1917-01-24 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, WEDNESDAY EVENING JANUARY 24, 1917. The meeting convened at 8:08 P. M. with Mayor F. H. Bartlett presiding. The roll was called and Councilmen Allan, Hammond Majors, Morris Stewart and Walker were noted present. Councilmen Probst an Roth arrived during the reading of Mr. Allan s Bill for Ordinance and were noted present. Claims against the Relief Fund amounting to $9 .13 having been approved and audited by the proper officials were read by the Clerk as follows:- RELIEF FUND. Cunningham J. Ford, John Holden, Richard. Smith and on roll call carried by the following vote:- Ayes:CounciImen Allan, Hammond, Majors,' Morris Stewart and Walker. Noes:None. Absent:Councilmen Probst and Roth. A Bill entitled "A BILL For Ordinance No. New Series. Regulating the Filling and Dredging upon Land. Within the City of Alameda and Providing for the Granting or Refusing of a Permit for Such Work" introduced by Mr. Allan on January 16th,1917, came up for passage and was read by the Clerk. A discussion of the same took place in which Messrs. Harrison S. Robinson, J. F. Shuman and R. A. Perry took part. Mr. Walker moved that the matter be referred to the City Attorney and the Public Utilities Committee to confer with the Oakland Waterfront Company, Union Iron Works Company, the Standard American Dredging Company and any other persons or organizations interested,to report back at the next regular meeting of the Council, second- ed by Mr. Hammond and carried. The following communications were received:- From the Commissioners for the widening of Encinal Averaie, recommend- ing that refunds of assessment be made to property owners along the Avenue who had previouslydeededt}B. land necessary for the widening of Encinal Avenue together with the amounts of said refund. Mr. Probst moved that the recommend- ation be adopted, seconded by Mr. Walker and on roll call carried unanimous- ly. 3. V From the Commissioners for the widening of Santa Clara Avenue, stat- that the new owner of the premises, Mr. C. C. Stevenson, Jr had agreed to sell the land necessary for the widening of Santa Clara Avenue for the sum of 4,000. Mr. Hammond moved that the recommendation be adopted, provided 4176 January 24th, 1917. 4. / From Stanley Moore, Attorney for Lloyd Beanston, asking reim- bursement of damages sustained by Mr. Beanston when hi autornobile struck a tree in Pacific Avenue, in the anount of 066.28. Referred to the City Attorney. From J. Bernard Praught, asking that "DRIVE SLOW" signs be Dlaced on the streets in the vicinity cf the school at Chestnut Street and San Antonio Avenue. Mx. Hammond moved that the rnatter be referred to the Superintendent of Streets with power to act ,and that he also place signs at the corner of Webster Street and Central Avenue, seconded by Mr. Stewart ard carried. From the Fraternal Order of Eagles, asking permission to con- duct an all night dance at the new Surf Beach. Pavilion. Mr. Probst moved that the request be granted, seconded by Mr. Smith and carried. v/ From Commissioner of Revenue and Finance E. B. Bullock, giving the list of securities for a 000 loan made to the First Savings Bak of Oakland. Ordered filed. From the Berkeley Chamber of Commerce congratulating the City of Alameda on the interest taken by the Commission on Naval Stations in the tide lands of Alameda as a proposed naval station. Ordered filed. Mayor Bartlett stated that he would reply to the communication. From Nelson C. Hawks a king permission to :place a bulletin board inside the curb line in front of 1615 77ebc'ter Street. Mr. Probst moved that the rec.luest be ranted ,seconded by Mr. Hammond and carried. 10. From the Police and Fire Commission asking that three addition- al policemen be employed to serve in the industrial district at the north end of Webster Street. Referred to the Finance Committee and Commissioner of Revenue and Finance, to report back at the next meeting of the Council. 11. -/ From Wm. Pattiani calling the Council s attention to the in- correct publicity given to the Union Iron Viorks and other industries located in Alameda. Referred to the Printing and Advertising Com- mittee. 12, Mr. Probst addressed the Council and that that he felt the time was opDortune to invite F. M. Smith and associates to establish themselves in Alamcda, since their efforts to seek control of the tide- ...ands in Oakland had been defeated. Mr. Hammond moved that the Clerk communicate with the various civic bodies of Alameda asking them to extend an invitation to Mr. Srnith and those connected with him to place their proposed industries in this city, seconded by Mr. Probst and carri ed. 13. Mr. iajors states that the advertising contract for the year 1916- 1917 expired on the 15th day of February and moved that the Clerk call for bids for advertising, seconded by Mr. Morris and carried. 14. , lir. Morris moved that the street superintendent be given power to act to secure bids for the laying of the sidewalk in front of the 34 341 January 24th, 1917. seconded by Mr. Stewart and carried. 15, Mr. Stewart moved that the Alaska Packers Association be required to pay all expenses' incident to the closing of Nautilus Street, between Eagle and. Buena Vista Avenues, since that Company was the beneficiary in the closing of the street, seconded by Mr. Roth and carried. There being no further business to transact the Council adjourned to meet in regular session Tuesday evening, February 6th, 1917, at 8 o'clock. Respectfully submitted., City Clerk.
