REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, DECEMBER 21ST, 1915.
The meeting convened with Mayor F. H. Bartlett presiding.
The roll was called and Councilmen Hammond,Morris, Probst, Roth,
Stewart, Aalker and President Bullock, (7) were noted present. Council-
men Heuer and Wilkens (2) were noted absent.
The minutes of the previous meeting were approved as read.
President Bullock introduced the following Resolution and moved
its adoption:
RESOLUTION TRANSFERRING $ 200 TO THE
GENERAL FUND.
RESOLVED, by the Council of the City of Alameda that
there be transferred from the Street Fund (City
Engineer) Five Hundred and 00/100 (500.00) Dollars,
and from the Recreation Fund, Seven Hundred and 00/100
(700.00) Dollars to the General Fund, in repayment of
loans.
The Auditor and the Treasurer are hereby authorized
to make said transfers upon their respective books.
Mr. Hammond seconded the motion to adopt the Resolution and on
roll call it was adopted and passed unanimously.
Claims against the General Fund amounting,to 3595.56; against
the Police Fund amountiog to •1.59.03; agaa_ st the Fire Fund amounting
to :1028.13; against the Street Fund amounting to 2229.80 and against
the Recreation J'rind amounting
l70. '79 having been approved and
audited by the proper officials were read by the Clerk. President
Bullock moved that the claims as read be paid, seconded by Mr. Walker
and on roll call carried unanimously.
The following were received:
Apportionment of Taxes for 15-191.6. Ordered filed.
Contract with the ';:atsoniAte Company for the improvement
of the yard at the rear of the City Hall. Ordered filed.
The following communications were received:
2. From J. H. Cohen to Mayor Bartlett again requesting that the
Council ask the Southern Pacific Company to enclose the south side of
the Alameda Mole. Referred to the Public Utilities Committee.
3. From Mayor Rolph of San .2ran'cisco, stating that his office
has no knowledge of the requirements that Alameda Citizens working in
San Francisco be required to reside there. Ordered filed. Mr. Probst
stated that information had been given to him that the Urban Realty
Company had notified its employees that they must move to San Francisco.
Luce appeared before the Council and stated that he was formerly
an emoloyee of the Urban Realty Company and had been discharged because
of his residence in this City. Mr. Hammond moved, seconded by Mr.
Probst and carried that the matter be referred to the next Committee
of the Whole meeting.
4. From the Alameda Improvement Club asking for information
on the widening of Santa Clara at Webster Street. The Clerk stated

that in due time the Santa Clara Avenue wideni. ng would be attended to.
Mr. Probst moved that the Clerk so nitify the Improvement Club, second-
ed by Jr. Hammond and carried.
From the Alameda Improvement Club urging the Council not to
pass any drastic measures regulating the jitney buses. Ordered filed.
6, v From the Alameda Izl,rovement Club endorsing the nomination
of J. D. 1iills as a member of the Board of Education. Ordered filed.
From City Justice L. R. Weinmann, requesting an appropriation
of 150.00 for the purchase of blanks necessary for his work. President
Bullock moved that the request be granted, seconded by Hr. Hammond and
on roll call carried unanimously.
8, From Frank ':Voolley reuesting a requesting gratuitous license to peddle
meat. He being an honorably discharged sailor and his request bearing
the endorsement of John Conrad, Chief of olice, President Bullock
moved that the request be granted, seconded by Mr. Hammond and carried.

From the Board of Education asking the Council to purchase
certain pieces of property adjoining the Porter School, together with
a Resolution urging such purchase. Mr. Hammond moved that the City
Attorney prepare the necessary papers for the purchase, seconded by
Mr. Talker and carried.
10. / From the City Attorney and City Clerk giving data on the hold-
ing of a Freeholders' Election. Ordered filed.
From President Frobst othe Recreation Commission recommending
that the 'Ford Auto truck submitted by the Pacific Kissel Kar branch
at the price of 480.25 be purchased, that Company being the lowest
responsible bidder, and authorizing the Mayor and City Clerk to enter

into a Contract for the Purchase of the same. Mr. Probst moved that
the report be adopted, seconded by Mr. Hammond and carried by the
following vote:- Ayes:Councilmen Hammond, Probst, Roth, Talker and
President Bullock, (5). Noc,s:Councilmen Morris and Stewart, (2).
Absent:Councilmen Heuer and 7ilkens (2).

