TUESDAY EVENING, MARCH 16TH, 1915.
The meeting convened with Mayor Frank Otis presiding.
The roll was called and Councilmen Bullock, MacRae, Morgenstern,
Morris and Stewart, (5) were noted present. Quorum present. Councilmen
Hammond, Probst and Roth, (3) arrived later and were noted present.
Absent:Councilman Bullock, (1).
The Minutes of the regular meeting of March 2nd, 1915 were
approved as read.
The Minutes of the adjourned regular meeting of March 5th,
1915, were approved as read.
Mr. Morgenstern introduced the following Resolution and moved
its adoption:-
RESOLUTION TRANSFERRING 2500 FROM THE
GENERAL FUND TO THE RECREATION FUND.
RESOLVED: That the sum of Twenty-five Hundred
Dollars ($2500) be and the same is hereby trans-
ferred from the General Fund to the Recreation
Fund, same being for improvements in parks, and
the Auditor and Treasurer are hereby authorized
to make the said transfer upon their respective . ,.

Ordered filed. The Clerk reported that in response to said Notice
he was in receipt of nine bids. Yr. Hammond moved that the Clerk
open and read the bicis,seconded by Mr. Stewart and carried. There-
upon the Clerk opened and read the bids as follows:-

6 The bid of A. T. Spence having been the lowest, Mr. Probst
moved that he be awarded the contract at the price stated in his
bid, seconded by Mr. Hammond and carried by the following vote:—
Ayes:Councilmen Bartlett, Hammond, MacRae, Morgenstern, Morris,
Probst, Roth and Stewart (8). Noes:None. Absent:Councilman
Bullock, (1).
Mr. Probst also moved that all checks be returned to the
unsuccessful bidders and that the Mayor and City Clerk be authorized
to enter into a contract, seconded by Mr. Hammond and carried by the
following vote:- Ayes:Councilmen Bartlett, Hammond, MacRae, Morgen-
stern, orris, Probst, Roth and Stewart, (8). Noes:None. Absent:
Councilman Bullock, (1).
A recess of five minutes was taken to enable the Clerk to
return the certified checks to a number of the unsuccessful bidders
who were present.
Upon reconvening the following Councilmen were noted present:-
Councilmen Bartlett, Hammond, MacRae, Morgenstern, Morris, Probst,
Roth and Stewart, (8). Foes:None. Absent:Councilman Bullock,
(1).
An Lffidavit was presented showing due publication of Notice
to automobile dealers inviting bids for two automobile chassis
for the Fire De nartment. Ordered filed. The Clerk reported that in
response to said Notice he was in receipt of six bids, Mr. Hammond
moved that the Clerk open and read the bids, seconded by Mr.
Probst and carried. Thereupon the Clerk opened and read the bids
as follows:-

Mr. Stewart moved that the bids be referred to the Police and
Fire Commission for recommendation and consideration, seconded by
Mr. Morris and carried,

11 From the Board of Electricity stating th2t there were no
alien employees in the Department. Ordered filed.
12 From the Board of Electricity recommending the extension of
the Standard electrolier system along Webster Street Roadway. Mr.
Hammond moved that the City Attorney prepare the necessary papers
under the same get by which the other electroliers were placed,
seconded by Mr. Morris and carried,
13 From the Mayor, Auditor and City Clerk giving a statement
of the county of money made on the 8th of March, 1915. Ordered filed.
14 From George D. Graybill calling the Council's attention to
an alleged misuse of the police automobile. Referred to the Police
and Fire Commission.
From the Alameda Moose Hall Association requesting a gratuitous
license to conduct a Carnival in the City of Alameda from May llth
to May 15th. Mr. Hammond moved that the request be granted, subject
to the supervisiQn of the Chief of Police and Chief of the Fire
Department, seconded by Mr. Probst. Mr. Stewart moved to amend.
seconded by idr. Morris, that people residing on Park Avenue
be conferred with before permission is granted. The motion was
lost when put to vote. Mr. Hammond thereupon called for the
original question which was carried by a majority vote.
16 From the Ford. Automobile Company presenting a Profit-Shar-
ing Rider on one of the machines ourchased by the Police Depart-
ment, Ordered filed.
17 From E. M. Shaw requesting to be notified in case an appli-
c:Ition is made to locate a tent city at the southwest corner of
Grand Street and Encinal Avenue, or on Alameda Avenue between Grand
and Paru Streets. Ordered filed. The Clerk was instructed to give
the proper notification.
18 From the City Planning 0ornmision stating that the Com-
mission felt that the improvement of Central Avenue, west of Fourth
Street seemed inadvisable at the present time. Ordered filed.
19 L, The Clerk called attention to the suggestion made placing
garbage cans at the tents used for election purposes. No action,
however ,was taken.

20 From the State Board of Health recommending a sufficient
salary so that the Health Officer can devote all of his time to
his work. Ordered filed.

City Engineer Sutton presented a plan for a catch basin. Mr,
Roth moved that the plan be adopted, seconded by Mr. MacRae and
carried by the following vote:- Ayes:Councilmen Bartlett, Hammond,
MacRae, Morgenstern, Morris, Probst, Roth and Stewart, (8). Noes:
None. Absent:Councilman Bullock, (1).
City Engineer Sutton also presented plans and specifications
for corrugated iron culverts. As a plan for culverts had been
adopted some years ago, the City Attorney was instructed to pre-
pare the necessary papers to cancel the same and adopt the new.
V Mr. MacRae presented an agreement with the Warren Bros. for the
use of their bitulithic pavement. The matter was referred to the
next Committee of the Whole meeting for consideration.
The Street Committee presented a Bill entitled.

