REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALL DA
HELD TUESDAY EVENING, STEJ)1B 21ST, 1915.
The meeting convened with Mayor F. H. Bartlett presiding.
The Roll was called and Councilmen Hammond, Heuer, Morris Probst
Stewart, Walker and President Bullock, (7) were notedpresent. Council
man Wilkens arrived later and was noted present. Absent :Councilman
Roth.
The Minutes of the previous meeting were read by the Clerk and
on motion of Mr. HEuer, seconded by Mr. Walker were unanimously approved
as read.
Claims against the General Fund amounting to 4313.13; against the
Police Fund amounting to $131.63; against the Fire Fund amounting to
4786.38; against the Street Fund amounting to 0495.13; against the
Health Fund amounting to 4114.35; against the Recreation Fund amcu
ing to 410.00 and against Local Improvement Fund No. 20, N. S. amounting
to 412.50 having been approved by the proper officials were read by
the Clerk. President Bullock moved that the clius as/read be paid,
seconded by Mr. Stewart and unanimously carried.
Mr. Hammond presented two claims against the Street Department,
one for E. C. Soules in the sum of e26.00 and one for L. Canerena
in the sum of 09.00 and moved that the same be paid, seconded by
Mr. Probst and unanimously carried.
The following were received:
Reports from E. C. Soules to the Street Department on the
check of traffic on the various streets in the City of Alameda. Order-
ed filed.

The Oath of Office of Mrs. Minnie E. Ackerman as member of
the Recreation Commissi3n. Ordered filed.
Contract with the Yager Sheet Metal and Plumbing Company
for the construction of gutters, etc. Ordered filed.

A copy of the Quit Claim Deed to John Stross, et al, Ordered
An affidavit showing due pablication of Notice to Lealers
in Well Supplies was nresented and ordered filed. The Clerk stated that
he was in receipt of twelve bids. Mr. Heuer moved that the matter of the
opening of the bids be laid over until the budget had been finally deter-
mined upon, seconded by Mr. Hammond and carried.
6. v/ President Bullock offered the following Resolution and, moved its
adoption:-
RESOLUTION FIXING TIME FOR BEGINNING OF RAISES
IN SALARIES FOR EMPLOYEES.
RESOLVED, That all services of new enployees, and
all raises of salaries provided for in the budget
of 1915-1916 for any department (when approved by
the Council) commence on and after November 1st,
1915, and payable out of the budget of 1915-1916.

The following communications were received:
7. 1/ Prom Mayor F. H. Bartlett asking for further infonnation on the appoint-
ment of a Committee to change the present building laws. Ordered filed.
From Mayor F. H. Bartlett stating that the Spanish-American War Veterans
and the G. A. R. had asked for a meeting room in the City Hall. Referred to the
Public Buildings and Grounds Committee.
From Tom Lee requ(sting a gratuitous license to conduct an express
business. Referred to the next Committee of the Whole Meeting*
From E. D. Williams requesting a gratuitous license to peddle fruit and
vegetables and from Sam Scher requesting a gratuitous license to peddle. Mr.
Hammond moved that the licenses be granted, seconded by Mr. Walker and unanimous-
ly carried.
From the Police and Fire Commission requesting the Council to advertise
for bids for hay, feed, etc., for use of the Fire Department for the year com-
mencing October 20th, 1915. Mr. Probst moved that the Clerk advertise for bids
as requested, seconded by Mr. Walker and unanimously carried.
10. From Delanoy & Randlett requesting permission to repair the walls and
roof of the building damaged by fire at No. 2322 Santa Clara Avenue, Mr. Wilkens
moved that it be referred to the Police, Fire and Water Committee with power to
act, seconded by President Bullock and unanimously carried.
11. / From City Engineer Sutton reouosting permission to expend 1137.50 for
the furnishing of castings, etc., for one hundred monuments for the r.esurvey of
the City of Alameda. President Bullock moved that the request be granted, second-
ed by Er. Hammond and unanimously carried.
12. From City Clerk Bosshard giving a statement made to him by Mrs. Griffin
of the California Girls' Training Home that the contract for the fire escape
on the building had been let. Ordered filed.
13. From City Clerk Bosshard requesting his annual vaction commencing
Ssotember 20th, 1915. Mr. Wilkens moved that the request be granted, seconded
by MR. Walker and unanimously carried.
14. From the North Side Improvement Club with Resolutions urging urgiugthe Council
to widen the harbor. Mr. Hammond moved that the communication be filed and that
the harbor lines matter be referred to the Public Utilities Committee, seconded
by Lir. Wilkens and unanimously carried.
15. From residents in the block bounded by Pacific. and Buena Vista Avenues
and Arbor and Stanton Streets, petitioning the Council to lay a sidewalk chn
Stanton STreet north of Pacific Avenue. Referred to the Street Committee.
16. From the Tibbitts-Paciic Company requesting the Payment of a progress
3 f ?5,715.00. City Attorney St. Sure stated that inasmuch as the contract pro-
vided that the payment for the work would be made when the same shall have been
completed no part of the money due could be advanced now.
17. From the Blum Advertising Agency asking the Council to alter the present
ordinance covering the distribution of advertising matter. Referred to the next
Committee of the Thole meeting
18. 1 From the Street Committee, City Attorney and Street Superintendent