From Mrs. A. Bruzzone, making application for permission to
move a barn from the west side of Third Street to the east side of
Third Street. The same was accompanied by the necessary consent of
owners of property on both sides of the street. Mr. V:alker moved that
permission be granted, provided that the proper bond is signed, second-
ed by lift. Probst and on roll call carried unanimously.
13. President Bullock introduced the following Resolution and moved
its adoption:
RESOLUTION AUTHORIZING PAYMENT OF DECEMBER SALARIES.
RESOLVED, That the salaries of the city officials and
employees, foe the month of December, 1915, shall be
due and payable on the 24th day of December, 1915, and
the City Audiior is hereby authorized and directed to
issue and deliver warrants for all such salaries on said
last mentioned day, and the City Treasurer is hereby
authorized and directed to pay said warrants so issued
and delivered; and

Be it further Resolved, that the City Treasurer
be ana he is hereby authorized to hold the said
warrants so paid as cash on hand until the 1st
day of January, 1916.
Mr. Talker seconded the motion to adopt the Resolution and on roll call
it was adopted and passed unanimously.
14. A Bill entitled
" A BILL
FOR ORDINANCE NO. NEW SERIES.
Providing for the Acquiring by the City of
Alameda o± certain real property for the use and
benefit of the public schools of said City."
came up for passage and was read by the Clerk. Mr. Hammond moved that
the Ordinance be adopted, seconded by Er. Probst and oarried by the follow-
ing vote:- Ayes: Councilmen Hammond, Probst, Roth, Walker and President
Bullock, (5). Noes:Councilmen Morris and Stewart. Absent;Councilmen
Heuer and.Wilkens, (2).
15. ' Kr. T. E. Pitschke presented two Ordinances amending the present
Dog Muzzling Ordinance which were referred upon motion of Mr. Probst,
seconded by Er. Walker and carried to the next Committee of the Whole.

16. V President Bullock stated that the trees in the sidewalk space
around the City Hall were doing damage to the sidewalk and suggested
that they be removed before any serious injury occurs and that new
trees be planted in their stead. He moved that 075.00 be appropriated
for that purpose and that the Public Buildings and Grounds Committee be
given newer to act, seconded by Mr. Hammond and carried by the following
vote:- Ayes:Councilmen HaJnmond, Morris, Probst, Roth, Talker and
President Bullock, (6). Noes:Councilman Stewart, (1). Absent:
Councilmen Heuer and Tilkens (2).
-resident Bullock moved that when the Council adjourn they adjourn
to meet in adjourned regular session Tuesday evening, December 28th,
1915, at 7:30 o'clock.
17. 17 Er. Hammond stated that the Surf Beach Company were desirous of
hauling material in freight cars to be unloaded in front of their
establishment after two o'clock in the morning, arrangemente with
the Southern Pacific Company to that effect having been made.
He moved that the Council give its consent to the bringing in of the
freight cars, seconded by Mr. Probst and carried.
18. / Mr. Hammond moved that the City Attorney be instructed to pre-
the Ordinance enlarging the powers of the City Planning Com-
miselon to conform with an Act passed by the last State Legislature,
seconded by i:r. Probst and. carried.
19. / Mr. Roth called attention to the improper drainage of rain water on
various streets and moved that the City Attorney ascertain if it is
possible to permit the water to pass under instead of over street
crossings, seconded by Jr. Taler and carried.
There being no further business to transaot, the Council adjourned
to meet in adjourned regular session Tuesday evening, December 28th, 1915
