The Roll was called and Councilmen Christensen ,Hammond, Sperice ,Morgenstern and Bullock, (r) were noted present and Councilmen Vialker,::rumb,Ells and Probst, (4) absent. The minutes of the meeting of July 18th 1911 were read and ordered approved. Councilman Probst arrived and was noted present. A surety bond in the sum of :1000.00 was received from Howard Simpson as collector and Clerk in the employ of the Board of Electricity with the United States Fidelity & Guaranty eo.,as surety. A communication to which was attached a detailed statenent,was received from the Board of Electricity showing the cost of installing the necessary wires ,rec necessary to furnish the bridges across the Tidal Canal with the electric power to Work the same and fixing the amount at 5718.10. Ordered filed. Street Superintendent Frodden presented a statement of the expenses of the Street Department for the Fiscal Year ending June 50th 1911. Ordered filed. A communication was received from the Layer in which subect to the approval of the Council he appointed James M.Shanly a member of the Board. of Education in the place and stead of Sumner Crosby,resigned. A communication was received from the Star Electric Company of New York advo- cating their fire alarm alrearatus and requesting that it he given a chance to bid on any such work that may be done by the City of Alameda, Ordered filed. Kr.Hammond moved that the Clerk be directed to address a communication to l.H.Robinson the Attorney for the owner,who was at present absent from the State, _ling attention to the condition of the said building and requesting that the conditions be reme- died,seconded by Y.r.Probst and carried, A communication was received from Edward C.Mills stating that he had purchas- ed the liquor business of Henry Joost at 2170 7,ncinal Avenue and requesting that the license now held by the said 'enr: et be transferred to him. The matter of the hearin g of the Petition of Remonstrance against the work of erecting electroliers on Haight Avenue from 4th to 9th Ctreet,on 5th. A :,,r.Christensen offered the following resolution and moved its adoption: UHEREAS,the City Council of the City of Alameda did,on the 16th day of April, 1911,pass its Resolution of Intention 7o.760,to order the following improvement to be made in said city,namely: that iron pipe electric posts,each with a cast iron top and ground glass globe and Tamp and set up in a concrete base,be erected and cons- tructed on both sides of the following descrned streets and avenues of said city, between the limits thereof hereinafter mentioned :said lamp posts to be placed at in- tervals of 150 feel, along each side of said streets and avenues,and arranged so that the Tamp posts on one side of any such street or avenue shall be alternate with those on the other side thereof:end that said lamp nosts shall be wired and connect- ed by means of underpeound conduits of iron ripe for operation h the municipal electric light plant )f snid city:that said improvement shall he made and construct- ed on the following named streets and avenues,to wit: Haight Avenue between Fourth and Flint treets:Sixth Street between Haight end Centro,1 Avenues:Fifth Street between Haight and Central Avenues :and WH=ASbefore the time set for the hearing,to wit, Tuesday the 18th day of July,1911,at the hour of eight o'clock 7.M. ,written protests were filed with the Clerk of the City Council:and,whereas,on the 16th day of JuIy,1911,the hearing of such protests was posponed and acljonrned until the first day of August,1911,at Eight o clock P.Id.:and,whereas,on said first day of August,1911,at the hour of Pi o'cloCk said City Clerk presented to said City Council all of the rrotests presented against said improvement, and at said time also presented to said Council all pro- tests against the assessment for said improvement;and,whereas,said City Council did then and there proceed to hear end pass upon all of the said protests,and having duly considered the same,it is hereby .7.ESOLWM,by the City Council of the City of Alameda, that the written protests against said improvement 'he , and the same are hereby overruled:and be it further R7TOIVED,that the proposed assessment for said improvement be,nnd the sane hereby confirmed:and be it further RESOL-TaD that the report of the .7oard of 7lectricity of the Oity of Alameda presented and filed on the 20th dyy of June,19110ith the Clerk of the City be, and the same is hereb-,,, adopted as a whole . ilr.3pence seconded the resolution and it wns adopted and passed by the follow- ing vote. It is further resolved that this resolution and proceedings hereunder are taaer under and by virtue of the provisions of an act entitled "An Act to provide for the lighting of public streets,lanes,alleys,roads and places in municipalities,and for the assessment of the costs and expenses thereof upon the property benefited thereby." The matter of the Petition of Remonstrance against the construction of a sewer in Bishop Street under Resolution of Intention "To.768 was taken up and enort was eived from the Street Committee recommending that all action tnder the said mat- ter be rescinded. Lir.Christensen moved that the recommendation be adopted and that all proceedings under Resolution of Intention No.768 be rescinded,seconded by Er. Spence and carried hy the following vote. Er.Christensen offered the following Resolution and moved its adoption: RESOLVF.D,that the City 7ngineer be and hereby is directed to make plans and Specifications for the following Street work to be done in caia City,namely: That Mound Street from the southern line of San Jose Avenue to the northern line of Calhoun Street,and including the crossings of Adams Street,ashington Street and Fillmore Street with Mound Stroot,he improved as follows. That the entire width of the roadway,between said limits,and including the roadway of said crossings be re-graded to the official P:rade:that combined concrete curbs and gutters, (curb to be 8 inches by 14 inches in cross-section dimensionand gutter ho be 3 feet in width, he constructed on the curb line of said street and on the curved corners of id crossings hetweer the said limits ;that two (2) part-circle, corrugated,iron cu3verts one with and one without branches and handholes,sha:11 he constructed, one on the east- ern and one on the western side of each of the crossings above mertioned;that the road- way Ad street between said limits and including said crossings,but excertirg that portion of said roadway occupied by gutters,be macadamized with a layer of brok- en trap rock eight inches in thickness. That said culverts to he constructed hereunder shall he of part-circle corru- gated American Ingot iron in accordance with 'Plan for Corrugated Iron Part-Circle Culverts" adopted by the Council of the City of Alameda,Liay 3rd 1910,ard on file in the office of the City Clerk of said city,which plan is hereby referred to and made a part hereof,as per Resolution of Intention No.767,Adopted by this Coancil,June 20, 1911. And that the Clerk he instructed to notify the City . eer of the adop- tion of this Resolution. Mr.Probst seconded. the resolution and it was adopted and rassed by the follow- ing vote. lock, (6). The City Engineer presented,RJ.ans,Specifications and quantity estimate in con- nection with the above resolution and thereupon Er.Christensen offered the following Resolution and moved its adortion: RESOLVED, That the Plans and Specifications furnished by the City Engineer of the City. of Alameda,to this Council,for the following Street work to be done in said City,nameay: That Mound Street from the southern line of San Jose Avenue to the northern line of Calhoun Street, and including the crossings of Adams Street,1ashing- ton Street and Fillmore Street with Mound Street,be improved as follows. R7SOINF.D,That the public interest and convenience require and that it is the intention of the Council of the City of Llamoda to order the following street work to be done in said city,namely: That Fernside Boulevard from the 'resent sewer in High Stree., to a Feint 1584.39 feet westerl, r therefrom be improved as follows: That a salt glazed vitrified iron stone sewer six (6) inches in inside diameter,with four (4) inch "Y" branches and without house connections be constructed in Fernside Bou- levard along a line three (3) feet hott'nerly from and parallel with the southerly line of said Fernside Boulevard from the intersection thereof with the center line of High Street;thence in a line,as stated,to a point 1584.39 feet westerly therefrom. That six (6) new manholes shall be constructed along the line of said sewer in the manner hereinafter described, one at the eastern termination thereof, one at the western termination thereof and at intermediate intervals of 374.13 feet to a point 1122.39 feet on said line from the point of beginning.
