Bartlett relative to the open gambling done at Park Street and. Lincoln Avenue, and stating that he had given orders to the Chief of Police that places be raided and the gambling stopped. Council's attention to the trespassing on his property done by boys playing ball in McKinley Park. Reerred to the Chief of Police for investigation. 16. From the Police and Fire Commission requesting six maps show- ing the location of fire hydrants and water mains, for the use of the Fire Department. Councilman Hammond reported that this maps were being made by the City Engineer's office and requested that the Clerk notify the Commission of this fact. 17. / From the Police and Fire Commission asking the Council to improve the yard in the rear of the City Hall. Referred to the labile Buildings and Grounds Committee. 18. From the Finance Committee making recommendations that the power of purchasing land under Proposition No. 2 of Ordinance No. 40, Yew Series, and the employment of architects, the advertising of 2,ugus 7th, 1915. report be adopted, seconded by 1,Ir. Heuer and carried by the following vote:- Ayes:Councilmen Hammond, Heuer, Dorris, Probst, Roth, Stewart, ':ilkens and President Bullock, (6). Noes:7one. Absent:Councilman Via her, (1). 19. President Bullock thereupon introduced a Bill for Ordinance No. 51, New Series, entitled "A BILL For Ordinance No. 51, New Series. Authorizing and empowering the Board of Education of the City of Alameda to proceed with the con- struction and completion of the building, re- modeling, re-arranging, re-equipping and re-furnish- ing of the school houses in the City of Alameda particularly described in Proposition No. Two of Ordinance No. 40, New Series; and authorizing and empowering the Board of Education to redommend and arrange for the purchase of school lots and property mentioned in said Proposition No. Two of said Ordinance, an to make a report thereon to the Council of the City of Alameda; and authorizing and empowering the Board of Education to employ the necessary architects to make plans and specifioations for the construction and completion of the work mentioned in said Proposition No. Two of said Ordinance, and to adopt plans and specifications and to advertise for bids for said work, and to award contracts for said work to the lowest responsible bidders; and authorizing and empowering the Board of Education to enter into contracts on behalf of the City of Alameda for the making of all of the improvements mentioned in said proposition No. Two of said Ordinance" which was laid over under a provision of the Charter. 20. 2resident Bullock introduced the following Resolution and moved its adoption: 21. RESOLUTION REUIRING THE B0/RD OF EDUCATION TO EMPLOY LOCAL ARTIaA.P:s. 7TEREAS, the Board of Education, on hehalf of the City of Alameda, will soon expend about the sum of three hundred thousand dollars for the building, repairing, re-modeling and re-furni shing of school houses; it is therefore RESOLVED, that this Council hereby requests that the Board of Education, in the expenditure of this money as far as may be possible, employ iLlameda architects, superintendents and labor, and also, whenever possible, purchase materials and fixtures from Alameda tradesmen. Mr. Probst seconded the motion to adopt the Resolution and it was adopted and passed by the following vote:- Ayes:Councilmen Hammond, Heuer, Morris, Probst, Roth, Stewart Viilkens and President Bullock, (8). Hoes:T:one. Absent: Councilman 7::alker, (1). A claim of ;;39.00 was presented by the French Electric Company, for installation of sockets in the TjAinicipal Garage. The same having been approved by the proper authorities, President Bullock moved that it be paid, seconded by Mr. hilkens and carried by the following vote:- Ayes:Councilmen Hammond, Heuer, Morris Probst, Roth, Stewart '::ilkens and President Bullock, (8). Further communications: From the Public Builclings and Grounds Committee reporting that after receiving a number of bids for the repairing of the gutters and conductors on the City Hall, they recommended that the 4176 Ory August 17th, 1915. Morris and carried by the following vote:- Ayes:Councilmen Hammond Heuer, Morris Probst Roth, Stewart, Wilkens and President Bullock, (8). Noes:Hone. Absent:Councilman Welker, ). From the