1911-01-03 Regular CC MinutesREGULAR HEETITJG OF THE COUNCIL OF TEE CITY OF ALAMEDA, TUESDAY,JANUARY 3rd 1911. The meeting convened with Mayor VI.E.Noy,presiding. The roll was called and Councilmen Christensen,Krumb,Eammond,Spence,Ells, Fisher,Probst and Bullock, (8),were noted present and Councilman Walker,(1),absent. The minutes of the meeting of December 20th 1910,were read and ordered, ap- proved. A communication was received from City Engineer I.N.Chapman,certifying that F.H.Dahnke the contractor who was constructing the south side sewer had completed enough of the said work to entitle him under the terms of his contract to 2670.37. Yr.Yrumb moved that the certificate be filed,seconded by Mr.Christensen and carried. A report was received from the Municipal Electric Light iant for the month of November 1910. Ordered filed. A communication was received from Oswald Lubbock,City Treasurer requesting that as the Council had allowed in his budget for the employment of a clerk,that Leon H.Ader,who had been appointed by him as such,be placed upon the regular monthly pay roll. Mr.Hammond moved that the request be granted,seconded by Mr. Bullock and carried by the following vote. s:Councilmen Christensen,Krumb,Bam- mond,Spence,Ells,Fisher,Probst and Bullock, (8). Noes :None. Absent :Councilman Walker, (1) John Wells presented an application for a gratuitous license to peddle brooms,brushes &c. Mr.Hammond moved that the request be granted,seconded by Mr.Ells and carried. The Oaths of Office were f resanteci as sworn to by Clark Spence as Council- man representing the Sixth Ward and by Wilisie E.Martin as Park and Playground Commissioner. Ordered filed. January 3rd 1911. sewer in Eighth Street at a cost not to exceed 0125.00 and also to construct neces- sary lavatories and conveniences in McKinley Park at an estimated cost of about 500.00. Mr.Hamnond moved that the request to construct asewer in Washington Park be granted,seconded by Mr.Prob t and carried by the following vote. Ayes:Councilmen Christensen,Krumb,Hammond,Spence,El1s,Fisher,2robst and Bullock,(8). Noes:None. Absent:Councilman Walker,(1). Mr.Bullock moved that the request to construct lavatories and conveniences in McKinley Park he referred back to the Commission for more definite figures and es- timate,seconded by Idr.Hammond and carried. The Clerk presented a schedule domtaining a copy and list of all the blanks and books as needed by the different departments of the city government. Er. Ells moved that the schedule be adopted by the Council and that the Clerk be direct- ed to advertise for bids for doing the printing of said blanks and books for the year of 1911 - 1912,seconded by :r.Hammond and carried by the following vote. Ayes: Councilmen Christensen,Krumb,Hammond,Spence,Ells,Fisher,Probst and Bullock, (6). Noes:None. Absent:Councilran Walker, (1). Mr.Hammond moved that the Clerk be directed to advertise for the annual adver- tising for the year 1911 - 1912,seconded by Mr.Probst and carried. A communication was received from the Board of Supervisors of Alameda County, calling attention to the agreement of the City of Alameda,made by the City Council on June 17th 1908,to furnish electric current for a period of five years to operate the three tidal canal bridges when the said bridges were put in order and the nec- essary electrical machinery was installed,and requesting that the Council take the necessary steps to furnish the power as it was expected that the said bridges would soon be placed in condition to operate. Mr.Yrumb Moved that President of the Council appoint A a special committee totake up with the Board of Supervisors in an endeavor to lessen the expense of installing necessary wires and poles,seconded by :jr.Hammond and carried and thereupon President Bullock appointed a committee of three consist- ing of Messrs.Hammond,Krumb and Christensen. Deeds properly recorded were received from P.F.Bradhoff and also from Geo.E. Hilton for right of way purposes for a strip of land 80 feet wide being a portion of land taken forFernside Boulevard. Ordered filed. A communication was received from Mrs.A.M.Schaarschmidt protesting against the closing of Sixth Street south of Central Avenue. Mr.Hammond :oved that the matter be referred to the Street Committee,seconded by Yx.Probst and carried. Mr.Xrumb stated that an error had been made in the Resolution of Intention No. 756 looking to the improvement of High Street and moved that all action in the matter under the said Resolution he rescinded,seconded ly Er.hammond and carried hy the fol- lowing vote. Ayes:Councilmen Christensen,Krumb,Eammond,Spence,Ells,Fisher,Probst and Bullock, (8). Uoes:None. Absent:Councilman 'alker,(1). Mr.Krumb offered the following Resolution and moved its adoption: Resolved,That the public interest and convenience require and that it is the intention of the Council of the City of Alameda to order the following street work to be done in said city,namely: That High Street,from a right line eleven hundred (11C0) feet right angle meas- urement northerly from and parallel with the northerly from and parallel with the _ .11 J.1 T1--.21-1 ,Junuary oru Ivii. Bridge,which is distant seven hundred and twenty-seven and four-tenths (724.4) feet northerly along the center line of High Street from the right line above mentioned, and excepting the crossing of High Street with Fernside Boulevard,be improved as follows: That the entire width of said