M. with Council-president Majors presidi The roll was called and Councilmen Diliman, Otis, Probst and. President ors wore noted. present Absent:Councilman Noy, (1). The Minutes of the previous meeting were approved as read. vi Councilman Otis introduced the following Resolution and moved its adoption: "Resolution No, 82. Transerring 7125.00 From the Electric Light Fund to the Interest and Redemption 1Pund." Mr. Diliman seconded the motion to adopt the Resolutionand on roll call it was adopted and passed unanimously. Mr. Otis introduced the following Resolution and moved its adoption "Resolution No. 83. Transferring ',7790.9b from the Account o: P.. J. Cro • Assess, to Various Funds." Mr. Diliman seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following were received: 6. A Retail order blank for one Dodge Touring Motor Car. Ordered filed. The following can were received: 4. From R. B. Tappan, giving a statement of certain incidents pired the office of the Chief of Police. Ordered filed. 5. From the League of California Municipalities and. from the San :11-ncisco Convention League, urging the attendance of City Manager Charles E. Hewes, at The City Manager's convention which will be held in Detroit, Michigan, from November 19th to 21st . Mr. Wm. J. Locke spoke on the subject and. Stated that he felt that the City would gain by Mx. Hewes' attendance. The communication was ordered filed. 6. Mr. Charles Snook on behalf Of the Alameda County Anti-Tuberculosis Society addressed the Council end asked for the maintenance of a visiting nurse to take care of indigent tuberculosis patients. Drs. Abbot and Hieronymus, Mr. Clark, secretary of the Society and Mrs. Minnie E. Ackerman also spoke on the subject, Referred to the City Manager. Further communications: , From George J. From tally and Company on behalf of the owner of the premises located at he northeast corner of Park Street aud Webb Avenue, asking permission to operate at this location a machine shop and automobile garage and repair shop. Referred to the City Manager with power to act. Prom the Forth Side Improvement Club a Tinj; that some official action be taken on the part of the Council to change the name of the body of water which lies between Oakland and Alameda. so tha t whatevr name is given, will November 6th, 1917. 10. methods must be used to make the desired change, seconded by Mr. Probst and carried. From C. J. Du Four Secretary of the Board of Education calling to the Council's attention the consideration of closing Van Buren Street, between Mound Street and Court Street inasmuch as this street now runs through the center of the Lincoln School play yard. The matter was referred to the City Manager and City Attorney. 11. n Mr. M. L. Wurts, owner of the Union Hotel, near the Union Iron Works, addressed the Council and called attention to the shacks in the vicinity of To and Tebster Streets which he claimed were in an insanitary condition, Mr. Conrad. Roth spoke similarly. Mr. Probst moved that the matter be referred to the City Manager to report back if any possible means could be taken to eliminate them, seconded by Mr. Otis and carried. A recess was then declared and upon reconvening Councilmen Otis, Probst and President Majors were noted present. Absent:Councilman Noy. Further communicatinns: 12. Prorn the League of California Municipalities announcing a meeting at the headquarters o/ the League on November, 10th at 2 P. M. to consider the question of joint action on the part of the municipalities concerned in the application o± the Pacific Gas & Electric Company for an increase in gas rates. Mr. Diliman moved, seconded by Yr. Otis and carried, that the City Manager ana City Attorney attend the meeting. 10. From E. M. Pearce reeuesting afgrataitous license to sell gloves of his own make. Inasmuch as the same did not bear the recommendation of the Chiet of Police, Yr. Probst moved that it be denied, seoond.ed by ',Ir. Dillman and carried. 