The meeting convened with Mayor W.H.Noy,presiding.
The roll was called and Councilmen Christensen,Walker,4rumb,Crosby,Ells and Bul-
lock,(6) were noted present and Councilmen Hammond,Fisher and Probst,(3),absent.
The minutes of the meeting of November 2nd,1909,were read and ordered approved.
Mr.Fisher arrived and was noted present.
Mr.Krumb moved that the hearing of the protest against the opening of a new street
on the north side of the City,west from Grand Street from Clement Avenue as proposed by
Resolution of Intention No.737,be posponed until the next regular meeting of the Coun-
cil,seconded by Mr.Christensen and carried.
A report was received from the Finance Committee as to the financial condition of
the City for the Fiscal Year ending July 31st 1909. Ordered filed.
Mr.Bullock offered the following resolution and moved its adoption:
Resolved that the following transfers of funds from the general fund of the City
of Alameda are hereby made to the funds hereinafter mentioned. The sum of Eight Hun-
dred dollars to the fund alloted for the maintenance of the Fire Department :the sum of
Six hundred and twenty-seven dollars to the Firemen's Relief and Pension Fund;the sum of
Three thousand dollars to the Police Fund.
The Auditor is hereby authorized and directed to effect the foregoing transfers on
the books of his office.
Mr.Christensen seconded the resolution and it was adopted and passed by the follow-
ing vote. Ayes :Councilmen Christensen,Walker,Krumb,Crosby,Ells,Fisher and Bullock,(7).
Noes:None. Absent:Councilmen Hammond and Probst,(2).
Claims against the General Fund amounting to $818.20;against the Police Fund
amounting to $48.50;against the Fire Fund amounting to $716.95;against the Street Fund
amounting to $13.50 and against the Firemen's Relief and Pension ,.und amounting to
$1000.00 having been approved and audited by the proper officials were read by the Clerk

The Auditor presented a Balance Sheet showing the amount of money on hand on
October 31st 1909. Ordered filed.
A statement was received from the Auditor showing apportionment of taxes receiv-
ed up to November 12th 1909. Ordered filed.
A communication was received from E.M.Shaw,compiaining of the poles that were
being erected on Grand Street for the carrying of electric wires. Mr.Krumb reported
that he had investigated the matter and stated that the poles were to take the place
of poles already erected and that the same would be removed as soon as wires were strung
on the new poles and moved that the Clerk be directed to notify the complainant to
that effect. So ordered.
A communication was received from P.W.Barton in which he tendered his resignation
as a member of the Board of Free Library Trustees. Mr.Christensen moved that the res-
ignation be accepted and that W.M.Bowers be appointed to fill the vacancy for the unex-
pired term,seconded by Lr.Bullock and carried by the following vote. Ayes :Council-
men Christensen,Walker,Yrunb,Crosby,Ells,Fisher and Rullock,(7). Noes:None. Absent:
Councilmen Hammond and Probst,(2).
George Hasman presented an application for a gratuitous license to peddle fruit
and vegetables. Y .Ells moved that it be granted but that it be subject to the wagon
license,seconded by Mr.Walker and.carried.
A communication was received from the Oakland Traction Company stating that in
compliance to request that they would remove the switch maintained by them on San Jose
Avenue between learl and Versailles. Ordered filed.
A lease accompanied by a map was received from the U.S.Government for the lease
of the property bordering the canal at the north end of Oak Street. Mr.Krumb moved
that it be filed and the City Attorney be directed to address a communication to the
Geo E.Dow Pumping Engine Co.who had disputed the City's right to the said land,of the
matter,seconded by Mr.Walker and carried.
F.N.Delanoy,President of the Park & Playground. Commission to whom had been"refer-
red the matter of ascertaining the price for which the property adjoining Washington
Park on the west and the price for which the property adjoining the Lincoln ='ark on
the north could be purchased by the city,presented a report that the owners af the prop-
erty adjoining Lashington Park wanted ;1;32500.00 and for property adjoining Lincoln
Park 23000.00. Ordered filed.
A communication was received from the Eouthern Pacific Company explaining the
matter of the blocking of the street cars at the stations located at First and Broad-
way and at 23rd Avenue Stations in Oakland. Ordered filed.
A petition was received from the Southern Pacific Company requesting permission
to remove a trestle and replace it with a fill as shown on a map which accompanied the
petition. The Street Superintendent reported that he could see no objection to the
request and thereupon Mr.Krumb moved that permission be granted provided there was an
opening large enough left for drainage,seconded by Mr.Christensen and carried.
A petition was received from the East End Improvement Club requesting that an
additional permanent fireman be stationed at the Court Street Fire House. Mr.Fisher
moved that the matter be referred to the Police and Fire Commission and. Committee of
Fire,Water and Police,seconded by Mr.Krumb and carried.
A petition was received from F.Sobrero requesting permission to shoot birds that
he claimed were destroying his vegetable crop on land occupied by him in the extreme