FOR ORDINANCE NO. NEW SERIES.
Prescribing how any Person, Firm, Company or
Corporation owning and operating any Steam,
Electric or Street Railway within the City
of Alameda shall pave those portions of
Streets which they are required by law to
pave and keep in repair, and providing a
penalty for violation of provisions thereof,
which was referred to the next Committee of the Whole meeting.
Mr. Morgenstern presented a Bill entitled,

pensation for Water furnished for Private
and public purposes in the City of Alameda
during the year commencing July 1, 1915, and
ending June 30, 1916,

Mr. Probst presented _a Bill entitled,

An Ordinance establishing and providing for the
Regulation of the Business of using, operating and
driving automobiles for hire upon the public
streets of the City of Alameda; for the Licensing
of the Same; Repealing all Ordinances or parts of
Ordinances, in Conflict herewith, and Providing a
Penalty for the Violation hereof,
which was laid over under a provision of the Charter.
M. Probst presented a Bill entitled,

FOR ORDINANCE NO. NEW SERLLS.
Calling and Providing for a Special Election to be
held in the City of Alameda, County of Alameda, State
of California, for the Purpose of Submitting to the
Qualified Voters of said City Two certain Proposi-
tions for Incurring a Bonded Indebtedness Amounting
in the Aggregate to Five Hundred Thousand Dollars
for certain Permanent Municipal Improvements in said
City, to wit:- First, - A Bonded Indebtedness in
the sum of Two Hundred Thousand Dollars for the Ac-
quisition, Construction and Completion of Wharves,
Docks, Piers, Slips and Quays Required for the Ac-
commodation of Commerce Together with Their Appurte-

and quays, and Necessary Bulkheads, Dredging and
Filling; and, Second, - A Bonded Indebtedness in
the Sum of Three Hundred Thousand Dollars for the
Construction and Completion of Certain New School
Buildings, together with the Furnishing and Equip-
ping Thereof, the Construction and Completion of
Additions, Lnprovements and Alterations of and to
Existing School-Buildings; together with the Fur-
nishing and Equioping Thereof, the Ascquisition
of lots of land Adjacent to and near certain Ex-
isting School-lots to be used for the Purposes of
School-yards and School-House sites and Additions
to Existing School-yards and School-house sites;
Declaring the Estimated Cost of said Proposed Public
Improvements, and the Amount of the Principal of
of the indebtedness to be Incurred Therefor, and
the Rate of Interest to be paid Thereon; Declar-
ing and Determining that the Cost of said Proposed
Public Improvements and of Each of Them will be
and is Too Great to be Paid out of the Ordinary
Annual Income and Revenue of said Mu ,icipality,
Ind Will, in Addition to the Other Expenditures
of said City or Alameda, exceed the Income and
Revenue Provided for in Any One Year; and Fixing
Wednesday, the 14th day of April, A. D. 1915, as
the Date upon Which said Election Shall be Held,
the Manner of Holding such Election and the Voting
For or Against Incurring Such Indebtedness, Es-
tablishing Election Precincts and Polling Places
for such Election, and Appointing Board of Elec-
tion Therefor and Proclaiming and Giving Notice
of Said Election,
which was laid over under a provision of the Charter.
25 v Mr. Roth called attention to the abandoned building on
Lincoln Avenue, between Oak Street and Walnut Street, formerly occupied
by the Western Dairy Company as a barn and moved that the Clerk notify
the Board of Health and request them to take some steps to abate the
nuisance, seconded by Mr. Hammond and carried.
26 Mr. Roth stated that he would make a report on the matter of the
betterment of the City Hall at the next meeting of the Council.
27 V Mr. Probst stated that the Assessor was in need of clerical
assistance and moved that he be granted permission to employ a Clerk
for one month at $50.00 per month, seconded by Mr. Hammond and carried
by the following vote:- Ayes:Councilmen Bartlett, Hammond, MacRae,
Morgenstern, Morris, Probst, Roth and Stewart, (8). Noes:None.
Absent:Councilman Bullock, (1).
Er. Probst called attention to the fact that a waiting room
had not been provided at the corner of Fifth Street and Lincoln
Avenue and moved that the Clerk communicate with General Manager
W. R. Scott, of the Southern Pacific Company and ask him to install
a station immediately, seconded by Mr. Hammond and carried.
Er. Roth called attention to the bad condition of street crossings
on Webster Street. One of the engineers of the Southern Pacific Company
being present, was called upon and stated that the Company would make
the necessary repairs at an early date.
30 Mr. C. W. Fellows of the State Insurance Compensation Fund
addressed the Council on the matter of insuring the city employees.
The matter was referred to the Committee of the Whole.

32 Mr. Probst moved that the Council meet as a Committee of the
Whole next Tuesday evening, March 23rd, 1915, seconded by Mr.
Hammond and carried.
Mr. Morgenstern moved that the Council adjourn to an adjourned
regular meeting Tuesday evening, March 23, 1915 at 8 o'clock,
seconded by Mr. Hammond and carried by the following vote:- Ayes;
Councilmen Bartlett, Hammond, MacRae, Morgenstern, Morris, Probst,
Roth and Stewart, (8). Noes:None. Absent:Councilman Bullock, (1).
There being no further business to transact the Council adjourn-
ed to meet in adjourned regular meeting, Tuesday evening, LIarch
23rd, 1915, at 8 o'clock.
