Resolution 14974CITY OF ALAMEDA RESOLUTION NO. 14974 COMMENDING HOUSING AUTHORITY EXECUTIVE DIRECTOR MICHAEL T. PUCCI FOR HIS CONTRIBUTIONS TO THE CITY OF ALAMEDA WHEREAS, the City Council records its appreciation for outstanding service faithfully rendered by Michael T. Pucci to the City of Alameda and its Housing Authority; and WHEREAS, Michael T. Pucci began his career in the field of affordable housing and community development in 1978, in Bellingham, Washington, as Assistant Executive Director of the Bellinghann/Whatcom County Housing Authority. In 1987, Michael T. Pucci became the Executive Director of the Community Development Commission of Mendocino County, California. In August 1995, Michael T. Pucci was appointed as Executive Director of the Housing Authority of the City of Alameda; and WHEREAS, under his leadership, the Housing Authority of the City of Alameda grew to administer 1,845 Section 8 Housing Choice Vouchers, 222 Project- Based Section 8 Vouchers and 43 other subsidized units, and to own and operate 572 residential units located in 12 separate complexes, with a value of over $75 million; and WHEREAS, the Housing Authority's Section 8 Housing Choice Voucher program invests over $24 million into the local economy annually through its subsidy, to private property owners, of rents paid by very low- and low-income residents, who pay no more than 30% of their income to rent, allowing them to reside in Alameda, close to family, employment and services; and WHEREAS, under Michael T. Pucci's leadership, over the last ten years, 175 new and rehabilitated housing units for very low- and low-income households have been developed in the City of Alameda through partnerships with the City, the Housing Authority and non-profit development partners; and WHEREAS, during his tenure as Executive Director, the Housing Authority received "High Performer" status under HUD's Public Housing Assessment System for six consecutive years; and WHEREAS, In 2010, the Shinsei Gardens Apartments received a National Association of Housing and Redevelopment Officials (NAHRO) Award of Excellence in Project Design, New Construction; and in 2014, Park Alameda, the former Islander Motel, received a NAHRO Award of Excellence in Project Design and Renovation (one of 19 awards nationally); and WHEREAS, since 1980, Michael T. Pucci has served the larger affordable housing and community development community as an active member of NAHRO. During that time, he held a variety of positions in NAHRO, including serving as a member of the Executive Board of the Pacific Northwest Region for 20 years. Michael T. Pucci was also active in the Northern California/Nevada Executive Directors Association, serving as president in 2008; and WHEREAS, Michael T. Pucci has consistently demonstrated the highest level of personal and professional standards, and served all of Alameda with dedication and excellence; and WHEREAS, on September 30, 2014, Michael T. Pucci officially retired from his position as Executive Director of the Housing Authority of the City of Alameda and will be greatly missed by Housing Authority and City staff and the entire Alameda community. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda does hereby congratulate Michael T. Pucci for his outstanding achievement in his service to the City of Alameda and its Housing Authority, and in the promotion of safe and affordable housing for Alameda's low-income senior citizens, disabled residents, and working families. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 7th day of October, 2014, by the following vote to wit: AYES: Councilmembers Chen, Daysog, Ezzy Ashcraft, Tam and Mayor Gilmore — 5.