14. Construction Company 'in the Eu4 of 3562,00 for an extension and alterations to the old garage which is to be used as a machine - shop, and asked that they be giVen authority to enter into Each contract. Filed. Mr. Probst introduced the following Resblution and moved its adoption: "Tnsolation No. 84. Authorizing. the Board of Public Utilities to Eater into a Cohtract with Powell Bros. Construction Comp- any for the Construction of a Machine shop and Garage." Mr. Dillrnan seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 17. PrOM the Board of Public Utilities stating that they had. accepted. the proposal submitted by the Great Western Power Company for furnishing the City of Alameda with a quantity of electrical energy and requesting that the 4176 18. Ratifying a Contract be ten the Great Western Power Company, a Corporation, and the City of Alameda by ana through its Board. of Public Utilities for the Purchase of Electric Energy for a term of Five Years commencing NoveMber 6, 117." which was laid over under a provision of the Charter. From the Board of Public U:L1it:Los stating that they desire to purchase a lot on tie corner of Blanding Avenue and Pearl Street as a site for a sub station for the sum of Two thousand dollars ana asked that the City Attorney be instructed to prepare an Ordinance authorizing the purchase. Ordered filed. A Bill was introduced entitled "A Bill For Ofdinance No. New Series. Providing for the. Acouiring by the City of Alameda of Certain Real Property tor the Use and Benefit of the Department of Public Utilities."'' Which was laid over under a :provision of the Charter. From the Board of :Aiblic Utilities stating that they had advertised for bids for the construction of a sun-statio.n to be erected OD the lot at tho corner zf Blanding Avenue and Pearl Street an d that the successful bidder was the. Great Western Power Company, whose .figure was 771.29 and asking for authority to enter into a contract for this v;*ork. The matter was laid over until the passage of the Ordinance provid- in3 r the purchase of the property. , 20. From the American Defense Society urging that some action be taken towards the Spy systems which permeated the country. Mr. Otis introduced the following Resolution and moved its adoption:- "Resolution No. 85. Urging Congress to Pass Appropriate Legislation :0-o curb the Spy System in the United States." Mr. Dillman seconded the motion to adopt the Resolution ana on roll call it was adopted and passed unanimous 21. Mr. Otis introduced the following resolution and moved its adoption:- 26. "Resolution No. 86. Fixing the Salary- of the apperintendent of Parks and Playgrounds." Dilirnan seconded the motion to adopt the Resolution and on roll call it was adopted and passed_ by the following vote : Aves:Cothcilmen Diliman, Otis and President Majors. . Noes:Councilman Probst 1). Absent:Council- man Noy _). Mr. -Probst introduced the following Resolution and moved ite "Resohvbion No. 87. Fixing the Salary of the Head Gardener of the Parks." "Resolution No. 88, Ordering Plans and Specifications for the Improvement of Certain Sidewalks in the City of Alameda." Mr. Dillman seconded the motion to adopt the Resolution and on roll call it was ;:d.opted and passed unanimously. The plans and specific tions were then presented by the City Engineer whereuon Hr. Trobst introduced the following Resolution and moved its adoption: "Resolution No. 89. Adopting Plans and Specifications for the Im- provement of Certain Sidewalks in the City of Alameda," 0 Dilirnan seconded the motion to adopt the Resolutioh and on roll call it was adopted and passed unanimously. Providing for the Improvement of Certain Sidewalks in the City of Alameda, under Resolution of Intention No. 41. New Series," Mr. Diliman seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously, MT. Otis introduced a. Bill entitled "A Bill ?or Ordinance No. New Series. Adding a New Section to be known as Section 302A, Chapter V, of Ordinance No. 1, New Series, Municipal Code of the City of Alameda, Prohibiting Burning of Refuse." which was laid over under a provision of the Charter, Mr. DilIman introduced a Bill. entitled "A Bill For Ordinance No. New Series. Providing for Work in .1.fid Upon Streets, Avenues, Lanes, Alleys, Courts, Places and Sidewalks Within the City of Alameda, and upon Property and Rights of Way Owned by the City of Alameda, and For the Establishing of Liens for the Cost Thereof Upon the Real Property Benefited,thereby, and Providing for the Enforcement of Liens thus Created." which was laid over under a provision of the Charter.
