ADJOURNED REGULAR MEETING OF THE COUNCIL TUESDAY
EVENING, JUNE 8TH, 1915 AT 8 O'CLOCK,P.M.
The meeting convened with Mayor F. H. Bartlett presiding.
The roll was called and Councilmen Probst, Stewart, Walker, Wilkens
and. President Bullock were noted present. Councilmen Hammond and Heuer
arrived later and were noted present. Councilman Morris was noted absent.
President Bullock introduced the following Re

RESOLUTION TRAUSFERRING 0300.00 FROM THE
GENEH.AL FUND TO THE FIRE FUND.
RESOLVED, by the Council of the City of Alameda
that there be transferred from the General Fund
to the Fire Fund, the sum of Three Hundred and
00/100 (300.00) Dollars.
The Auditor and the Treasurer are hereby authoriz-
ed make said transfer upon their respective books.
Mr. Wilkens seconded the motion to adopt the Resolution and it was
adopted and passed by the following vote:- Ayes:Councilmen Probst, Stewart
Walker, Wilkens and President, Bullock, (5). Noes:Hone. Absent:Councilmen
Hammond Heuer, Morris and Roth, (4).
President Bullock introduced the following Resolution and moved its
adoption:
RESOLUT ION TRANSFERRING 74 °.42 FROM THE
ELECTRIO LIGHT FUND TO THE GERAL FUND.
RESOLVED, by the Council of the City of Alameda
that there be transferred from the Electric Light
Fund to the General Fund the sum of Seven Thousand,
four hundred and nineteen and 42/100 (7419.42)
Dollars, same being an amount equal to the city
lighting bill for the three months ending March
31st, 1915.
The Auditor and the Troasurer are hereby authoriz-
ed to make said transfer upon their respective books.
Mr. Wilkens seconded the motion to adopt the Resolution and it was adopted
and passed by the following vote:- Ayes:Councilmen Probst Stewart, Valker, VJi1kers
and President Bullock, 5). Hoes:Uone, Absent:Councilmen Hammond, Heuer, Morris
and Roth, (4).
Claims against the General Fund amounting to 4008.75 and againet the
Street Fund amounting to 4.00 having been approved and audited by the
proper officials were read by the Clerk as follows:-

The following communications were received:-
2. From the Board of Electricity stating that as soon as the
necessary rights of way have been obtained, the matter of placing
the pole line to Bay Farm Island will be done. Referred to the Public
Utilities Committee.
3. From the Board of Electricity, tati that the Directors
of the Girls' Training Tome in West Alameda had asked for assistance
from the City in getting their building wired for electric light
service. 'Referred to the next Committee of the Whole Meeting.
V A Certificate of Title for the purchase of the Porter School
Lot was presented. Ordered filed.

From the Southern Pacific Company to Mr. Wilkens, stating
that the last boat will leave San Francisco for Alameda at 1:15 a. m.
instead of 1 a. m. Mr. Probst moved that the Council approve the
change seconded by Mr. Stewart and carried by the following vote:-
Ayes:Councilmen Probst, Stewart, Walker Wilkens and President
Bullock (5). Noes:None. Absent:Coun cilmen Hammond, Heuer,
:Terris and Rot (4).

of salary of the day Sergeant of Police to s1125.00 per month. Ordered

7. President Bullock then introduced the following Resolution
and moved its adoption:-
RESOLUTION REVOKING THE SA1ARY OF
SERGEANT W. O. JACOBY AS DEPUTY BUILDING INSPECTOR.
RESOLVED, by the Council of the City of Alameda,
that on and after July 1st, 1915, the salary of
Sergeant Walter O. Jacoby as Deputy Building
Inspector as fixed by the Council, July 1st, 1915
at 15.00 per month, is hereby revoked, the duties
to be performed by him gratuitously.
Mr. Wilkens seconded the motion to adopt the Resolution and it