and the Clerk and Mayor authorized to enter into a contract for the same, seconded
by President Bullock and unanimously carried.
19. *'4 From the Public Utilities Committee, giving report on the placing of poles
on Bay Farm Island, and stating that an agreement had been made with the Telephone
Company and the Board of Electricity for the same. Ordered filed.
20. kj From the Public Utilities Committee on the matter of the burning .of lights
on the bridges, reporting that the Supervisors had agreed to place time clocks
on the bridges which will provide for the turning off of the lights. Ordered filed.
21. FRom the Public Utilities Committee offering a letter from J. C. McPherson
Superintendent of the Southern Pacific Electric lines stating that he does not
feel justified in place a flag man or a signal at the Webster STreet and
Lincoln Avenue crossing. Ordered filed. Mr. Wilkens moved that the Council and
Mayor be authorized to insist on and demand some protection at the crossing of
Lincoln Avenue and Webster Street, seconded by Mr. Probst and carried.
22. From the Public Utilities Committee giving letter from the Southern Pacific
Company on the matter of the extension of the two and one-half cent fare and
stating that no extension can be made. Ordered filed.
23. From the Recreation Commission giving facts and figures on the placing
of an adequate water supply and sprinkling system in Washington and Lincoln Parks.
Ordered filed.

From Mayor F. H. Bartlett stating that he would veto certain budget pro-
visions. Ordered filed.
The Street Committee presented plans and specifications for the erection of
steps leading to the beach from the foot of Weber Street and Laurel Street. Mr. Ham-
mond moved that they be adopted, seconded by Mr. Walker and carried.
26. Mr. Hammond moved that a sum not to exceed $250.00 by expended as the city's
portion of the expense on each of the above named steps, and that the City Engineer
Street Superintendent and Street Committee be given power to act, seconded by
Mr. Talker and unanimously carried.
Mr. Hammond moved that the Council now go into an executive session, seconded
by Mr. Probst and carried.
Upon reconvening Councilman Hammond, Heuer, Morris, Probst, Stewart, Talker
Wilkens and President Bullock (8). were noted present. Absent:Councilman Roth,
(1).
The meeting was called to order by Mayor F. H. Bartlett.
27. / President Bullock, Chairman of the Finance Committee presented a report of
That Committee on the budget and the tax rate, and moved its adoption. Mr. Probst
seconded the motion to adopt the report and it was adopted by the following votes
Ayes:Councilmen Hammond, Heuer Prob Probst Talker, Wilkens and President Bullock, (6).
Noes:Councilmen Morris and Stew t (2). Absent:CauncElman Roth, (1).
President Bullock offered the following Resolution and moved its adoption:
RESOLUTION FIXING TAX LEVY.
RESOLVED, that the rate of city taxes to be levied and
collected for the current fiscal year upon the assessed
valuation of the property appearing aa the assessment books
of the city of Alameda, be and the sane is hereby deter-
mined and fixed at one hundred and seventy-five cents
on each one hundred dollars of said property; and be it
further

purpose or bonded indebtedness of the city, be and
the same are hereby specified and designated as
follows, to wit

Mr. Probst seconded the motion to adopt the Resolution and it was adopted
and passed by the following vote:- Ayes:Councilmen. Hammond, Heuer, Probst, Walker
Wilkens and President Bullock, (6). Noes:Councilmen Morris and Stewart, (2).
Absent: Councilman Roth, (1).
President Bullock introduced a Bill entitled.
"A.'Bill
For Ordinarrt e No. New Series.
An Ordinance determing and fixing the Tax Rate
for the current fiscal year"
which was laid over under a provision of the Charter.
Mayor Bartlett announced that anyone who wished. to express himself
on the matter of the budget or tax rate might do so. Whereupon, former
Mayor Frank Otis addressed the Council; and congratulated them on solving
the problem of street reconstruction and the levy of a special fifty
cent tax rate to cover the cost of the saw.
29. President Bullock stated that Louis Schroeder haVing been injured
was to be placed on the pension list by the Police and Fire Commission
and stated further that the 0600.00 necessary to meet his pension would.
be taken out of the Contingent Fund. He moved that the sum of 0600.00
be so appropriated, seconded by Jr. 1 Walker and unanimously carried .
30. / Superintendent OF Streets, V. M. Frodden stated. that he desired.
to be allowed to employ necessary auto trucks to carry the rock taken from
Park Street to Bay Farm Island for the improvement of streets at that place,
and stated further that the siie could be done at 01 00 a cubic yard.
Wilkens moved that the Street Committee be authorized to expend a sum
not to exceed 0499.00 for said work, seconded by Mr. Hammond and unanimously
carri ed.
Mr. Hammond moved that when the Council adjourn it adjourn to meet in
adjourned regular session, Tuesday evening, September 28th, 1915, at 8
