The Clerk presented a affidavit showing due posting at each of the 16 election -2recincts a copy of Ordinance No.538,callimg a suecial municipal Bond election,as call ed for in the said Ordinance. Ordered filed. A report was received from the Auditor showing the balances in the various funds on January 31st 1910. Ordered filed. A communication was received from the Police and Fire Commission recommending that an Ordinance be passed closing lool and Cam ooms at twelve o'clock midnight instead such an Ordinance,seconded by Mr .Bullock and carried. A communication was received from F.J.Croll stating that he had appointed InAder and J.E.Peterson,depirty assessors for the coming assessment and recommended that their salaries be fixed at 085.00 per month. Mr.Bullock moved that the salaries be set at 085oo per month, seconded by L:r.Hammond and carried by the following vote. Ayes: Councilmen Christensen,Walker,Krumb,Eammond,Cro by,Ells and Bullock, (7). Noes :None. Absent:Councilnen Fisher and Probst,(-). A communication was recoinied from the Chamber of Commerce inviting the Idayor and Council to be present at a meeting to be held by the said Chamber on the evening of the -'17th inst. Er.hammond moved that the invitation be accepted, seconded by Br.Ells and carried. A communication was received from the Oakland Traction Co.,s.ating that it had or- dered the necessary material to make the improvements promised and that it would be in- stalled as soon as it arrived from the east which would be inabout thirty days. Or- dered filed. An affidavit was presented showing due publication of Notice requesting Proposals for Police Patrol and Ambulance 1;fagon. Orderea filed ,and thereupon the Clerk reported that in compliance with said advertisment he was in receipt of eight bids. .Yfalker moved that they be onened and read by the Clerk,seconded by Y.r.hanmond and carried,and the Clerk read the bids as follows: The White Company, 03000.00, accompanied by a certified check for 4150.00. Howard Automobile Company, 03000.00, accompanied by a certified check for 0150.00. Rambler Automobile Company, by F. R. Fageol, Agent, '2970.00, accompanied by a certified check for l5O.00. Bullock moved that the bids and specifications accompanying bids be referred to the Police and Fire Commission, econded by Mr. Christensen and carried by the following vote. Ayes :Councilmnen Christensen, Krunb, Hammond, Crosby, Ells and Bullock, (6). Noes: None. Absent :Councilmen Fisher and Probst, (2). ' A communication was received from Alfred Nelson requesting that the Couhcil remit a $5.00 fine imposed on him by Judge Tappan on the 4th instant, for peddling without a license . After discussion Mr. Bullock moved that the matter be referred to the License Committee in conjunction with Judge Tappan , seconded by Br. Ells and carried. A petition was received from the First Christian Church for permission to stretch a cloth sign at the crossing of Central Avenue and. Park Street, advertising a carnival to be held at the said church. Mr. Christinsen moved that the request be granted, seconded by Br. Crosby and carried. A report was received from the Printing Committee stating that they had investi- gated the bids for the annual printing of blanks for the difr'erent departments of the City and found that the bid of the Evening Times Star was the lowest and recommended that a contract for the said work be awarded to the sd said Evening Times-Star, same to take effect on the expiration of the contract now in force. Mr. Hammond moved that the recommendation be adopted and contract so awarded, seconded by Mr. Bullock and carried by the following vote. Ayes : Councilmen Christensen, Walker, Krumb, Hammond, Crosby, Ells and Bullock, (7). Noes: None. Absent: Councilmen Fisher and Probst,(2). A report was received from the Street Committee regarding the improvement of Harrison Avenue, between the Park Street and Fruitvalo Avenue bridges and recommending that the owners on the south side be reqneeted to nacadamize a strip through the center about twenty feet wide, with a ditch on the south side for drainage and culverts across the street where necessary to carry off the stern waters. hr. Ells moved that the re- commendation be adopted, seconded by Mr. Hammond and carried. A communication was received from the Street Committee recommending that the arm beil naintained by the South Pacific Coast Railroad at the corner of Sherman Street and Central Avenue be removed and that the Clerk be directed. to notify the rail- road company of the wishes of the Council. Yr. Hammond moved. that the recommendations be adopted, seconded by Mr. Christensen and carried. A communication was received from the Hutchinson Company requesting permiseion to grade, curb, gutter and macadamize Jay Street, between the northern line of Pacific Aveme and the southern line of Eagle Avenue, accompanying the same was a copy of contract signed by interested property owners. Mr. Krumb moved that the request be granted, seconded by Mr. hammond and carried by the following vote. Ayes : Councilmen Christensen, Walker, Krumb,—Hammond, Crosby, Ells and Bullock, (7). Noes ; None. Absent: Council Fisher and Probst, (2 ). A commueication was received from the Hutchinson Company requesting permission to grade, curb, gutter, macadamize and sewer Page Street, between the southern line of Santa Clara Avenue and the northern line of Central Avenue, also permission