1932-09-20 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
TUESDAY EVENING, SEPTEMBER 20, 1932
The meeting convened at 8:00 o'clock P.M. with President Murray presiding.
The roll was called and Councilmen Leydecker, Morris, Schaefer and President Murray (f)
were noted present.
Absent: Councilman Shanly.
Minutes of the regular meeting of September 6th, were approved as read.
WHIPIEN COMMUNICATIONS:
From the City Manager, referring to request from the League of Californialknicipalities,
to send representatives from the City of Alameda, to the League Convention at San Diego, September
26th to 29th, inclusive, expressing his reluctance to reoommend any expenditure at this time for
the purpose of the expense of delegates. Mr. Morris expressed the belief that attendance at the
Convention would be of material benefit and assistance to the City Manager and moved, seconded
by Mr. Schaefer, that City Manager Ralph M. Bryant attend the convention and an appropriation
of $125.00 be made to cover his expenses. On roll call the motion was carried unanimously.
2.v From the City Manager, in reference to a letter addressed to'the City Council of Alameda
by Mr. Leroy F. Krusi, protesting against the vending of food stuffs and other merchandise by
medium of house to house canvassing in the City of Alameda, expressing his belief that it would
be a hardship on many worthy citizens of Alameda, if the practice of house to house canvassing
was entirely done away with, recommending, however, that such canvassing be confined entirely to
Alameda citizens. Ir. Bryant also notified the Council that he has instructed the Chief of
Police to watch the situation closely and if any complaints are made against over-persistent or
offensive solicitors, that the Police Department take necessary action to prevent re-occurance.
Upon motion by Mr. Leydecker, seconded by Mr. Morris, the recommendation was adopted by a
nnAnimous vote of the Council.

From the City Manager, recommending that the City undertake the work of constructing
a storm sewer on Clement Avenue between Lafayette Street and Grand Street, at an estimated
material cost of $1,600.00, in order to relieve flood conditions existing at that point during
heavy storms, also the replacing of existing wooden gutter bridges, with currugated iron cul-
verts and concrete returns at seventy nine locations on Lincoln Avenue, east of Webster Street
and on Encinal Avenue, east of Sherman Street; the material cost of the work being 42,100.00.
Mr. Bryant pointed out that practically all of this work could be handled with unemployed
labor, and the work being of a construction character would be to the direct benefit of the
taxpayers. Mr.Schaefer moved that the recommendation be adopted and the Resolution be prepared
providing for this work, to be presented at the next meeting of the Council, and that bids
for the material be advertised, seconded by Mr. Leydecker and carried unanimously.
4. / From the Taxpayers League of Alameda, thanking the Council for the substantian re-
duction in the tax levy for the fiscal year 1932 and 33, and expressing confidence in the
Council of the City of Alameda and the City Manager. There being no objection, the communica-
tion was ordered filed.
5./ From the Taxpayers League of Alameda, with accompanying copy of resolution adopted by
the Taxpayers League of Alameda, September 2nd, 1932, pointing out the fact that the time is
fast approaching when a new contract must be entered into for electric energy by the Board of
Public Utilities and requesting the City Council to use their influence with the Board of
Public Uilities to bring about and obtain the necessary engineering data, costs, etc. and
the means by which construction of such a plant could be financed at this time, so that the
City might be in a position to generate its own electric energy, if necessary. Mr . Schaefer
moved that the Resolution be referred to the City Manager in his capacity as a member of
the Board of Public Utilities, seconded by Mr. Leydecker and carried unanimously. Also copy of
resolution, requesting the City Council to remit all penalties incurred for delinquent taxes
by worthy citizens, who, owing to lack of employment and other conditions, over which they have
no control, are totally unable to meet their tax payments. Mr. Schaefer moved that the
resolution be referred to the City Attorney, seconded by Mr. Leydecker and unanimously carried.
Also copy of resolution from the Taxpayers League of Alameda, recommending that the Council
discontinue appropriation of funds for shows, parades, etc. There being no objection, copy
of the resolution was ordered filed.
8. / From the Chief of Police, informing the Council that in accordance with Section 274
of the Municipal Code of the City of Alameda, an auction will be held on September 17, 1932
by the City Tax collector for the disposal of such property. There being no objection, the
communication was ordered filed.
7.,// From G.L. Diehl, suggesting the adoption of a plan by the City Council whereby the
payment of taxes might be made in installments. There being no objection, the communication
was ordered referred to the City Treasurer and Assessor.
8. From the Cityzens League of Alameda, submitting its report of a study of the 1932 - 1933
budget for the City of Alameda. There being no objection, the communication and report was
ordered filed.
9. v From W.J. Locke, in reference to amendments to the constitution of the League of
California Municipalities, to be presented to the Convention of the League to be held
September 26th to 29th, inclusive. There being no objection, the communication was ordered filed.
NEW BUSINESS:
10. v/ Councilman Schaefer moved that Resolution No. 1684, determining the rate of levying the
tax for 1932 - 33, passed at the regular meeting of the Council of the City of Alameda, September
6th, 1932 be rescinded, seconded by Mr. Morris and on roll call carried unanimously.
From Mayor Murray notifying that the followingmmbers have been appointed on the Charter
Committee: Messrs. H. Albert George, Raymond W. Chandler, L. H. Grunwald, John M. O'Dea, H. E.
Worden. Ordered filed.
RESOLUTIONS:

Mr. Schaefer proposed the adoption of Resolution No. 1685 determining the tax rate
for the year 1932 - 1933. Mr. Morris seconded the motion to to adopt the Resolution and on
roll call it was adopted and passed unanimously
12. Mr. Leydecker introduced and moved the adoption of
"Resolution NO. 1666
Transferring $450.00 from the Electric
Light Fund to the Interest and Redemption
Fund. "
Mr. Morris seconded the motion to adopt the Resolution and on roll call it was adopted
and adopted and passed unanimously.
13. Mr. Schaefer introduced and moved the adoption of
"Resolution No. 1687
Transferring $3,139,48 from the'Electric
Light Fund to the General Fund."
Mr. Morris seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
14. Mr. Leydecker introduced and moved the adoption of
"Resolution No. 1688
Transferring $2,500.00 from the Electric
Light Fund to the General Fund."
Mr. Morris seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
15. Mr. Morris introduced and moved the adoption of
"Resolution No. 1689
Transferring $2,500 from the General Fund
to the Municipal Bus Fund"
Mr. Schaefer seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
16. Mr. Morris introduced and moved the adoption of
"Resolution No. 1690
Authorizing the City of Alameda to acquire
a right of way for the construction of a
storm sewer."
Mr. Schaefer seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
17. Mr. Morris introduced and moved the adoption of
"Resolution No. 1691
Authorizing the City to acquire right of way
for storm sewer property of A.M. Schaarschmidt."
Mr. Schaefer seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.

18. The following ordinance came up for passage and was read by the Clerk:

Mr. Leydecker moved that the Ordinance, as read, be adopted, seconded by Mr. Morris
and on roll call carried unanimously.
ORDLYANCE FOR INTRODUCTION:
19. The following ordinance was introduced and laid over under a provision of the
Charter:
"Ordinance No. N.S. ,
Providing for the reorganization of the
Fire Department of the City of Alameda,
and specifying the two-platoon system, and
repealing all ordinances in conflict herewith,,
including Ordinance No. 180 N.S."

There being no further business to transact, the Council adjourned to meet in regular
session, Tuesday Evening, October 4th, 1932 at 8 o'clock.
