The Roll was called and Councilmen Christensen,Waiker,1:rumb,Hammond, Spence, Ells,Fisher,2ro1ist and Bullock,(),were noted present and none absent. The Minutes of the regular meeting of March 7th were read and ordered approved. The Minutes of the Special meeting of March 13th were read and ordered approved. A communication was received from Frank K.Mott,:iLayor of Oakland,acknowledgin,,, receipt of comp:unication suggesting that the City of Oakland appoint a Committee to act with the Committee from Alameda with the object in view of olAgiring best results regarding the improvement of the Oakland harbor by the U.S.Govcrn- ment. Ordered filed. John 7.Curvey presented a Ietition for the position of Janitor of the City hail in case of a vacancy. Ordered filed. The following named persons made applications for gratuitous licenses: Miss C.E.Zwillinger,to solicit orders for fancy raisins. 3.S.flreen,te peddle pencils. J.Beaubien,to sell, on the streets and peddle candy. Wm.Johnson,to peddle shoe strings,pencils tc. D.J.Hc R,uarrie,to do a junk business. Mr.Ells moved that the applications he granted but that in the case of 7.J. McQuarrie he be subject to the wagon license, seconded by I:Ir.Prohst end carried. An option was received from the Ynome Loan & Trust Co. ,by C.1{.Rohinson,ires and Frances M.Tieckett,Atty in Fact,the owners of the "Hays Tract" adjoining Wash- ington Park on the west, offering the property to the City for the slim of 30,000. provided the City should desire to purchase the same by raising money through a bond election. Ordered filed. A report was received from the Street Committee to which was attached a re- port of the City Engineer setting forth his side of the matter of the claim of the South Shore Land Company for reimbursement for repairs to the bulkhead at the south end of the Ea Park Tract. Ordered filed. Thereupon W.C.Sharpstein, representing the South Chore land Company addressed the Council setting forth at length its side of the controversy which was a contradiction to the report of the City Engineer. lir.C.A.Hooper also addressed the Council supporting the statements of Mr.Sharpstein. Mr.Valker moved that the matter be referred to the Street Committee to take izp with the said South Shore Land Company,City Engineer, Street Superintendent and City Attorney and to report back to the Council at its next meeting,seconded by Mr.Eammond and carried. An affidavit was presented showing due publication of Proclamation calli for a General Municipal Election to he held on April 10th 1911. Ordered filed. A communication addressed to the City Clerk was -pesented from I.7;.Lovey,n which he stated that lie had discovered that he would not be qualified to hold the office of Councilman by reason of the fact that he could not comply with the prov- isions of the Charter which necessitated a three years residence prior to his election and therefore requested that his name be not placed on the ballot. The Clerk_ reported that the communication had been received before he had had the bal- lot prepared and that he had therefore complied with the request. The Clerk presented. a certificate stating that certain offices would have to be filled hy virtue of the expiration of the terms of office of the Mayor,Auditor and Assessor, Treasurer & Tax Collector, One Councilman at Large ,a Councilman from the Second Tard,a Councilman from the Fourth Ward,a Councilman from the Fifth Ward and a Councilman from the Seventh Wardland that the following named persons had filed nomination petitions in accordance with the provisions of the Charter. For Mayor: Ceo.H.Fox. S.Miller and W.H.Noy. Maech 21st 1911. For Treasurer Tax Collector: Oswald Lubbock and. J.H.Reese. For Councilman at Large: Alfred L.Morgenstern,Joseph J.Stackler and F.G.Welp. For Councilman from the Second Ward: Peter Christensen and. E.J.Hackett. For Councilman from the Fourth Ward:R.B.Dullock,L.W.LoveY and 7.J.Paterson. For Councilman from the Fifth Ward: A.H.reckwoldt,Arthur E.Brown,Wm Hammond., �r., and Henry c.Lassen: For Councilman from the Seventh Ward:R. .Dunbar,Chas.Hasselgren and E.J.Frohst Er.Probst moved that the certificate he filed,seconded by iir.Christensen and carried. The Clerk read a communication addressed to him and dated Larch 20th from Ar- thur M.Brown who had been nominated for the office of Councilman from the Fifth Ward requesting that his name he withdrawn from the ballot. The Clerk read a copy of a letter which he had written to Mr.Brown stating that as his communication haa been received after the sample ballots had been printed he could not comply with the re- quest. Er.7robst moved that the actions of the Clerk be approved., seconded by L2r,Fils and carried. A communication was received from the Panama Pacific International exposition Publicity Committee advocating the Council taking action looking toward a county tax to raise funds for a county exhibit at the said exposition. Ordered. filed. A communication was received from the Alameda Improvement Club complaining of the unloading of cars containing building material to be used in the construction of the Washington School. The Clerk