City Attorney,seconded by Mr.Walker and carried.
The Committee appointed to ascertain the cost of obtaining the property necessary
to widen Encinal Avenue to sixty feet from Versailles Avenue to a point about 140 feet
west of Broadway,presented a report accompanied by a map,that the said cost would be
0525.00. Mr.Bullock moved that the report be adopted,seconded by Mr.Ells and carried
by the following vote. Ayes :Councilmen Christensen,Walker,Krumb,Crosby,Ells,Fisher
and Bullock,(7).

Mr.Bullock moved that the above matter be referred to the Mayor to interview the
Railroad. Company as to what they might pay toward the said expense,seconded by I,r.Chris-
tensen and carried.
A report was received from the Street Superintendent that the work of grading,curb-
ing and paving with standard asphalt the east side of the Webster Street Roadway and
constructing a storm sewer in the same had been done by the Ransome-Crummey Company,con-
tractors to his satisfaction and under his direction. Ordered filed.
A report was received from the Street Superintendent that the work of grading,
curbing,macadamizing and otherwise improving Versailles Avenue from Central to Buena.
Vista Avenue;Pearl Street from Lincoln to Buena Vista Avenue and Buena Vista Avenue
from Versailles to Everett Street had been done by Hutchinson Company under private
contract,under his direction and to his satisfaction. Ordered filed.
An agreement was received from the Southern Pacific Company regarding the sewer
pipe line leading from the north end of'the Webster Street Roadway into the estuary
under their tracks and through their property. Ordered filed.
A petition of Remonstrance was received signed by L.W.Cleveland et al,represent-
ing ownership of 972 feet,protesting against the work of grading,curbing,macadamizing
and otherwise improving Post Street between Encinal Avenue and Washington street under
Resolution of Intention No.742. The Street Superintendent reported that the petition
represented a majority of the property owners on-the said street and that the petition
had been presented within the time allowed for such protests. Mr.Walker moved that it
be filed seconded by '2" .11 umb and carried.
A petition was presented signed by Mrs.F?B?Wood,et al requesting that Bay Island
Avenue be opened and improved easterly from Park Street. Mr.Walker moved that the
matter be referred to the Street Committee,seconded by Mr.Fisher and carried.
The Street Committee reported on the matter of the improvement of the curb and
gutters in front of the City Hall on Santa Clara Avenue and recommended that the Street
Superintendent be authorized to invite bids for the said repairs and to have power to
let a contract at a prise not to exceed 30O.00. Mr.Christensen moved
that the recommendations be adopted ,seconded by Mr.Walker and carried by the following
vote. Ayes :Councilmen Christensen,Walker,Yrumb,Crosby,Ells,Fisher and. Bullock,(7).

A report was received from the Public Utilities Committee suggesting that some
measures be taken immediately whereby an incinerator be erected for the disposal of gar-
bage. Ordered filed..
A report was received from the Public Utilities Committee with referrence to the
approximate cost of a salt water system for fire protection for the city,and fixing
said cost at about 100000.00,naming the street in which mains would be laid and a map
of same. On motion of Mr.7rumb the report was ordered filed.
A communication was received from the City Attorney adviseing that he differed in
his opinion with City Justice F.B.Tappan as to the meaning of the provisions of the so-

