1914-02-17 Regular CC Minutes, I@ULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA TUESDAY EVENING FEBRUARY 17TH, 1914. The meeting was called to order by Mayor Prank Otis. The Roll was called and Councilmen Bartlett Bullock, MacRae, Morgen- stern, Morris and. Stewart, (6) were noted present. Quorum present. Council- men Hammond, Probst and. Roth, (3) arrived later and were noted present. The Minutes of the previous meeting of February 3rd were read and approved. Claims against the General Fund amounting to :3380.27; against the Police Fund amounting to 0114.85; against the Fire Fund amounting to 06812.91;and against the Street Fund amounting to 0226.83 having been approved and audited by the proper officials were read by the Clerk as follows:- GENERAL FUND. The following communications. were received- t/ From Mayor Frank Otis reporting on the Internal Waterways Congress delegates to which he had appointed, and stating that Mr. Richard G. Doerfling had been appointed to succeed I. N. Chapman, deceased. Ordered filed. ✓ From Mayor Frank Otis in which he recommended that the request of the VCalifornia State Automobile Association for permission to use poles in the City of Alameda for marking the Valley Route between San Francisco and Los Angeles be granted. Appended thereto is the recommendation of the Street Committee approving the same. Upon motion of Mr. Stewart, seconded by Mr. Morris and carried the request was granted. • From Leo S. Robinson relative to a Recall Petition. Ordered filed. • From the East and Improvement Club with resolutions against proposed recall appended. Ordered filed. / From Mrs. Charlotte Graham requesting that her name be stricken from a recall petition. Ordered filed. ' From Edward P. Fish and Son, relative to insurance on City Hall building and contents. Ordered referred to the Finance Committee. the Cedar Sweep Company relative to vacuum definer. Referred to the Building and Grounds Committee. 1/From J. C. McPherson, Superintendent of Southern Pacific Electric Lines, relative to the stop at Third Street and Pacific Avenue. A discussion as to the interpretation of the same took place and the Council requested the Clerk to in- form the Southern Pacffic Company to make the desired stop. From Councilman P. H. Bartlett tendering his resignation as Chairman member of the Finance Committee. The resignation was accepted. V From City Attorney Poorman in which he gives an opinion on the Freeholders Election. Ordered filed. From E. R. Sanford, Secretary of the Alameda Improvement Club, thanking the Council for establishing stations at Stanton and Webster Streets. Ordered filed. From E. R. '/ From City Attorney Poorman, relative to high tension electric wires maintain- ed by the Southern Pacific Company. A copy of letter from J. C. McPherson was appended thereto. Referred to the Public Utilities Committee. February 17th, 1914. on the League of California Municipalities requesting the Council to adopt enclosed Resolutions favoring Home Rule in Taxation. Mr. Probst moved that the Resolution be adooted, seconded by Hr. Morgenstern and carried, by the following vote:- Ayes:Councilmen 3artlett, Bullock, Hammond, MacRae, Morgenstern Morris, Probst, Roth and Stewart, (9). Noes:None. Absent:Vone. v/ From 0. A. Mann, offering to furnish the City of Alameda with one "Little Giant" Vacuum Cleaner for the sum of $275.00. Referred to the Public Buildings and Grounds Committee. From L. W. Mr. Hammond moved that the request he granted, seconded by Mr. Stewart an carried by the following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond, MacRae, Morgenstern, Morris, Probst, Roth and Stewart (9). Noes:None. Absent:None. V Fron, W. 0. Jacoby recommending the appointment of George Daly as Assistant Building Inspector. Upon motion of Mr. Hammond seconded by Mr. Morris the recommendation was adopted by the following vote:- Ayes: Councilmen Bartlett, Bullock, Hammond MacRae, Morgenstern, Morris, Probst Roth and Stewart,(9). Noes:None. Absent:None. From the Police and Fire Commission requesting permission to sell the fire horse "Mike" at public auction. Mr. Latham, President of the Police and Fire Commission, addressed the Council requesting that the communication be temporarily withdrawn. Upon motion of Mr. Hammond, seconded by Mr. Probst the request was granted. From the Police and Fire Commission recommending the adoption of the Plans and Specifications of the City Engineer with regard to fire pro- tection for the factory district at the north end of Webster Street. Appen& ed thereto were the Specifications and Plans for the same. Upon motion of Mr. Morris seconded by Mr. Bullock the Specifications and Plans were a- dopted and the Clerk was authorized to advertise for bids. Latham, President of the Board of Police and Fire Commission- ers in which he recommends the purchase of the Know-Martin Tractor offered by the Reliance Automobile Company as per their bid of .2900.00. The re- euest was made that 400.00 be drawn from the General Fund to add to the $2500.00 allowed in the budget for the same. Upon motion of Mr. Bartlett, seconded by Mr. Morris the recommendation was adopted and the Council appropriated the necessary $400.00, by the following vote:- Ayes:Council men Bartlett, Bullock Hammond, MacRae, Morgenstern, Morris, Probst, Roth and