The roll was called and Councilmen Krumb, MacRae, Spence, Ells, Prost and Bullock (6) were noted present, and Councilmen a1ker, Hammond and Morgenster absent. The Clerk read the call for the meeting which was by the Mayor, under nro- visions of the Charter and was for the purpose of -considering the passage of a Resolution authorizing the appointment of a representative to appear before the Department of Interior at ,:iashiavuon, on the 26th day of November, 1912 at a hearing to determine whether it would be necessary to include the Hetch Hetchy Valley ac a source of water supply for the city and county of San 2rancisco and the bay cities. Ordered filed. Clerk reported that he haa properly notified all members of the Council of the meeting. Thereupon Mr. Probst moved that the Council go into ssion, seconded by Er. Spence ceed carried. Councilman Morgenstern arrived and was noted present. Er. Spence -offered the following Resolution and moved its adoption:- jilEREAS on Feb. 25 1910, the Ron. R. A. Ballinger, Secretary of the Interior, sent the following letter to the Mayor and Supervisors, City and County of San ',:rancisco, Calif. "Gentlemen: My exedecessor, Hon. James R. Garfield, heretofore, on the 11th day of Hay, 1908, granted a permit to the City of San Francisco containing the following provision: The city and county of San Francisco will develop the Lake Eleanor site to its full capacity before beginning the development of the Retch Hetchy site, and the development of the latter will be begun only when the needs of the city and county of San Francisco and adjacent cities weich may join with it in obtaining a common watter supply may require such further development. IT This permit contemplates the contingent use of the Retch Hetchy VAlley in the Yosemite National Park as a source of water supply for the city of San Francisco. I have justreceived reports from the Director of the Geologi- cal Survey and Engineers Hill and Hopson of the Reclamation Service, who were directed by me in October last to investigate and report upon the sources of water supply involved in said permit, and the necessity for the retention of the H tch Hetchy Valley within the terms thereof. In view of the conclusions of Director Smith, opy of whose report is herewith attached, as to the sufficiency of the Lake :lea nor reservoir site when fully developed, and in view of the importance of the public interests in- volved in this matter, and the Government's obligation in connection therewith,. I feel it my duty to call upon you to show why the Hetch Hetchy Valley and reservoir site should not 'be eliminated from said permit. WHEREAS, pursuant to notification in the above letter a,hearing was had on th, and 26th 1910. At said hearing the City of San Francisco was granted until the first day of June, 1911, which time was ther extended to the 25th day of November, 1912. "Said continuance and postponment is granted for the purpose of enabling city and County of San Francisco to furnish necessary data and information to en- able the Departnent of the Interior to determine whether or not the Lake Eleanor basin and watershed contributary or which may be made contributary thereto, to- ether with all other sources of water supply available to said. City, will be adecjuate for all present and reasonable prospective needs of said City of San Francisco and. adjacent bay cities, without the inclusion of the Hetch Hetchy Valley as a part of said sources of supply, and whether it is necessary to in- clude said. Hetch Hetchy Valley as a source of municipal supply for said city and county of San Francisco and bay cities,"and. WHEREAS, the City of Alameda, being of the "adjacent ,cities" or "bay cities", is desirous of joining with the City and. County of San FRancisco in obtaining a common water supply, and WHEREAS, the City of Oakland and Berkeley appointed J.H. Dockweiler, Consulting Engineer to prepare a report on the Sources of Water Supply, East Region of San Francisco Bay as part of the Showing to be made by the City of S- Francisco and adjacent cities, to be used at the hearing of the Order to show cause now pending in the Department of Interior for the revocation of the permit heretofore granted by that Department for the use of the Hetch Hetchy Valley as a reservoir site; and. WHEREAS, said report on Sources of ',ater Supply, East Region of San Francisco Bay has been prepared by said J. H. Dockweiler and was filed August 15th, 1912, with the Board of U. S. Army Engineers as directed by the Secretary of the Interior, and WHEREAS, said J. H. Dockweiler offers to represent said City of Alameda at 'eiashington in said matter without compensation or cost of any kind, whatso- ever, to the City of Alameda, be it RESOLVED, that the City of Alameda joins with the City and County of San Francisco to obtain a common water supply, and be it FURTHER RESOLVED, that J. H. Dockweiler, Consulting Eingineer be now appoint- ed as the representative of the City of Alameda to be present before the Depart- ment of Interior at iashington on the 26th day of November, 1912, at the hearing to determine Whether it is necessary to include said Hetch, Hetchy Valley as a source of municipal supply for said city and county of San Francisco and bay cities. The Resolution was seconded by Mr. Probst and adopted and passed by the following vote:- Ayes:Councilmen Krumb, MacRae, Spence, Ells, Morgenstern, Probst and Bullock, (7). Noes:None.
