REGULAR MEETING OF THE COUNCIL OF TEE CITY OF ALAMEDA,
TUESDAY EVENING, JULY 5TH, 1932.
The meeting convened at 8 o'clock P. M. with Council-president Murray presiding.
The roll was called and'Councilmen Leydecker, Shanly and President Murray (3)
were noted present. Absent: Councilmen Morris and Schaefer, (2).
The minutes of the regular meeting of June 21st, 1932 were approved as read. "
Mr. Shanly moved that the regular order of business be suspended, to permit
discussion of the reclassification of the Glass Works property. The motion was second-
ed by Mr. Leydecker and carried unanimously.
Mr. Wm, J. Locke addressed the council on behalf of the Fernside Home Owners
Association. Mr. Lachmund appeared for the owners of the property. General discussion
followed during which, in reply to a question asked by Mr. Bettencourt, Mr. Lachmund
stated that he had been advised by Mr. W. E. Lewis, President ar the Company that it
was their intention to adhere to the original plans. Mr. Shanly then moved that the
matter be referred to a meeting of the Committee of the Whole. The motion was second-
ed by Mr. Leydecker and same carried unanimously.
Mr. Shanly moved that the council proceed with the regular order of business,
seconded by Mr. Leydecker and carried unanimously.
COMMUNICATIONS:
The following communications were received:
A. J From the League of California Municipalities, re subjects to be discussed at the
San Diego Convention. There being no objection, this communication was referred to
a meeting of the Committee of the Whole.
From the League of California Municipalities, re Tax Bulletin. Referred
to a meeting of the Committee of the Whola for consideration.

From the County Board of Supervisors, advising the closing of the Oakland
Receiving Hospital. Ordered filed.
From J. Luzer, requesting refund of unused portion of business license.
Mr. Leydecker moved that the refund be granted, in accordance with the request. The
motion was seconded by Mr. Shanly and on roll call carried unanimously.
From H. F. McCarthy, requesting
chips at 167 Maitland Drive. Mr. Shanly

From Alameda Aerie, P.O.E. protesting proposed reduction of
communication was ordered filed.

From Oakland City Council relative to Resolution protesting a diversion of
motor vehicle refunds. Referred to the Committee of the Whole for discussion. '
Ai • From the City Attorney, recommending that a three year extension of time
be granted. Alameda Airport, Inc. to complete dredging as specified in Paragraph
(e) of the existing lease between that corporation and the City of Alameda. Mr.
Shanly moved that the recommendation of the City Attorney be adopted and that he
be instructed to prepare the necessary ordinance covering the matter. The motion
was seconded by Mr. Leydecker and-carried unanimously.
J12. From the City Manager recommending that an appropriation of 1)100.00 be
made out of the Advertising Fund to cover one page of advertising matter in the
American Legion Convention Program. Mr. Leydecker moved the adoption of the
recommendation of the City Manager. The motion was seconded by Mr. Shanly and on roll call carried unanitously.
v13./ From the City Manager, recommending,the transfer of $4,693.75 from the
General Fund to the School General Fund, Mr. Shanly moved that the recommendation
of the City Manager be adopted. The motion was seconded by President Murray and
on roll call carried by the following vote:- Ayes: Councilman Shanly and President
Murray , (2). Noes: Councilman Leydecker, (1). Absent: Councilmen Morris and
Schaefer, (2).
From the City Manager, recommending that annual vacations be given per
diem employees. Mr. Shanly moved that the matter be referred to the Committee of
the Whole for discussion, seconded by Mr. Leydecker and carried unanimously.
From the City Manager, advising the appointment of Mr. Carl E. Holland,
as Office Manager of the Health Center at a monthly salary of $150.00. Sr. Leydecker
moved the action of the City Manager be approved as of July 1st, 1932. The motion
was seconded by Mr. Shanly and on roll call carried unanimously.
From the City Manager, advising the appointment of Miss Helen Carter
as Secretary to the City Manager, at a salary of $135.00 per month. Mr. Leydecker
moved that the appointment be confirmed by the Council, effective as of July 1st,
1932, seconded by Mr. Shanly and on roll call carried unanimously,
17.v From the City Planning Commission, recommending the reclassification
of the property known as 1406 Bay Street, from a Residential District, Class I, to
a Residential District, Class 1*. Mr. Shanly moved that the recommendation of the City
Plaaning Conrnilssidn be adopted, seconded by Mr. Leydecker and carried unanimously.
ile. From the Alameda Improvement Club, protesting change in present reclassi-
fication of the Oman-Illinois G14_ss Works property. The communication was re-
ferred to the Committee of the Whole.

From Robert Buck, asking permission to introduce and sell songs. There
'being no objection, the matter was referred to the City Manager for investigation
with power to act.
From Vernon E. Mitchell, requesting temporarypermit to manufacture jams
at 1528 Chestnut Street. There being no objection, the matter was left in the
hands of the City Clerk to clarify for proper presentation to the Council.
From the Alaneda Taxpayers League, together with Resolution requesting
25% cut in the budget for the ensuing year. Mr. Leydecker moved that the com-
munication be referred to a meeting of the Committee of the Whole,seconded
by Mr. Shanly and carried unanimously.

UNFINISHED BUSINESS:
/27. In the matter of the removal of dilapidated buildings at 533-535 Central
Avenue, there being no objection action by the Council was postponed until the
next regular meeting-.
RESOLUTIONS:
28.i Mr. Leydecker introduced and moved the adoption Of
"Resolution No. 1670..
Transferring $7,716.71 from the Electric Light Fund
to the General Fund."
Mr. Shanly seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Leydecker introduced and moved the adoption of
"Resolution No. 1671.
Transferring $25.00 from the General Fund to
,the Redemption Fund."
Mr. Shanly seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
O. Mr. Shanlyintroduced and moved the adoption of
"Resolution No.1672,
Transferring $4,693.75 from the General Fund to the
School General Fund."
President Murray seconded the motion to adopt the Resolution and on roll call
it was adopted and passed by the following vote, to wit: Ayes: Councilman
Shanly and President Murray, (2). Noes: Councilman Leydecker, (1). Absent:
Councilmen Morris and Schaefer, (2).

Mr. Leydecker moved that the claims as listed be paid, seconded by Mr. Shanly and on
roll call carried unanimously.
There being no further business to transact, the Council adjourned to meet in
regular session, Tuesday evening, July 19th, 1932, at 8 o'clock.