reported. that School Director Aitchison had reported to him that the matter had been satisfactorily explained to, the said. Club and they had withdrawn their objections. The Communication was ordered filed. A communication was received from E.A.Smith of New York the same being accom- panied by drawings advocating the use of certain patented jetties for retaining shore lines. Ordered filed. A communication was received from the Eerchant's Association of San Francisco recommending that the Council take action toward having legislative representatives in Sacramento favor the smnended Wolfe Senate Constitutional Amendment. Ordered filed. A communication was received from the 7)epartrent of Electricity requesting the Council to take action toward having the necessary 'Resolutions passed to have Electric Light Lamp Posts installed along certain streets. Er.Frobst moved that the matter be referred to the Public Utilities Committee in conjunction with the City Engineer and the City Attorney to prepare and present the necessary resolutions to do the work,seconded by Er. Ells and carried. A communication was received. from A.D.Shepard,General :Janager of the Pacific Improvement Company offering to sell to the Cities of Oakland,Alameda and. Berkeley Sheep Island in San Francisco Bay as a site for a garbage creamatory. Mr.alker moved that the matter be referred to the Public Utilities Committee ,seconded by Yr. Ells and carried. A report,estimate of cost and plan of a proposed water supply for fire protec- tion for the north end of Webster Street was received from the City Engineer. Ur. Walker moved that the same be referred to the Finance Committee ,seconded. by Er.Ham- mond and carried. Er.Bnllock,Chairman of the Finance Committee reported that he had investigated the matter. That the Fire Underwriters had informed him that a Larch 21st 1911. A communication was received from C.J.Rhodin reporting on the conditions at present existing regarding the Hetch Hetchy Valley water supply as affecting the cities on the east side of the San Francisco Bay,and suggesting that Alameda con- tribute the sun of 60C.00 for the protection of its rights of equity in the project. Mr.Walker moved that the matter be feferred back to the Public Utilities Committee for further investigation, seconded by Yir.Probst and carried. The Street Committee presented a report tat it had investigated the bids for completing the construction of the South Side Intercepting Sewer and found that M.Kurphy was the lowest bidder and recommended that the contract be awarded to him. Mr. Probst moved that the recommendation be adopted,seconded by iv'.r.11ammond and carried by the following vote. Ayes :Councilmen Christensen,alker,Krumb,hammond,Spence, Ells,Fisher,Probst and Bullock,(9). Noes :None. Absent :None. The Street Committee presented a communication recommending that concrete steps be constructed at the south end of Union Street and that the Street Superin- tendent he directed to construct the same. Absent:N, „-- e. ) • The Street Committee presented a communication reporting progress in the mat- ter of opening Minturn Street through to Santa Clara Avenue. Ordered filed. A communication was received from The Marshal A.Frank Co.,submitting rates of insurance on the Regal Automobile recently purchased for the Street Jepartment. Mr.F:rnmb moved that the matter be referred to the Street Committee with porer,se- conded by Mr.Hammond and carried by the following vote. A communication was received from the Southern Pacific Company,stating that under the conditions governing the anti-pass sections of the law, it could not safe- ly make a general order to allow policemen free rides on the local trains. Order- ed placed on file. The hour of 8 o'clock P.M. having arrived the Clerk presented the affidavit of Posting of Notice under 2esolution of Intention 11o.757 filed in his office Feb- ruary 28th 1911, also the affidavit of Publication of said Notice, filed in his of- fice February 16th 1911,and said affidavits were read. Yr.Krumb moved that it be by the Council ordered that Notice the Hearing referred to under said Reso- lution of Intention No.757,had been posted and published according to law,the mo- tion was seconded by Mr.Christensen and carried by the following vote. Ayes: Councilmen Christensen , Vialker, Krumb , Hammond, Spence , , Fisher , ProbsP and Bullock, (9) . Noes :None. Absent :None. Mr.Hammond moved that further proceedings under Resolution of Intention No.757 be posponed until the next regular meeting of the Council,seconded by i:ir.Urumb and carried by the following vote. Complaint having been made to the Mayor of an ark located on the beach at the north end of 8rand Street by the Taylor Lumber Ooinpany,Lr .'Thristensen moved that the same be referred to the Street Committee ,seconded by :Ir.Yrumb and carried. A communication was received from the Board of Underwriters of the Pacific advocating the passage of an Ordinance Regulating the Use or Dischar7e of irearms or Fireworks,eta.,The Fire,Water and Police Committee to whom the matter had boon referred at the Council Committee neeting reported progress.