Stewart (9). Noes:None. Absent:None. From Auditor F. J. Croll, appointing F. L. Krumb as Deputy Assessor. Mr. Hammond moved that the appointment be confirmed, seconded by Mr. Bart- lett and carried by the following vote:- Ayes:Councilmen Bartlett, Bullock, None. Absent:None. / From City Engineer February 17th, 1914. .es Sutton appointing Mrs. J. C. Lawten as Deputy City Engineer. Mr. Probst moved that the appointment be confirmed seconded by Mr. Hammond and carried by the following vote:- Ayes:Councilmen Bartlett, Bullock, Hammond, MacRae, Morgenstern, Morris, Probst, Roth and Stewart, (9) . Noes:None. Absent:None, V/ From the Street Committee recommending that the City Clerk write to the Board of Supervisors of Alameda County asking them to construct a concrete bulkhead in place of the present wooden bulkhead at the south end of High Street bridge. Upon motion of Mx. Probst, seconded by Mr. Hammond and carried, the Clerk was so ordered. om the Street Committee recommending that the Street Superintend- ent be authorized to have the fountain on Central Avenue near Park Street repaired to cost not more than $17.00. Upon motion of Mr. Hammond, second- ed by Mr. Bartlett and carried the recommendation was approved. /From Mrs. Charlotte Graham stating her reasons for wanting her name with- drawn from the recall petition. Ordered filed. From Mayor F ank K. Mott of Oakland to Mayor Frank Otis, requesting Mayor Otis to name four prominent men who will attend conference of Mayors and representative men to discuss ways and means for Alameda County's financial _contribution to the xposition. Upon motion of Mr. Hammond, seconded by Mr. Morris and carried the matter was left to Mayor Otis. The commur,ication was not ordered filed and was returned to Mayor Otis. / From the Tourist Association of 3n Francisco requesting assistance to bring about favorable action by the Board of Supervisors to provide money for the work of the Tourist Association. Upon motion of Mr. Probst, seconded by Mr. Hammond and carried the Council endorsed the project and requested the Clerk to notify the Supervisors of the same. / From Mary N. Heidt, IJImma H. Lee Waters, Mary Pye and T. C. Foster reclues ing that their names be withdrawn from the recall petition. Ordered filed. v A claim was presented from the Electric Light Department on Municipal Improvement Fund. No. 786 for 846.00. Mr. Bartlett moveC, that the claim be paid, seconded by Mr. MacRae and carried by the following vote:- Ayes: Councilmen Bartlett, Bullock, Hammond, MacRae, Morgenstern, Morris, Probst, Roth and Stewart, (9). Noes:None. Absnnt:None. /Requests for gratuitous licenses from Geo. W. Cook and O. H. Matthews, endorsed and recommended by John Conrad, Chief of Police were granted upon motion of Mr. Bartlett, seconded by Mr. Hammond and carried. Contract of the Howard Automobile Company for the purhcase of a motor truck for the use of the Street Department was ordered filed. A :letition from Jacob Hoeck and other tax payers complaining of an oak tree on the northwest corner of Lincoln Avenue and Lafayette Street was referred to the Street Committee. A petition from residents in the vicinity of the eastern most part of Central Avenue requesting the paving, curbing and laying of sidewalks on said. n44-- 316 February 17th, 1914. Mr. Morris and carried by the following vote:- Ayes:Councilmen Bartle t Bullock, Hammond MacRae, Morgenstern, Morris, Probst, Roth and. Stewart, (9). Noes:none. Absent:None. A-petition from residents complaining against a Japanese tenement house, on the northwest corner of Chestnut Street and Lincoln Avenue was upJn motion of Mr. Bartlett, seconded by IIr. Hammond and carried referred to the Street Co ittee. The Oath of Office of James E. Sutton as City Angineer was ordered filed, and the bond of James 3. Sutton was ordered filed. The Printing Committee reported on the bids of the Fox Press, ncorporat- ed, and the Times Star Company for the annual printing of blanks for the differ- ent department of the City of Alameda. The bid of the Times Star Company was found to be the lower bid. IIr. Probst moved that the bid of the Times Star Company be accepted and the contract awarded to it and that the Mayor and City Clerk be authorized to sign a contract for the same, seconded by Mr. Bartlett and carried by the following vote:- Ayes:Councilmen Bartlett Bullock, Hammond, MacRae, Morgenstern, Morris, Probst, Roth and Stewart (9). Noes:iNone. ABsent:None. Mayor Otis in the matter of the surrender of the Bond of T. 0. Coughlin reported progress. V City Attorney Poorman reported on the matter of San Antonio Avenue exten- sion and suggested that Mr. Sharpstein and Mr. W. T. Chipm be present at the next meeting of the Committee of the Whole to confirm certain Statements made. Upon motion of Mr. Hammond seconded by Mr. Morris and carried the matter was left to the City Attorney. / Mr. 3artlett reported that the Harbor Advisory Board was in need of some financial assistance. Upon motion of Mr. Bartlett, seconded by Mr. Probst and carried the Public Utilities Committee was empowered to spend the necessary money to provide certain blue prints. There being no further business to transact the Council adjourned to meet at the next regular meeting, Tuesday, March 3rd, 1914 at 7:30 p. m. Respectfully submitted, City Clerk.
