1983-06-07 Regular CIC Minutes10 REGULAR MEETING OF THE COMMUNITY IMPROVEMENT COMMISSION OF THE CITY OF ALAMEDA HELD TUESDAY JUNE 7,1983 The Commission convened at 7:55 p.m. (at the conclusion of the Housing Authority Meeting) with Chairman Diament presiding. The Pledge of Allegiance was led by Commissioner Gorman. The Invocation was given by Rev. Wilfred Hodgkin, Christ Church Parish. ROLL CALL: Present: Commissioners Gorman, Hanna, Lucas, Monsef, and Chairman Diament - 5. Absent: None. RESOLUTIONS Resolution No. 83 -8 "Authorizing submission to the Alameda Planning Board of report on the Community Improvement Plan for review prior to public hearing." Commissioner Gorman made a motion, seconded by Councilmember Monsef that the resolution be adopted; the motion carried by the following vote: Ayes: Commissioners Gorman, Hanna, Lucas, Monsef, and Chairman Diament - 5. Noes: None. Absent: None. Resolution No. 83 -9 "Authorizing the Commission to hold a Joint Public Hearing with the Alameda City Council on June 28, 1983 for purposes of considering a Community Improvement Plan and report thereon for the West End Community Improvement Project Area." Commissioner Gorman made a motion, seconded by Councilmember Monsef that the resolution be adopted; the motion carried by the following vote: Ayes: Commissioners Gorman, Hanna, Lucas, Monsef, and Chairman Diament - 5. Noes: None. Absent: None. Resolution No. 83 -10 "Resolution of the Community Improvement Commission of the City of Alameda authorizing submission of the Redevelopment Plan, report thereon and Environmental Impact Report to the Alameda City Council for review prior to public hearing." Commissioner Lucas pointed out several concerns in both documents and noted that the figures were based on the 1970 census. After discussion, Commissioner Lucas made a motion, seconded by Commissioner Hanna, that the resolution be adopted and the documents forwarded to the Planning Board with her comments which she would submit in writing to the Planning Board with copies to the Commissioners; the motion carried by the following vote: Ayes: Commissioners Gorman, Hanna, Lucas, Monsef, and Chairman Diament - 5. Noes: None. Absent: None. ORAL COMMUNICATIONS, GENERAL In response to inquiry of Fred Scullin, 1120 Chestnut, the City Attorney stated that the enabling legislation appointed the Council and officers to the Community Improvement Commission by title, not by name.