referred to the Board of Health,seconded by dr.Va1ker and carried.
A petition was received from ;.1Boyson and some 21 others residents of the
neighborhood of Bay Island Avenue between Broadway and Regent Street requesting that
Garbage-men be allowed to store manure at said locality. Lr.Krumb moved that the
matter be referred to the Board of Health,seconded by Mr.Walker and carried.
A communication was received from A.R.King,offering the sum of c20.00 for the
old ambulance. Mr.ialker moved that the sare be referred to the Police and Fire R
Commission,seconded by Mr.Krumb and carried.
:r.Krumb offered the following Resolution and moved its adoption:
Resolved,That the public interest and convenience require and that it is the in-
tention of the Council of the City of Alameda,to order the following street work to be
done in said City,namely: That Eadison Street between the eastern line of Mound Street
and the eastern line of Peach Street,excepting that portion of Madison Street lying be-
tween the western line of Court Street and the eastern line of High Street,be improved
as follows:
That the entire width of said portion of said street between said limits be grad-
ed to the official grade;that concrete curbing,eight inches by fourteen inches in cross
section dimension,be constructed on the curb line of said portion of said street and
on the curved corners of the crossings of said portion of said street;that cement grout-
ed rock gutters,three feet in width and of the flat pattern,be constructed along the
roadway of said portion of said street contiguous to said curbing and to said curved
corners;that two gutter bridges,each five feet in width and eff pine lumber,be con-
ucted in each of the four corners of the crossings of said portion of said street;
that two cast iron culverts imbedded in concrete be constructed at each of the crossings
of Post Street and Peach Street with Madison treet across said Madison Etreet,one on
the eastern and one on the western side of each of said crossings;that the roadway of
saod portion of said street and including said crossings but excepting that portion of
said roadway occupied by gutters be macadamized with a layer of broken trap rock,eight
inches in thickness.
The Alameda Daily Argus is hereby designated as the daily newspaper published and
circulated in this City in which this resolution,and the Street Superintendent's No-
tice of the passage thereof,shall be published. The Clerk is hereby directed to pub-
lish this Resolution by two successive insertions in said newspaper,and post the same
for two days conspicuously near the Chamber door of this Council.
Mr.Christensen seconded the resolution and it was adopted by the following vote.

A Bill entitled "A Bill for Ordinance No. Regulating the Keeping and Storage
of Manure",introduced November 2nd 1909,by Yx.:Krumb,came up for passage and was read
by the Clerk. Mr.Krumb moved its adoption,seconded by 1,Ir.Walker and passed and adopt-
ed by the following vote. Ayes:Councilmen Christensen,Walker,Krumb,Crosby,Ells,
Fisher and Bullock,(7). Noes:None. Absent :Councilmen Hammond and Probst,(2).
A Bill entitled "A Bill for Ordinance No. Prohibiting the Use of Sidewalk Trees
for Hitching Purposes"introduced November 2nd 1909,by Mr.Krumb,came up for passage and was
read by the Clerk. Mr.Krumb moved its adoption,seconded by Mr.Crosby and adopted and
passed by the following vote. Ayes:Councilmen Chri tensen,alker,Krumb,Crosby,Ells,
Fisher and Bullock,(7). Noes:None. Absent:Councilmen Hammond and Probst,(2).
Mr.Krumb introduced A Bill entitled "A Bill for Ordinance No. Approving and

Southern Pacific Company,and Granting to said Company the Right to Place,Maintain and
Operate Electric Feed Wires on Poles of the City of Alameda upon Pearl Street from its
intersection with the track of the Central Pacific Railway Company on Lincoln Avenue to
its intersection with the track of the South Pacific Coast Railway Company on Encinal
Avenue in the City of Alameda",which was laid over under the provisions of the Charter.
Mr.Ells moved that Mr.Fossing be granted permission to make certain repairs to a
building owned by him on the corner of Park Street and Pacific Avenue,the work to be
done under the supervision og the Building Inspector,secoided by Mr.Fisher and carried.
IJr.Walker brought up the matter of the request of the Police and Fire Commission
to have the water Company install mains of the same diameter on Park Street,stating that
he could obtain no satisfaction from the water company and moved that the matter be re-
ferred back to the Police and Fire Commission,and the Chief of the Fire Department,se-
conded by Mr.Crosby and carried.
Mr.Krumb brought a the matter of opening a street on the west side of the Wash-
ington Park and moved that the matter be referred to the Street Committee,seconded by
Mr.Walker and carried.
Mr.Krumb brought up the matter of the agreement made with Geo.W.Emmons to construtt
cement steps leading down to the beach from the bulkhead constructed by him at the south
end of Union Street,and moved that the Clerk be directed to notify- Mr.Emnons to comply
with the agreement,seconded by Mr.Fisher and carried.
Mr.Krumb brought up the matter of lighting the Webster Street Roadway and moved
that the matter be referred to the Street Committee and the Department of Electricity
with the object in view of installing arc lights thereon and removing the incandescent
lights installed on the west side of the said roadway,seconded by r.Walker and carried.
Mr.Walker moved that the Clerk be directed to communicate with the U.S.Government
officials and ascertain from them whether the government would pay for their share of
the work done to improve Harrison Avenue between the Park Street and Fruitvale Avenue
Bridges seconded by Mr.Kramb and carried.
Their being no further business to transact the Council adjourned until the next
regular meeting Tuesday,December 7th 1909,at 7.30 P.M.
