Flint Executive Director 2:211 Re: Recommendation to Accept the Work of Blocka Construction for the Alameda Naval Air Museum — Renovations to Building 77 Background On June 17, 2003, the ARRA approved the plans and specifications and awarded a contract in the amount of $522,200, including a 20% contingency, to Blocka Construction, Inc. for the Alameda Naval Air Museum - Renovation to Building 77 Project. The scope of work consisted of installing a new electrical service and distribution system; building ADA- compliant restrooms and ramp; providing fire sprinkler system certification and upgrade, and elevator certification; installation emergency lighting and exit signs, mechanical improvements, and a security system; and undertaking limited roofing repairs and selective demolition. Discussion /Analysis The project has been completed in accordance with the Plans and Specifications, permits have been finaled, the work is acceptable to the Architect and Project Manager and the building has been released to the museum for use. The contract amount was revised due to extraordinary repairs required for the elevator certification. Elevator work could not commence until power was turned on in the building, which was late in the process. This resulted in a late certification inspection by the State of California and the extraordinary costs were incurred in response to the State Inspector's request. The final project cost, including extra work orders, was $538,348.81. This is a $16,149.81, or three percent, increase in the original contract amount. Budget Consideration/Financial Impact The project was funded by an EDA Grant and matching funds provided through AARA Lease Revenues. Final project costs are $538,348.81. The additional $16,149.81 required for the project will come from unexpended EDA funds and/or lease revenue funds budgeted, but unspent, for capital projects. There will be no new funds or General Funds used for this project.