to do the same work on Taylor Avenue from a point One hundred and twenty-five (125) feet easterly from the easterly line of Vjebster Street, to a point Two hundred and seventy-three (273) feet east, from the easterly line of Page Street, and attached to the petition was a copy of contract with interested property owners. Mr. Hammond moved that the natter be referred to the Street Committee and Street Superintendent with power to act second- ed by Mr. Krumb, an carried, by the followine. vote. Ayes: Councilmen, Christensen, Walker, Krumb, Harwond: Crosby, Ells and Bullock, (7) . Noes: None. Absent: Council- men Fisher and Probst. (2). A communication was received from the Hutchinson Company ( to which was attached a copy of letter from Fitzgerald & Abbot, Attorneys, stating that the proceedings re- lating to the improvement of Peach Street under Resolution of Intention No. 743 had b been faulty) and requesting to be relieved from their contract. Mr. Krumb moved that the communication be filed and that action regarding the improvement of Peach Street under Resolution of Intention No. 74 be rescinded, seconded by Hr. Hammond and carried by the following vote. Ayes:Councilmen Christensen, Walker, Krumb, Hammond, Crosby, The and Bullock, (7). Noes:None. Absent:Councilmen Fisher and Probst, (2). Mr. Krumb introduced the following Resolution and moved its adoption: RESOLVED: That the public interest and convenience require and that it is the intention of the Council of the City of Alameda to order the following street work to be done in said city, namely: That Peach Street from the southern line of Madison Street to the northern line of Washington Street and including the crossings ofSAn Jose Avenue and Adams Street with Peach Street be improved as follows: That the entire width of said street between said limits be graded to the official grade;: that concrete Curbing , eight inches by fourteen inches in corss section dimension, be constructed on the curb lines of said street and on the curved corners of the crossings between said limits, that cement grouted rock gutters, three feet in width and of the flat pattern, be constructed along the roadway of said street between said limits, contiguous to said curbing and to said curved corners; that two gutter bridges, each five feet in width and of pine lumber, be. constructed in each of the four corners of the crossings of Peach Street with Adams Street and. San Jose Avenue; that two cast-iron culverts, ir bedded in concrete, be constructed in each of said last mentioned crossings along the line of Peach Street, one on the eastern and one on the western side of said street at each of said crossings; that the roadway of said street between said limits and in- cluding said crosSings but excepting that portion of said roadway occupied by gutlers, be macadamized with a layer of broken trap rock eight inches in thickness . Mr. Haranond seconded. the Resolution and it was adopted h: the following vote. Ayes: Councilmen Christensen, Walker, Krumb, Hammond, Crosby, Ells and Bullock, (7). Noes: None. Absent: Councilmen Fisher and Probst, (2). A report was received from the Street Superintendent certifying that the work of constructing a sewer in Eighth Street from Central Avenue south, and the grading, curbing, macadamizing and otherwise improving Eighth Street for six hundred feet south of the southern line of Central Avenue had been done by the Hutchinson Company under private contract to his satisfaction and under his-direction and the work complied With the plans and specifications and contract therefor. Ordered filed. Mr. Krumb introduced a will entitled "A Bill for Ordinance No. , Establish- ing the Official Grade of the southern extremity of Cedar Street " which was laid over under the provisions of the Chater. Ii&r. Hammond reported that he had investigated complaints that the Gas CoMpany had refused to lay pipes west of Fourth Street and that they had only made a nominal charge of 45.00, which was reasonable. Report received. Er. Hammond moved that the Clerk be directed to request the Electric Lght De- partment to place a street arc light at the crossing of Broadway and Encinal Avenue, seconded by Er. Bullock and carried. Mr. Krumb brought up the matter of the lack of attention paid notices sent by the Street Superintendent to property owners to lay sidewalks in various parts of the City. Kr. Hammond moved that the matter be left to the Street Committee and. City Attorney with power to act, seconded by ET. Bullock and carried. The Mayor introduced Mr. Bear of Lyon Post, G. A. R., who addressed the Council requesting that it take action to assist in a celebration that the Grand Army intended to hold, in Oakland. Mr. Hammond moved that the Mayor be authorized to appoint a Committee of three to represent the City of Alameda in the matter, seconded by Er. Bullock and carried. Er.Forbes and Mr.Powell addressed the Council on the matter of the acceptance of the work of improving Encinal Avenue ,between Park and 'Llnerman '6treets. No action. was taken. ::11r.Latham of the Police & Fire Commission and Chief Erauth of the Fire Department addressed the Council and recommended that the Fire Alarm nistle at the linniciral Elect- ric Light plant be again sounded at fire alarms. Er.alker moved that the Clerk he di- rected to request the Department of Electricity to mane such arrangements, seconded by Hammond and carried.
