1915-11-03 Regular CC MinutesREGULAR LEETING OF THE COUNCIL OF THE CITY OP ALAMEDA UEDHESDAY EVENING, NOVETJER 3RD, 1915. The meeting convened with Council-president Bulloc g• The roll was called and Councilmen Hammond, Morris, Roth, 4tewart 7:a1ker, ::ilkens and President Bullock, (7). Councilmen Heuer and Probst arrived later and were noted present. The minutes of the previous meeting were approved as read. President ''ullock introduced the following Resolution and moved i adoption: RESOLUTION TRANSFERRI7G 4934.02 FROM THE ELECTRIC LIGHT FUND TO THE GENERAL FUND. RESOLVED, by the Council of the City of Alameda, that thee be transferred from the Electric Light Fund to the General Fund the sum of Four Thousand nine hundred and thirty-four and 02/100 (49j4.02) Dollars, same being an amount equal to the bill filed b:/. the Board of Electricity covEning certain new Fire Alarm Apparatus and the installation of same at the Municipal Electric Light Power House. The Auditor and the Treasurer are hereby authoriz- ed to make said transfer upon their respective books. ir, ';Talker seconded the motion to adopt the Resolution and it Was adonted and passed by the followin vote:- Ayes: ouncilmen Hammond, orris, Roth, Stew rt 7alker, 7ilkens and President Bulloc'-, (7). President Bullock introduced the following Resolution and moved its adontion: RESOLUTION TR ANSFERRING 0512.0 FROM THE ELECTRIC LIGHT FUND TO TH-:. T=EST & RED:&:PTION FUND. RESOLVED, by the Council of the City of lacIfieda, that there be transferred from the Electric Li-ht Fund to the Interest and Redemption Fund, the sum of $even thousand, three hundred and twelve and 50/100 (712.50) Dollars to pay the Interest amountin to Three Thousand five hundred and sixty-two and 50/100 (6'62.50) Dollars and Redemption, anountng to Three thouond;, seven hundred and fifty (3750.00) Dollars due on November 1st, 1915 on the Electric L. ' Bonds authorized in April, 1912. Contract with the Ransome-Crummey Company for t1e layinR of a wear- ing surface on Santa Clara Avenue. Ordered filed, 2. Contract with Rhodes-Jamieson & Co. for the feed for the 71re Department. Ordered filed. 3. Cozitract with A. H. T. Xoerber for feed for the Fire Department. Ordered filed. 4. Oath of Office af Thos. H. Haskins ac member of the Board of Health. Ordered filed. The following communications were received: 5. From the Board of Education reouesting the Council to purchase the aurhyte and Politeo property. A. similar communication was received . frolr. H. W. Lorber requesting the Coc,ncil to purchase the block owned by him and the Ladies Relief Society. Accompanying Lorber s letter was a netitiDa signed by twenty-three residents of that vicinity requesting the purchase of the Lorbert-Ladies' Relief Society property. A petition requesting he withdrawal of four ip;natures fro:11 the former petition was received. Also, a petition signed by one hundred and twenty-three residents urging the Council to purchase the '3anrhyte & Politeoproperty and resolutions from the Parent-Teachers Association of the Lincoln ' School District making a similar request, All communications were ordered filed. Councilmen :L1kens, Heuer and Probst Y,essrs. Talter T-TcLean, Frank is, C. J. Dufour and J. E. 7LLlson spoke in favor of the purchase of the Banrhyte & politeo proper ir while Councilman Stewart and H. T. Lorber spoke in favor of the Lorber-Ladies' Relief Society property. Mw. '::ilkons moved that the Council Purchase the Baarhyte & Polite° property at a cost of ':18,750, seconded by Mr. Probst and carried by the following vote:- Ayes:Councilmen Hammond, Heuer, Probst, Roth, Walker, Tilkens and President Bullock, (7). Noes :Councilmen Eorris and Stewart, ). From Frank M. Smith offering to sell to the City of Alameda his automatic trial balance sheets. REferred to the Finance 'Committee. 7. /.' From Rupeit Schmidt offering to sell to the City of laameda 14 1 10. November )rd, pass Resolutions favoring their petition for the extension of the Saa Francisco- Oakinnd Terminal Railways to the extreme west end. A resolution to that effect was then offered by Tr. WHEREAS a complaint has been filed with the Railroad Commission of the State of California, by the Alaneda Improvement Club against the San Francisco-Oakland Terminal Railways, praying for an order compelling the extension of a street car line to that section of Alameda west of -ebster Street; and 7HEREAS such extension of street car service would be of immeasurable benefit to the 77est End. of Alameda in particular and all of Alameda in general; r07 THEREFORE BE IT RESOLVED that the City Council of Alameda, by unanimous vote of its meelbers, does go on record as heartily favoring such proposed extension of street cer service. RESOLVED FURTHER that a copy of this Resolution be tran'mitted to the Alameda Improvement Club. i7r. From City Attorney St. Sure, requesting the Cou cil to instruct him to dismiss the case of the City of Alameda vs. the Southern Pacific Company before the oad Co-:missim of the State of California. :Ir. Hammond moved that the City Attorney be so instructed, seconded by Mr. I.orris and carried. From Street Superintendent V. M. Frodden statin g that the construction of the 7orth-side sewer extension by the Tibbitts, Pacific Construction Co. under public contract had been completed to his atisfe.ction. A similar report was received from the City Engineer. lAr. ,:;alker moved that the reports be adopted, seconded by Morris and on roll call carried unanimously. A bill in the sum of 9516.39 was then presented by the Tibbits-Bacific Co-etruction Company was ordered paid on motion of .Jr. kalker, seconded by and on roll call carried unanimously. 11. From the Board of Electricity requesting the Council to again take up the matter of placing electroliers along Webster Street roadway between Atlantic Avenue and the bridge. R eferred to the City Attorney to draw up the necessary papers. 