COMMENDING MARIE L. GILMORE FOR ELEVEN YEARS OF SERVICE TO
THE CITY OF ALAMEDA AS MAYOR AND COUNCILMEMBER
WHEREAS, Marie L. Gilmore began her service to the City of Alameda in 1992
when she was appointed to the Recreation and Park Commission; and
WHEREAS, in July 1994, Marie L. Gilmore was appointed to the Planning Board
where she served until May 1997 and was reappointed in December 1998 where she
served until September 2003. It was during her time on the Planning Board that she,
according to the Alameda Journal, `developed a reputation on the Planning Board for
her diplomacy in handling difficult cases where, like discussions of Measure A, feelings
run high;" and
WHEREAS, Marie L. Gilmore made local history as the first African American
woman to serve on the City Council when she was appointed on September 4, 2003 to
serve until December 21, 2004, and was elected to the City Council on November 2,
2004, served as Vice Mayor from December 2004 to December 2006, was re- elected
on November 4, 2008 and became the first elected African American Mayor on
November 2, 2010 and served until December 16, 2014; and
WHEREAS, as a Councilmember, Marie L. Gilmore worked to restore the historic
Alameda Theater which greatly enhanced the vitality of Park Street, helped build the
new public library, assisted in implementing the renovation of South Shore Shopping
Center, and worked tirelessly to promote businesses at the Harbor Bay Business Park;
and
WHEREAS, since 2010, Mayor Marie L. Gilmore, has urged the City Council to
establish a Project Labor Agreement forging lasting cohesive relationships with the
Building and Construction Trades Council of Alameda County which would promote
living wages for those in our community; and
WHEREAS, Mayor Marie L. Gilmore oversaw the no cost conveyance of
Alameda Point from the Navy to the City, paving the way for the implementation of the
community Reuse Plan and integrating almost 900 acres of former military property into
the fabric of our community for the benefit of future generations; and
WHEREAS, during the economic recession, Marie L. Gilmore guided the City
through rough waters, tightening the City's belt which ultimately resulted in increased
budget reserves by almost 70% from when she took office as Mayor, and achieved a
windfall of over $11 million dollars at the end of her term, that will help offset anticipated
future deficits; fund city -wide park, street, sidewalk, and Americans with Disabilities Act
(ADA) improvements; materials, training and equipment for the Library; the Emergency
Operations Center; and reserves for equipment, vehicles and technology; and
WHEREAS, through her collaborative approach, Mayor Marie L. Gilmore was
instrumental in working with the Public Safety labor groups whereby safety employees
now contribute more toward to their pension and health care than any time in the past,
leading the way in Bay Area cities: and
WHEREAS, during her tenure on City Council and as Mayor, Marie L. Gilmore
tirelessly advocated for more parks, open space in the community, supporting staff in
their efforts to fund the Jean Sweeney Open Space Park and Estuary Park, and
protecting and ensuring the beloved Chuck Corica Golf Complex to sustain it for future
generations to enjoy; and
WHEREAS, while on City Council, Marie L. Gilmore urged support for building a
new Boys and Girls' Club recreation center and to allocate Measure WW funds for it;
and
WHEREAS, one of Mayor Marie L. Gilmore's priorities was to ensure that the
Police and Fire Departments had adequate resources at their disposal to keep
Alamedans safe, and turning words into action, supported the acquisition of a fire
rescue boat with the aid of a Federal Port Security Grant and License Plate Readers for
the Police Department; and
WHEREAS, from October 2013 to December 2014, Marie L. Gilmore served on
the Alameda County Transportation Commission (ACTC) Board promoting the City's
interests particularly as it relates to the passage of Measure BB and ensuring funding
for infrastructure projects beneficial to Alameda, and served on the ACTC Broadway
Jackson subcommittee in an effort to develop and promote solutions to that area that
would improve traffic patterns outside the Webster Tube, benefiting all residents,
particularly those on the West End; and
WHEREAS, Marie L. Gilmore served as an alternate to Alameda County Board
of Supervisor Wilma Chan, on the San Francisco Bay Conservation and Development
Commission (BCDC) ensuring the City's interests as it relates to sea level rise; and
WHEREAS, in March, 2014 Marie L. Gilmore was recognized by the California
State Legislature as 'Woman of the Year" for the 18 th Assembly District for her service
and leadership in the community.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Alameda does hereby express its sincere appreciation for Marie L. Gilmore's many
years of service to the Alameda community.
BE IT FURTHER RESOLVED, that the City Council of the City of Alameda does
hereby congratulate Marie L. Gilmore on her many accomplishments as a member of
the Recreation and Park Commission, the Planning Board, the City Council and as
Mayor.
