1916-11-08 Regular CC Minutes4176 REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDL, WEDNESDAY EVENING, NOVEMBER 6TH, 1916. The meeting convened with Mayor F. H.Bartlett presiding. The roll was called and Councilmen Hammond, Probst, Roth, Smith, Stewart Walker and President Bullock were noted present. Councilman 71ilkens arrived later and was noted present. Absent:Councilman Morris. The Minutes of the regular meeting of October 17th were approved as read. The Minutes of the adjourned regular meeting of October 24th were approved as read. The Minutes of the adjourned regular meeting of October 27th were approved as read. The Minutes of the special meeting of November 6th were approved as read. President Bullock introduced the following Resolution and moved its adoption: RESOLUTION TRANSFERRING ,7218.75 FROM THE ELECTRIC LIGHT FUND TO THE INTEREST & REDEMPTION FUND. RESOLVED, by the Council,of the City of Alameda that the sum of Seven thousand, two hundred and eighteen and 75/100 (7218.75) Dollars, be transferred from the Electric Light Fund to the Interest and Redemption Fund, to pay the interest amounting to Three thousand four 'hundred and sixty-eight and 75/100 (3468.75) Dollars and the redemption amounting to Three thousand seven hundred and fifty and 00/100 (3750.00) Dollars, due November 1, 1916, on the outstanding electric light bonds authorized in1912. The Auditor and the Treasurer are hereby authorized to make such transfer upon their respective books. Mr. Probst seconded the motion to adopt the ReEolution and on roll call it was adopted and passed unanimously. Claims against the General Fund amounting to $3,493.31; against the Police Fund amounting to 09.60; against the Street Fund, Material, amountin $1052.64; against the Street Fund, Labor, amounting to $1,151.64; against the Library Fund amounting to $713.19; against the Electric Light Fund amounting to $6,505.44; against the Recreation Fund amounting to $130.60; against the Special Street Construction Fund amounting to $32,309,66 and against Municipal amounting to 10,310.06 Improvement Fund No. 11having been approved and audited by the proper officials were read by the Clerk. President Bullock moved that the claims as read be paid, seconded by Mr. Hammond and on roll call carried unanimously. The following were received: The Affidavit of publication of the notice of the payment of city taxes. Ordered filed. / The Affidavit of publication of the proposed new Charter. Ordered filed. The Affidavit of publication of the posting of Notice of Improvement under Resolutio.a of Intention No.'33 New Series. Ordered filed. 297 November 8th, 1916. The Pound report for the month of October, 1916. Ordered filed. The Auditor's balance sheet for the month of October, 1916. Ordered filed. The Apportionment of Taxes. Ordered filed. The following communications were received: From City Engineer R. H. Jamison, stating that there was an insufficient sum remaining in the Special Street Construction Fund, for the improvement of Webster Street, between Santa Clara Avenue and Central Avenue. Ordered filed. . Mr. Hammond moved that the City Engineer be instructed to prepare plans and specifications for said work, seconded by Mr. Probst and lost by the following vote:- Ayes:Councilmen Hammond, Probst and President Bullock, (3). Noes:Councilmen Roth, Smith, Stewart, Walker and Wilkens, (5). Absent: Councilman Morris, (1). 6. / Later in the evening Mr. Hammond again brought up the matter of the improvement of Webster Street and urged that the work be done and that there was a possibility of getting a lower figure now, inasmuch as Clark and Henery have all their materials in Alameda. He moved that the Council adjourn to meet Monday evening, November 13th, 1916, at 8 o'clock, for the purpose of taking up this matter, seconded by Mr. Roth and carried. Further communications: From Hutchinson Company requesting a sixty day extension, beginning November 12th, 1916, in which to complete the improvement of Second Street, between Pacific Avenue and Cypress Street. Mr. Hammond moved that the re- quest be granted, seconded by Mr. Probst and carried. From the Alameda Improvement Club, calling attention to refuse oil in the vicinity of the beaches and urging that some action be taken to remedy the nuisance. Mr. Hammond ieported that some ten days prior he had called attention of the matter to the State Fish and Game Commission. The communica tion was ordered filed. From the Alameda Improvement Club suggesting that a board or plank sidewalk be constructed along Webster Street roadway. Referred to the Street Committee and the Superintendent of Streets. 10. v' From the Mayor, Auditor and City Clerk stating that they had counted the money in the city treasury on October 28th. Ordered filed. 11. ' From Thos. J. Patty tequesting a gratuitous license to peddle apples and potatoes grown by him. The same bore the endorsement of JohnConrad, Chief of Police. Mr. Wilkens moved that the request be not'granted, seconded by Mr. Probst and carried. 12. From the Board of Electricity recommending that the service connection charge of 3.00 be eliminated beginning December 1st 1916. The fee to be charged however, where the installtion is to be made at a distance of over one hundred feet from the center of the street. Mr. Hammond moved that the recommendation be adopted, seconded by Mr. Wilkens and carried. 13. From J. C. and Martha A. Linderman offering to deed eighty-two and one- half feet along Central Avenue, westerly from Fernside Boulevard, as a street 4176 November 8th, 1916. 14, From E. A. Leonard, et al, requesting permission to remove two cork elms from in front of the residence at 1423 Morton Street. Mr, Hammond moved that it be referred to the Street Committee with power to act seconded by Mr. Walker and carried. 15. V From the Board of Health recommending the method of garbage disposal as employed by the Consolidated Service Company. Accompanying the same was the proposition in writing as offered by the Company. Mr. Fred P. Smith, President of the Company, was present and explained in detail the proposition as offered by his firm. Mr. Walker moved that when the Council adjourn it adjourn to meet in adjourned regular session,Monday evening, November 13th, 1916, at 8 o'clock, to discuss the matter further, seconded by Mr. Stewart and carried. 16. A Bill entitled "A BILL For Ordinance No. New Series. Providing for the Acquiring by the City of Alameda of certain real property for the use and benefit 6f the public schools of said city." came up for passage. Mr. Smith moved that the matter lay over, seconded by Mr. Probst and carried. 127. / Mr. Ben F. Lamborn addressed the Council and asked if an Ordinance regulating the purchase of electricity from outside corporations had been prepared. He was informed by Mayor Bartlett that the City Attorney was . ill and that the document would be prepared in the near future. 18. v/ Mr. Hammond called attention to the bad condition of Alameda Avenue, between Oak and Union Streets, and moved that the Superintendent of Streets scarify and redress the same, seconded by Mr.,Probst and carried. 19. , Mr. Hammond also called attention to the need of a new playground and park on the north side of the City, with the coming of manufacturing sites and families for whom such a place would be of great benefit. He moved that it be taken up as a regular order of business at the next regular meeting of the Council, seconded by Mr. Roth and carried.