Finance Committee recommending that the policy of R. Ziel for the insurance on the City Hall in the sum of 0.,000 be renewed. President Bullock moved that the report be adopted, second ed by Mr. Stewart and carried by the following vote:- Ayes:Council- men Hammond, Heuer, Probst, Wilkens and President Bullock, (5). Noes: Councilmen Morris, Roth and Stewart, (3). Absent:Councilman Walker, (1). From Samuel Poorme, resiging as Commissioner in the matter of the opening, extending and widening of Encinal Avenue under Resolution of Intention No.20, New Series. Mr. Hammond moved that the resignation be accented, seconded by Ur. Wilkens and carried. Councilman Hammond thereupon introduced the following Resolution and moved its adoption: RESOLUTION APPOINTING A. F. ST. SURE, COMMISSIONER FOR THE °PEEING, EXTEHDTHG AND V,IDENING OF ENCIHYLL AVEHUE. WHEREAS, the Council of the City of Alameda did on the 5th day of March, 1915, pass its Resolution, in the matter of the improvement of Encival Avenue, Resolution of Intention Ho. 20, New Series, eppoint- ing Samuel Poorman, Jr., as one of the Commissioners to assess benefits and damages for said proposed work; and WHEREAS, Samuel Poorman, Jr., has this day resigned as said Commissioner, therefore be it RESOLVED, That the resignation of Samuel Poorman, Jr. be and the same is hereby accepted; and be it further RESOLVED, That A. F. St. Sure, be and he is hereby appointed Commissioner to act in the place and stead of Samuel Poorman, Jr., resigned, to aot with the other Commissioner; heretofore appointed, with power to assess benefits and damages and to have general supervision of said proposed work and improvements until the completion thereof in compliance with law. H. Probst seconded the motion to adopt the Resolution and it adopted and passed by the following vote:- Ayes:Councilmen Hammond, Heuer, ,orris, Probst, Roth, Stewart, Wilkens and President Bullock, (8). Hoes:7one, Absent:Councilman Va1ker (1). 25. From the Public Buildings and Ground Com,eittee stating that the alteration of the City Hall tower, done by Wm. Dufour, had been carried out in accordance with the 0 e ifications adopted therefor and that the work had been accepted by the Public Buildings and Grounds Commit-tee, and recommending that the remainder due him under the contract be paid. A claim of ',585.00 approved by the proper authorities was thereupon presented. President Bullock moved that the claim be paid, seconded by Mr. Probst and carried by the following vote:- Ayes:Councilmen Hammond, Heuer, liorris, Probst Roth, Stewart, Wilkens and President Bullock, (8). Noes:None. Absent:Councilman Walker, (1). 26. / From the Board of Health. submitting a caov of the modified 115 116 August 17th, 1915. Association of Alameda. 'd.F. Hockins stated th:t he wanted his name withdrawn from the petition accompanying the Ordinance and was told to take the matter up with the Board. of Health. The Ordinance was re- ferred to the next Committee of the 'aole meeting. The matter of the appointment of Commissioners on the openin and extending of Clay, Calhoun and Crist Streets came before the Council. Mr. Hammond moved that the City Attorney, City Clerk and City Assessor act as Commissioners, seconded by Tdr. Probst and carried bi the following vote:- Ayes:Councilmen Hammond, Heuer Morris, Probst Roth, Stewart VJilkens and President Bullock, (8). Noes:None. Absent: Councilman 'Salker, (1). Hammond thereupon introduced the following Resolution and moved its adoption: RESOLUTION ORDERING :ORK. 'HEREAS, the Council of the City of Alameda did on the 6th day of July, L. D. 1915, pass its Resolution of Intention No. 29, New Series, declaring its inten- tion to order the following work to be done and, im- provement made, to wit;- That Crist Street in said City of Alameda, State of California, be opened and widened to a uniform width of forty feet from the Easterly line of Regent Street in said City for the distant of 116.75 feet measured Easterly along said Crist Street from said - line of Regent Street; and describing in Said resolution the lands and premises necessary to be taken therefor, and specifying in said resolution the lands to be affected or benefited by Said work and improvement and to be assessed to pay the damages, costs and expenses thereof; and