AN ORDINANCE AUTHORIZING AND PROVIDING FOR
ISSUE OF BONDS OF THE CITY OF ALAMEDA,"
came up far passage and was read by the Clerk. Mr. Hammond moved that
the Ordinance be adopted, seconded by Mr. Heiler and carried by the
following vote:- Ayes:Councilmen Hammond, Heuer Probst,Roth, Stewart
Walker, Wilkens and President Bullock (8). Noes:None. Absent:
Councilman Morris, (1).
v/ Mr. Hammond introduced the following Resolution and moved its
adoption:-
RESOLUTION AUTHORIZING THE CITY CLERK
TO ADVERTISE FOR BIDS.
RESOLVED, that the City Clerk of the City of
Alameda be, and he is hereby authorized, am
powered and directed to advertise in "The
Evening Times-Star and Alameda Daily Argus"
for sealed bids for the purchase of Three
Hundred Thousand. Dollars of municipal bonds
of said City, designated as "Municipal Im-
provement Bonds of 1915."
Said advertisement shall be published twice a
week for two successive weeks and Shall be in
the following form; to wit:-
NOTICE OF SALE OF MUNICIPAL BONDS.
NOTICE IS HEREBY GIVEN that the Council of the
City of Alameda will receive sealed bids for
the purchase of all or any part of an issue of
municipal bonds of said City in the aggregate
sum of Three Hundred Thousand Dollars, and
designated as "Municipal Improvement BONDS of
1915."
Said bonds bear date July 1st, 1915 and are
of the denomination of $500, each. They are
six hundred in number, numbered consecutively
from 1 to 600, and are in forty series of
fifteen bonds each, the series numbered con-
secutively from 1 to 40, and the bonds are
divided into such series by their consecutive
numbers, and the principal of one series of said
bonds is payable each year in consecutive
numerical order on the first day of July,
beginning July 1st, A. D.1916, until all of
the series have been paid.
Said bonds bear interest at the rate of five
per cent. per annum from issuance until paid,
such interest being payable semi-annually on the first
day of January and the first day of July of each
year until payment of the principal. Both
principal and interest are payable in lawful
money of the United States of America at the
office of the Treasurer of the City of Alameda.
The interest on said, bonds is evidenced by
proper coupons numbered consecutively- and i-
dentified by number with the bonds to which they
are attached.
The legality of said issue of bonds has been
approved by Messrs. Goodfellow, Eells, Moore
and Orrick, Attorneys at Lat, of San Francisco,
California, and their original opinion is on
file in the Office of the City Clerk. There is
also on file in the Office of the City Clerk
the certificate of the Auditor of said City

year 1914 is shown to be $19,733,125., and the
total outstanding bonded indebtedness of said
city on May 5th, 1915, is shown to have been
$684,350.
Delivery will be made to the purchaser on July
1st, 1915, at the Office of the Treasurer of
said City of Alameda, or as soon thereafter as
said bonds can be iprenared and made ready for such
delivery, but in no event later than July 15th,
1915
A certified check in a sum equal to at least two
per cent. of the amount of the bid, payable to the
Treasurer of the City of Alameda, to guarantee that
the successful bidder will take and pay for the
bonds referred to in his bid in the event of
acceptance of his bid, at the price and upon the
terms and conditions specified therein. If he fails
so to take and pay for said bonds at the time herein
named for the delivery thereof, said certified check
will be forfeited to, and became the property of,
the City of Alameda.
All bids must be in writing and must be sealed and
marked "Bid for Municipal Improvement Bonds of
1915" and must be filed in the Office of the City
Clerk of the City of Alameda at the City Hall,
at or before 7:30 o'clock P. M. on Tuesday, the
29th day of Tune, L. D. 1915, at which time said
bids will be opened and acted upon by said Council.
Each bid must be for a stipulated mam,together
with accrued interest from July 1st, 1915, in
the event that delivery of said bonds is delayed
to any date thereafter.
Each bidder must further state in his bid whether
or not, in event that higher bids are accepted
for a part of said issue of bonds whereby the
number of bonds still to be disposed of is re-
duced to a number less than that for which his
bid is submitted, his said bid is to be con-
sidered as a bid for such lesser number of bonds.
Said Council reserves the right to reject any and
all bids.

14. President Bullock stated that the Auditor was in need of additional
clerical help in the preparation of the budget and moved that he be allow-
ed a. clerk for two weeks, seconded by Mr. Walker and carried by the following

15. / Mr. Hammond stated that the Street Department was in need of an
additional Clerk for three months and moved that a stenographer be
employed for that length of time at 060.00 per month, seconded by
Mr. Heuer and carried by the following vote:- Ayes:Councilmen Hammond,
Heuer, Probst, Roth, Stewart, Walker, Wilkens and PJ?esident BUllock,

Mr. Hammond moved that a recess of ten minutes be taken, seconded
by Mr. Walker and carried..
Upon reconvening, Councilmen Hammond, Heuer, Probst, Roth, Stewa
Walker, Wilkens and President Bullock, (8 ), were noted presert. Concilman
Morris, (1) was noted absent.
16. V. The Oklahoma Exposition Tent City Company presented an application for
permission to erect a tent city on the Linderman property on the east side
of Fernside Boulevard. The same bore the recommendation of the Building
Inspector. Mr. Wilkens moved that the permission be granted, seconded by
Mr. Walker and carried by the following vote:- Ayes:Councilmen Hammond,
Heuer, Roth, Probst, Stewart, Walker Wilkens and President Bullock, (8).
Noes:None. Absent:Councilman Morris, (1).
17. v/ Mr. Hammond stated that the wharf at the foot of Oak Street was in
bad condition and moved that the same be removed, seconded by Mr. Stewart
and carried by the following vote:- Ayes:Councilmen Hammond, Heuer,
Probst, Roth, Stewart Walker Wilkens and President Bullock (8). Noes:
