1996-08-20 Special CIC MinutesMINUTES OF THE SPECIAL MEETING OF COMMUNITY IMPROVEMENT COMMISSION AUGUST 20, 1996 The meeting was convened at 7:29 p.m. with Chair Appezzato presiding. The Pledge of Allegiance was led by Commissioner DeWitt. Reverend Jack Buckley, First Presbyterian Church gave the invocation. ROLL CALL PRESENT: ABSENT: MINUTES (96 -20) Minutes of Meeting of August 6 Commissioner Lucas DeWitt seconded the 4. Commissioners Arnerich, DeWitt, Lucas, and Chair Appezzato - 4. Commissioner Mannix - 1. the Special Community Improvement Commission , 1996. Approved. moved approval of the Minutes. Commissioner motion, which carried by unanimous voice vote - REPORTS AND RECOMMENDATIONS (96 -21) Report from the Community Development Director regarding the status of the Alameda Theater Market Analysis. (Councilmember Lucas) Don Bergen, Alameda, stated that the project should be handled by private funds. Commissioner Lucas stated she is impressed with the proposed Alameda Theater Feasibility Study; staff should inform Keyser Marston Associates of the City's meeting with the Kabuki Theaters in San Francisco; Board of Supervisor Wilma Chan had stated that Alameda County would assist in any way possible; and staff should provide copies of all reports regarding the matter to Supervisor Chan. Commissioner Lucas moved acceptance of the report. Under discussion, Commissioner Arnerich stated that he would like private developers to restore the beautiful Alameda Theater; it is a magnet for Park Street; and he is pleased to second the motion. Commissioner DeWitt stated that he supports the proposal. Special Meeting, Community Improvement Commission August 20, 1996 234 Chair Appezzato stated that the project's agreement must be a true private/public partnership, and it should not be a risk to the taxpayers.