VIHEREAS, the street superintendent of the City of Alameda did thereupon cause notice of the passage of said resolution to be posted and published for ten days in the manner and as required by law; and WHEREAS, no objections have been filed against said proposed work and improvement, and more than ten days have elapsed after the expiration of the time of the publicatiOn of said notice of the passage of said resolution, and the Council of the City of Alameda has acquired jurisdiction to order said work as proposed in said resolution to be done; Now, therefore, it is hereby ordered that said work and improvement be done as aforesaid and as specifically described. in said Resolution of Intention No.A29, New Series. A. F. St. Sure, F.J. Croll and R. E. Bosshard are hereby appointed commissioners to assess benefits and damages and to have general supervision of said Proposed work and improvements until the completion thereof in compliance with law. Mr. Probst seconded the motion to adopt the Resolation and it adopted and passed by the following vote : - Ayes :Councilmen Hammond, Heuer, Morris, Probst, Roth, Stewart, nlkons and President Bullock, (0). D. 1915, pass its Resolution of Intention Ye. 31, 7ew Series, declaring its intention to acder the following work to be done and improvement made, to wit:- That Calhoun Street in the City of Alameda, State of California, be opened and extended, to a uniform width of fifty feet from its present Easterly termination (266.58 feet East- erly from the Easterly line of Regent Street) lo the V:esterly line of Broadway in sclid City; and. describing in said resolution the lands and premises necessary to be taken therefor, and specifying in said resolution the lands to be affected or benefited by said work and improve- ment and to be assessed to -pay the damages, costs and expenses thereof; and THEREAS, the street superintendent of the City of Alameda did thereupon cause notice of the passage of said resolution. to be posted and published for ten days in the manner and as required by law; and :11EREAS, no objections have been filed agains t said proposed work and improvement, and more than ten days have elapsed after the expiration of the time of the publication of said notice of the passage of said resolution, and the Council of the City of Alameda has acquired jurisdiction to order said work as proposed in said resolution to be done Now, therefore, it is hereby ordered thet said work and improvement be done as aforesaid and as specifically described in said Resolution of Intention 1To. 51, Series. 118 - August 17th, 1915. benefits and 'damages and to have general super- vision of said proposed work and improvements- until the completion thereof in compliance with law. Mr. Probst seconded the resolution and it was adopted and passed by the followin vote:- Ayes:Councilmen Hammond, Heuer, I.Torris Probst, Roth, Stewart '-ilkens and President Bullock, (8). Noes:None. Absent:Council man Valker, (1). . v Preident Bullock stated. that he had received. the policy cover- ing the insurance of the city employees from the State Compensation In- sur an ce Fund-and submitted the same to the -Council. Referred to the City Atty. 31. Mr. Hammond called attention to the need of police protection and traffic officers at the beaches. Mayor Bartlett also spoke of the need of the same. Mr. Hammond moved that the Police an d Fire Conirnissicn, together with the Police, Fire and Water Committee of the Coueouncil-prOvide t traffic offices, one to be stationed at the corner of Central Avenue and Webster Street and the other at Santa Clara Avenue and 7:eb ter Street, as well as additional police pro- tection in that vicinity and that the Commitsion and the Committee require all owners of the Various beach resorts to employ such additional police officers as may be needed and pay their salaries'. These special police officers, however, to be under the jurisdiction of the Chief of Police, seconded by 1;r. Probst and carried. 32. ;ir. Hammond stated that the Street Committee was desirous of making makinF ome experiments on street paving and thought that a portion of Santa Clara Avenue could be used for that purpose. He moved that a sum not to exceed .499.00 be allowed the Committee to procure necessary material, seconded by lir. Probst.
