to a meeting of the Committee of the Whole, seconded by Mr. Shally and carried unanimously. 17.1 From City Manager Pierson, requesting permission to attend the City Managers' meeting at Bakersfield, March 4th and 5th. After discussion, Mr. Shanly moved that the City Manager be permitted to attend such meeting and that a sum not to exceed $50.00 be allowed to cover necessary expenses. The motion was seconded by Mr. Morris and on roll call carried unanimously. 18.1 From the •North Side Protective Club, relative to reinstallation of colored lights at street intersections. There being no objection, the communication was referred to the Board of Public Utilities. 19.1 From the Golf Commission relative to offer to the city for the purchase of 70 acres of land adjoining the present Golf Course. Mr. Shanly moved that considera- tion of the matter be referred to a meeting of the Committee of the Whole, seconded by Mr. Morris and carried unanimously. 20./ From the North Central California Highway Association re change of meeting dates. Ordered filed. 21.V From A. Ghiglione re drainage fronting his property at 425 Pacific Avenue. Mr. Shanly moved that the matter be referred to the City Manager for correction. The motion was seconded by Mr. Leydecker and carried unanimously. 22.'1 From the Board of Public Utilities re installation of electroliers on Third Street, from Maple to Central Avenue. Mr. Shanly moved that the communica- tion be referred to a meeting of the Committee of the Whole, seconded by Mr. Leydecker and carried unanimously. 23./ From the City Manager with plans and estimates as to proposed improvement - of Webster Street. Mr. Leydecker moved that the matter be referred to a meeting of the Committee of the Thole, seconded by Mr. Morris and carried unanimously. 24/ From Whitehead & Hoag, New Jersey, re George Wadaington placque. Ordered filed. 25.14 From the City Planning Commission recommending purchase of a non-reflector type sign to be erected at the northwst corner of Santa Clara Avenue and Webster Street. Mr. Morris moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Leydecker and on roll call carried unanimously. 2 From the City Manager with various bids for finished hardware for Golf Course Club House addition, recommending that the bid of the Maxwell Hardware Company, in amount of $135.00 be accepted. Mr. Leydecker moved that the recommendation of the City Manager be adopted, seconded by Mr. Morris and on roll call carried unanimously. 27./ From the Alameda Improvement Club re work of unemployed. Ordered filed. 28./ From Alameda Business & Professional Women's Club re National Business Women's Week, and requesting that its President, Mrs. Mabel Tennant, be appointed as Mayor of Alameda for one day, Monday,March 7th. Mr. Shanly moved that the request be complied with, seconded by Mr. Morris and carried unanimously. 29.V From the Citizens League of Alateda protesting the action of Councilmen Murray and Leydecker. Ordered filed. 30.7 From Alameda Women's Civic Club in commendation. Ordered filed. REPORTS OF COMMITTEES: 310/ - Mr. Leydecker reported on behalf of the Special Committee appointed by the Council relative to the proposed reclassification of property situate on the south- west corner of Santa Clara Avenue and Bay Street, and stated that after investi- gation the Committee recommends the adoption of the recommendation of the City Planning Commission denying the petition for its reclassification. The motion was seconded by President Murray and on roll call carried unanimously. HEARINGS: 32.V Applicationsfor a gratuitous license were received from Augusto D. Maggiani and-Rayond A. Parker. There being no*objection these applications were referred to the City Manager for investigation and report back to the Council. RESOLUTIONS: 33.v/ Mr, Morris introduced and moved the adoption of "Resolution No. 1647. Resolution of Acceptance and Consent to Recordation. (Re East End of Encinal Avenue)" Mr. Leydecker seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 34.V Mr. Morris introduced and moved the adoption of "Resolution No. 1648. Transfe rring $10,558.64 from the Electric Light Fund to the General Fund." Mr.-Leydecker seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 35.v Mr. Morris introduced and moved the adoption of "Resolution No. 1649. Transferring $100,000.00 from the Electric Light Fund to the General Fund." Mr.'Leydecker seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. ORDINANCE FOR PASSAGE: /- The following Ordinance came up for passage arld was read by the Clerk: 36.V "Ordinance No. New Series. Reclassifying Property* (1620 Lafayette Street)" Mr. Morris moved that the ordinance as read be adopted, seconded by Mr. Leydecker and-on roll-call it was adopted and passed unanimously.