portion of said street from property line to property line be graded to the official grade;that concrete curbing,eight inches by fourteen inches in cross section dimension,combined with concrete gutters,three feet wide by six inches thick,nnd of the flat pattern,be constructed along both edges of the roadway od said street between said limits;that the remaining portion of the roadway of said portion of said street be macadamized with a layer of broken trap rock eight inches in thickness; And he it further re olved,that the proceedings for the doing of said street work shall be and are hereby taken under and by virtue of the provisions of the "Local Improvement Act of 1901",and that the proposed work above described be and the same is hereby referred to the City Engineer of the City of Alaneda, d said City Engineer be and he is hereby instructed to make to the Council of the City of Ala- meda a report in writing containing his recomrendations as to the best method of doing said work and of making said improvement. A Bill entitled "A Bill for Ordinance No. Establishing the Curb Grade of Chestnut Street south of Clinton Avenue",introduced December 20th 1910,hy Er.Krumb came up for passage and was read by the Clerk. Mr-.Hrumb offered the following Resolution and moved its adoption: Eesolved,That the public interest and convenience require and that it is the intention of the COuncil of the City of Alameda to order the following street work to be done in said city,namely: That Chestnut Street from the southern line of Clinton Avenue southerly to the southern end of said street at the line of the ex- isting concrete bulkhead be improved as follows: That the entire width of said street between said limits,from property line to property line,excepting both sidewalks between the southern line of Clinton Ave- nue and a line 35 feet southerly from and parallel with the southern line of Clin- ton Avenue,he graded to the official grade';that concrete curbing,eight inches by fourteen inches in cross section dimension,combined with concrete gutters,three feet wide by six inches thick,be constructed along both edges of the roadway of said street between said limits;and that the remaining portion of the roadway of said street between said limits be macadamized with a layer of broken trap rock, six inch- es in thickness. The Alameda Daily Argus is hereby designated as the daily newspaper published and circulated in this City in which this resolution,and the Street Superintendent's Notice of the passage thereof,shall be published. The Clerk is hereby directed to publish this Resolution by two successive insertions in said newspaper,and Do the same for two days conspicuously near the Chamber door of this Council. Mr.Christensen seconded the resolution and it was adopted and passed by st he January 3rd 1911. A.Bill entitled "A Bill. for Ordinance No. E.eguiating the Construction, Erection,Alteration,Maintenance and Use of Places of Amusement wherein Moving Pic- tures are Exhibited for Public Entertainment and to which an Asmission fee is Char- d",came up for hearing. Mr.Hammond moved that it be laid on the table,second- ed by Mr.Probst and carried. A communication was received from the Department of Electricity requesting that Mist Hazel Dudgeon the Mayor s stenographer be allowed to do clerical work in the office of the Municipal Electric Light Plant when not otherwise engaged, the said Department agreeing to pay for such services the sum of 20.00 per month. Ordered filed,and thereupon Er.Hammond offered the following resolution and moved its adoption: Resolved,that the salary of the Mayor's stenographer be and the sane is here- by fixed and established at the sum of Seventy (70.00) Dollars per month,commenc- ing on the first day of January,1911,and payable in arrears for each calendar month provided,that the Department of Electricity shall ray Twenty (;20.00) Dollars of said salary so established,for services rendered by such Stenographer in said Dep- artment and the balance thereof,to wit :the Sum of Fifty 50.00) Dollars to be paid out of the General Fund. IvIr.Christensen seconded the resolution and it was adopted and passed by the. following vote. Ayes :Councilmen Christensen,I:rumb,Hammond,Spence,Ells,Fisher, Probst and Bullock, (8). NoesNone. Absent :Councilman Walker, (1) Mr.Hamnond moved that the City Attorney be instructed to draw up an amend- ment to the Street Lighting Law and take up the same with the representatives from, this district in the State egislature,to have an Amendment made,whereby the Depart- ment of Electricity may have an opportunity to bid on the work, seconded by 1.1r .Ells and carried. Mr.Yrumb reported that the Southern Pacific Company had completed the work of macadamizing &c that part of Fernside Boulevard which Er.Kearney re-claimed poss- ession of. on account of the said improvement not having been completed on time in compliance with his deed for same,and stated that under the present conditions he believed the Council could take no further action. Mayor Noy in a few well chosen remarks welcomed Councilman Clark Spence as a member of the Council which Mr.Spence acknowledged. by thanking the Mayor and Coun- cil for the honor conferred by hid appointment and promised to do all, that he could for Alameda in such a capacity. There being no further business to transact the Council adjourned until the next regular meeting,Tuesday,January 17th 1911,at 7.30 P.E.