12. From the Board of Electricity recommending that the minimum charge for electric power service furnished Geo. E. Plummer & Son, 2001 Broadway. be fixed at 50.00 per month. 17,r. Hammond moved that the recommendation be adopted, seconded by idr. Valkens and carried. 13. From the Alameda Chamber of Commerce urging the Council to take the ary action to provide lights along Websto street roadway. Ordered 14. 15. filed. Frois the Bay Shore Club, requesting permission to hold an all night masquerade ball at Encinal Hall on the evening of November 20th 1915. rjr. Vialker moved that the request be granted, seconded by Mr. Probst and carried. From Street Superintendent V. M. Frodden requesting permission to take his annual vaeation of two weeks commencing November 8th. Mr. Talker 4175 November 3rd, 1915. of the bulkhead and steps at the southerly end of 7:eber Street done by Bros. Construction. Company under private contract had been completed to his satisfaction. Ordered filed. 17 V Froxi Street Superintendent V. M. Frodden offering a revised salary list of the Street Department to co into effect November 1st, 1915. _Er. Hammond moved that the list and salary schedule be adopted, seconded by Mr. Probst and on roll call carried unanimously. 18. V From the Public Buildings Bui1ings and Grounds Committee recommending that Chas. Metzgar be awarded the contract for paintin the City Hall at a cost of 5.50 and, that he be also awarded the contract for painting the tin roof and the fence two coats each, for ::,35.00. Also, that a contract he awarded to the Yager Sheet Metal and Plumbia:r Company for tinnin the porch roof and making the connections from roof to conductors at a cost of :4110.00.. That these matters be referred to the Committee with power to act. Er. Probst moved that the report_be adopted, seconded by MT. Hammond and on roll call carried unanimously. 1. From the Public Buildings and Grounds Committee recommending that the G. L. F. and Spanish-Lmerican 7:ar Veterans be granted the use of the Justice Court room three evenings a month. Mr. Hammond moved that the report be adopted, seconded by Mr. Heuer and carried. 20, From the Public Utilities Committee with referende to the communication 0 from the Texas Nu-Fuel Company having to do with the disposal of the garbage. The re".7ort stated that it 'c.L's the opinion of the Committee that the present method of disposal was satisfactory. Ordered filed. L Bill entitled BILL 20'2 0IT_TA:TO NO. NEW SERIES. To Amend Ocction G, Chapter!! of Ordinance Ne. Frew Series, known as the Municipal Code of the City of Alameda, approved January 14, 1913, by re-enacting said section as amended, came up for passage and was read by the Clerk. lir. Probst moved that the Ordinance be adopted, seconded by lir. V:alker and on roll call adopted unanimously. A Bill entitled BILL For Ordinance No. New Series, To Lmend Section 9, Chapter II of Ordinance No. 1, New Series, known as the Municipal Code of the City of Alameda, approved January 14, 1913, by re-enacting said section as amended. came uo for passae and was read by the Clerk. Er. Thlker moved that the Ordinance be adopted seconded by 1x. Hammond and on roll call adopted and passed unanimously. A Bill entitled A BILL For Ordinance ;To. New Series. To Amend Section 784, Chapter X, of Ordinance No. 1, New Series, known as the Municipal Code of the City of Alameda, approved. January 14th 1913, by re-enactiep; said section as amended, for passae and was read by the Clerk. .71r. Heuer moved that the ordinance be adecete passed unanimously. seconded pAr. Y:alker and on roll call e, .opted and 4 14 November 3rd, 1915. A BILL For Ordinance No. New Series. Amending Section 60 and etTon 62 of Article 2 of Chapter III of Ordinance No. 1, New Series, known as the Municipal Code of the City of Alameda, approved January 14th 1916, by re-enacting said sections as amended. which was laid over urder a provision of the Charter. Mx. Stewart moved that when the Council adjourn it adjourn in respect to the memory of Wm. Hammond, Sr., and the Clerk be instructed to draw up Resolutions on behalf of the Council, seconded by Mr. Talker and carried. 21. Mr. Hammond moved that V. iL. Frodden be appointed Superintendent of Streets for two years from date, seconded by Mr. Walker. Mr. Stewart moved to amend that the matter of the appointment be laid over to the Committee of the Thole meeting, seconded by Mr. Morris, and on roll call lost by the following vote:- Ayes:Councilmen Heuer, Morris and Stewart, . Noes:Councilmen Hammond, Probst, Roth, Ualker, Wilkens and PresidentnBullock, (6). The original motion appointing Mr. Frodden was then put by President Bullock and carried by the following vote:- Ayes:Councilmen Hammond, Probst Roth, Walker, VJakens and President Bullock, (6). 7oes:Couneilmen Heuer, Morris and Stewart, (3). 22. ,v/ Mr. Probst stated that the alteration of the guy wires in Jackson would cost about '40.00 and moved that the Recreation Commission be authorized to have the wires taken down at a cost not to exceed that figure and the money be taken from the General Fund, seconded by Mr. 7 lker and on roll call carried unanimously. 23. v/ Jr. ] 7ilkens called attention to the danerous condition of the L7estern Dairy Barn on Lincoln Avenue and moved that the Street Super- intendent instruct the owner to repair or move the building. Mr. Morris stated that the owners had promised to remove the same. . v7 r. Wilkens called attention to the failure 02 Fred Bank to place the street signs as per his contract and moved, seconded by Mr. Walker and carried that the City Attorney be instructed to investigate and report back to the Council. There being no further business Council adjourned in respect to the memory of 7m. Hammond, Sr. to meet in regular session, Tuesday ning, November 16th at 7:30 o'clock.
