1994-11-15 Special CIC MinutesMINUTES OF SPECIAL COMMUNITY IMPROVEMENT COMMISSION MEETING NOVEMBER 15, 1994 The meeting convened at 7:20 p.m., with Chair Withrow presiding. The Pledge of Allegiance was led by Commissioner Appezzato. Venerable Wilfred H. Hodgkin, Archdeacon, Episcopal Diocese of California, gave the invocation. ROLL CALL - Present: Commissioners Appezzato, Arnerich, Roth and Chair Withrow - 4. Absent: Commissioner Lucas - 1. MINUTES Minutes of the Special Community Improvement Commission Meeting held October 18, 1994. Commissioner Roth moved approval. Commissioner Arnerich seconded the motion which carried by unanimous voice vote - 4. [Lucas absent) REPORTS AND RECOMMENDATIONS 94-115 Report from Community Development Director recommending authorization of expenditure of up to $20,000 for a Demonstration Commercial Building Design Assistance Program. Don Bergen, Alameda, stated that businessowners should get together and provide improvements, e.g., trees, lighting, and restoration of some buildings; taxpayers should not need to use their earnings to pay for the program; the $20,000 could be better spent reopening City Hall [on Fridays]; and the responsibility lies with the businessowners to improve the area on their own. At the request of Commissioner Arnerich, the City Manager explained the funding for the Program; the theory behind redevelopment in California is that funding invested in certain areas comes back to pay for not only the investment, but additional tax revenues in the future; and the monies cannot be substituted for any General Fund monies, and must not be comingled. Commissioner Arnerich moved recommendation. Vice Mayor Roth seconded the motion which carried by unanimous voice vote - 4.
