1917-07-03 Regular CC Minutes4176 REGULAR MEETING OF E couNcIL HE CITY OF ALAME TUESDAy EVENING, JULY 3RD, 1917. The meeting convened at 8:10 P. M. with vie-president George L. Dillman presiding The roll was called and Councilmen Dillman, Noy and Otis were noted pre ent, Absent: Councilman Probst and President Majors. The Minutes of the previous meeting were approved as read. A communication was received from the Board of Education authorizing the transfer of 1600.00 which had been loaned to the Board for the purpose of pmrchasing uniforms for the cadets of the High School from tike School Fund to the General Fund and from the General Fund to the Electric Light Fund. Ordered filed. / Mr. Otis introduced the following Resolution and moved its adoption: "RESOLUTION NO . 63. Transferring To1600.00 from the Schoo General Fund. " d to the Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. b. V' Mr. Otis introduced the following Resolution and moved its adoption. "Resolution No. 64. Transferring' 01600.00 from the General Fund to the Electric Light Fund." Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following were received: 4. // An Affidavit of publication of the delinquent tax list. Ordered filed. An Affidavit of Publication of the ilotice of Award of Contract for the laying of a sewer in Bay Street. Ordered filed. The Affidavit of posting of Notice of Award of Contract for the laying of a sewer in Bay Street. Ordered,filed. 0 An Affidavit showing due publication of notice tocPublishers of Newspapers inviting bids for the city's advertising for the fiscal year 1917-1918 was presented and ordered filed. In response to said Notice the Clerk stated that he was in receipt of two bids. Mr. Otis moved that the bids be opened, seconded by Mr. Noy and carried. Thereupon the Clerk Opened and read the bids as follows:- From the Times Star Company, ofering to do the work at the f011owing prices: For the first insertion of an advertisement per square of 234 ems non pareil measurement .... 1.25 For the second insertion of an advertisement per square of 234 ems nonpareil measurement.... .75 For the third and for each subsequent insertion of an advertisement of 234 ems nonpareil measurement. p.50 The same was accompanied by a bond in the sum of "500.00. From the Alameda Review offering to do the work at the following prices: For the 1st or one insertion of any advertisement per square of 234 ems nonpareil measurement....,pertY'-nine (49) cents For each subsequent insertion of any advertisement per square of 264 ems measurement...........Forty-seven (47) cents. Chamberlain, Frederic M. Lee Forman McLaren C. V. Rowe William Dolge, Alphonse Sutter' Charles E. Cornell, R. E. Brotherton, Klink, Bean and Company, Sully, Hood and Strong, T. E. Atkinson, W. H. Cramer, and A. C. Hopkinson. Messrs. Wm. Dolge and W. H. Cramer upon invitation of Mr. Dillman spoke at some length on the matter of the auditing of The books. Mr. Otis moved that the matter lay ober to the next meeting and that in the meantime the City Clerk and City Manager interview the various accountants to get ideas from them, seconded by Mr. Noy and carried. The following communications were received: From the City Planning Commission announcing the organization of that Body with Ur. A. F. Heuer as Chairman and. Mrs. Ethel E. Stein as Secret.ry, Ordered filed. From Joseph S. Furtado, Sealer of Weights and Measures, stating that Assembly Bill No. 1100 did not include the standardization of bread. He urged the adoption of the ordinance covering the point. Ordered filed, From C. O. Olewine complaining against the condition of San Antonio Avenue leading into Burbank Street. Referred to the City Manager. 10. 7 Two com-lunications were received from the Alameda Improvement Club suggesting various improvements for the West End. Both were referred to the City Manager. 11. From F. R. Ziel, calling attention to the delapidated condition of the flag in front of the City Hall. He was notified that the purchase of another flag had been made. Ordered filed. 12. t/ From the Alameda Chamber of Commerce requesting the re-opening of the matter of closing Harrison Avenue, between Park Street and. Pearl Street. lo. From Bond and Goodwin, offering to sell bonds to the City of eda to be paid for by the fund remaining unused that was voted to improve Porter School. City Attorney St. Sure stated that such a purchase could not be made. Ordered filed. 14. Frora City Clerk R. E. Bosshard asking for permission to take his annual vacation beginning July 7th. Mr. Otis moved that his request be granted, seconded by Mr. Noy and carried. ,/ A Bill entitled " A Bill For Ordinance No. New Series. Making it a Misdemeanor for any Person to Trespass or Loiter Upon any Wharf or Pier Owned or Controlled by the City of AJemeda." came up passage and was read by the Clerk. Mr. Otis moved that the Ordinance be adopted, seconded by Mr. Noy and on roll call adopted and passed unanimously. 16. That some disposition satisfactory to the Board, of Education, be made of the ;;;7,500 voted for the purpose of remodeling the Porter School 2. The anti-picketing ordinance, which had been defeated in Council* There being no further business to transact the Council adjourned to meet in regular session Tuesday evening, July 17th 1917, at 8 o'clock.
