1917-11-20 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF TEE CITY OF
ALAMEDA TUESDAY, NOVEMBER 20TH 1917.
The meeting convened at 8 P. M. with Council-president Greene Majors
presiding.
The roll was called and Councilmen Dillman, Otis and. President Majors,
(3) were noted present. Mr. Probst arrived during the reading of the minutes
and was noted present Absent: Councilman Noy.
The minutes of the previous meeting Were approved as read..
The following were received:-
The report of the Municipal Electric Light Plant for the month
of September, 1917. Ordered filed.
The Auditors balance sheet for the month of October, 1917. Ordered
filed,
The Affidavit of Publication of Resolution of Intention No. 41
New Series. Ordered filed.
The Affidavit of posting of the Notices of Improvement under
Resolution of Intention No. 41, New Series. Ordered filed.
In this connection Mayor Majors presented a letter which had 'been
written to him by B. W. LAnderman which was read and ordered filed.
The report on the auditing of qccounts by Wm. Dolge. Ordered filed.
The following communications were received:
From Col. W. H. Heuer in charge.of the First District Rivers and
Harbors,stating that the official name of the body of water lying between
Oakland and Alameda is Oakland. Harbor, and that to change the name would
probably require an Act of the State Legislature or the Congress of the
United States. Also, a communication from the City Clerk of Oakland
stating that no official action had been taken by that body in the naming
of Oakland Harbor. The matter was referred to the City Attorney and. City
Manager to take up with Congressman Elston to ascertain what the possibili
ties are in changing the name.
From Frank B. Craig and A. J. A].1° requesting the closing of the
alley in Block 56 as designated on"Map of the Town of Encinal in Lands
Adjacent filed August 7th, 1854 in Book No. 6 of Maps, Page 8." Upon the
recommnedation of the City Manager that the alley be abandoned, MR. Otis
moved,lseconded by Mr. Probst and carried, that the City Attorney be
instructed to draw up the necessary papers upon the condition that whatever
expenses are attached be paid by the benefitted parties.
Louis Hebner, on behalf of a group of hunters residing in the West
End, addressed the Council and asked that some change be made in the ordi-
nances which would permit of hunting off the west shore. Mr. Probst moved
that the City Attorney prepare an ordinance amending the existing ordinance
which would allow shooting west of a line five hundred yards from shore,
extending from Ninth Street to Bay Farm Island, seconded by Mr. Otis and
carried.

came up for passage and was read by the Clerk. Mr. Dillman moved that the
Ordinance be adopted, seconded by Mr. Probst and on roll call it was adopted
and passed unaatmomsly.
Mr. DilIman oftered the following Resolution and moved its adoption:-
"Resolution No. 91
Authorizing the Board of Public Utilities to enter
into a Contract with the Great Western Power Company,
for the Construction of a Sub-Station."
Mr. Otis seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously
City Manager Hewes reported on The petition which had been filed re-'
questing the opening of Nason Street, between Pacific Avenue and Lincoln
Avenue, and stated that he considered it inadvisable at the present time.
Mr. Probst moved that the Clerk notify the petitioners to that effect,
seconded by Mr. Otis and carried.
10. City Manager Hewes also reported on the opening of Crist Street and
recommended that the same be done by purchase the money for which is to
be paid out of the remaining fund raised for the widening of Encinal Avenae.
Mr. Probst moved that the City proceed to purchase the land in accordance
with the agreement made with A. W. Livingston seconded by Mr. Otis and
on roll call carried unanimoasly.
11. V In the matter of the opening of San Antonio Avenue through to Burbank

possibilities of constructing a narrower opening than the existing width of San
Antonio Avenue, seconded by Mr. Probst and carried.
12. City Manager Hewes reported that the East Bay Water Company was willing
to install suitable water mains for domestic purposes on those streets which
the Council proposes to improve, but that they would not put in fire mains
unless the City paid the difference in cost.
13. City Manager Hewes submitted a Map showing a number of streets that might
be improved, the cost of which would be less than the original amount, to wit:-
$328,000. He was instructed to send a copy of this Map to each of the Council
Claims against the General Fund amounting to $314.92; against the Police
Fund amounting to $83,36; against the Fire Fund anounting to $517.18; ainst
the Health Fund amounting to $33.68; :.ainst the Street Fund amounting to $1240.07;
against the Recreation Fund amounting to $29.46; against the Park Fund amounting
to $13.47; Store Fund amounting to $30,24; a.;inst the.Relief Fund amounting to
$29.62; against Municipal Improvement Fund No. 11 amounting to 02971.12 having
been approved and audited by the proper officials were listed by,the Clerk as
follows:-
