1917-12-18 Regular CC Minutes475 REGULAR MEETING OF THE COtJIWIL, OF THE CITY OF ALAMEDA, TUESDAY EVENING, DECEMBER '18TH 1917. The meeting convened at 8 P.,M. with Council-president Majors presiding. The roll was called and Councilmen Otis Probst and President Majors, (3) wore noted. present, Councilman Dillman arrived during the reading of the Minutes and was noted present, Absent: Councilman Noy. The Minutes of the previous meeting were approved as read. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 102. Transferring $746.14 from the General d to Municipal Improvement Fund 'No. 1 Mr. Dillman seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously, The following were received: 2. A policy of Title Insurance covering the site for the sub-station at Pearl Street and Blanding Avenue. Ordered filed. The report of the Municipal Electric Light Plant for the month of October, 1917. Ordered filed. Auditor s Balance Sheet for the month of October, 1917. Ordered filed. A statement from the Seagrave Company giving tests made on the Triple Combination Pump, Chemical Engine and Hosewon Ordered filed. 4. 1, Mr. V. M. Frodden, former Street Superintendent was present at the request of the Council and spoke on the Grand Street acceptance situation, He explained that the Street had been graveled originallyrand that there had been subsequent repairs and improvements made but that no final action on the part of the Council had ever been taken towards acceptance. The following communications were received: 5. From Col. W. H. Heuer. of the San Francisco Harbor Line Board, announcing a meeting to be held onDecember 19th, 1917, relative to the es- tablishment of harbor lines in the vicinity of the Oakland. Tidal Canal in San Leandro Bay. Ordered filed. City Manager'Hewes announced that he could be presen1at the meeting. 6. From W. G. Tibbitts giving his vie on the possible opposition of San Francisco towards the establishment of the naval base.at Alameda. Ordered filed. 7. '' Mr Dillman introduced the following Resolution4and moved its adoption: "Resolution No. 97• Pleding Assistance to Consumate Location of Naval Base Site." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously, Further communications: 8. From H. B. Blanding, urging the installation of a safety device on Central Avenue west of Ninth Street. As City Manager Hewes has taken the matter up with the Southern Pacific Company, the Council took no action thereon, 476 December 18th, 1917. From the Merchant's Exchange of Oakland urging the Senators and. Congressmen from California to use their best efforts to eeoure the con- struction of the naval base in Alameda as soon as possible. Mr. Diliman moved that the Clerk reply with thanks, seconded by Mr. Otis and carried. 10. / From C. M. Fickert, thanking the Council for the Resolution commending his work in the bomb cases. Ordered filed. 11. From F. Anton, doing business under the firm.name of Oakland. Umbrella Factory, requesting a gratuitous license to solicit umbrellas for repair and covering. As the same was endorsed and recommended by the Chief of Police, Mr. Probst moved that the request be granted, seconded by Mr. Dillman and carried. 12. / From the Gas and Electric Appliance Company requesting a gratuitous license. The matter was referred to City Manager Hewes for investigation. 16. From Congressman J.A. Elston, stating that he had submitted Resolution No. 85 relating to legislation against spys and traitors in Congress. Ordered tiled. 14. From the San Francisco, Oakland Terminal Railways, submitting a quotation from Bulletin No. 1 issued by the War Board of the American Electric Railway Association on the subject of fuel conservation. Ordered filed. lb. wi City Manager Hewes submitted a large list of protestants against the proposed opening of San Antonio Avenue, between Ninth Street and Burbank Street. Mr. Valle of 801 San Antonio Avenue was present and urged the improvement. After some discussion Mr. Dillman moved that the matter be laid on the table until the net meeting of the Council seconded by Mr. Probst and carried. 16. / Mr. Otis introduced the following Resolution and moved its adoption: "Resolution No. 98. Protesting the Rescinding of the Order to Construct a New Bascule Bridge Across the Estuary." Mt. Probst seconded the motion to adopt the Resolution, and on roll call it was adopted and passed unanimously. Mr. Diliman suggested that the copy of this Resolution be sent to Mark L. Requa at Washington, D. C. 17. v/ Mr. Dillman introduoed the following Resolution and moved its adoption: "Resolution No. 99. Fixing Salary of Visiting Health and Social Service Worker." Mr. Probst seconded the motion to adopt the Resolution and on roil call it was adopted and passed unanimously. 18. Mr. Probst'introduced the following Resolution and moved its adoption: "Resolution No. 100. Resolution Closing Minturn Street, Union Street Schiller Street and Lafayette Street between Clement Avenue and the Estuary of San Antonio, also known as Oakland Creek." Mr. Diliman seconded the motion to adopt the Resolution and on roll call it was adopted and 'passed unanimously. 19. / Mt. Probst introduced the following Resolution and moved its adoption: 4 (6 December,l8th, 1917. 477 "Resolution No. 101. Resolution of intention No. 42, New Series. Providing for the Closing of an Alley between Buena Vista and Eagle Avenues. Mr. Diliman seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 20. A Bill entitled "A Bill For Ordinance No. New Series. Amending Section 655 of Art=e,II of Chapter XI of the Municipal Code." came up tor passage. Mr. Utis moved that it be adopted, seconded by Mr. Probst and on roll call it was adopted and passed unanimously. 21. vr A. Bill entitled 'T.A. Bill For Ordinance No. New Series. Amending Section 780, Chapter X, of Ordinance No. 1, N.S., known as Municipal Code, Relating to Fireworks Firearms and. Shooting within city was introduced and laid over under a provision of the Charter. 22. A Bill entitled "A Bill For Ordinanoe No. New Series. Providing for,Work in and upon Streets, Avenues Lanes, Alleys, Courts, Places and Sidewalks Within the City of Alameda, and upon Property and Rights of Way owned by the City of Alameda and for the Establishing of Liens for the Cost Thereof upon the Real Property Benefitted there by and Providing for the Enforcement of Liens thus Created." came up for passe and was laid over for further consideration. 20. Mr. Probst brought up the matter Of paying the Tremiums on the bonds of deputies in the treasurer's and auditor's offices and moved that the City Attorney prepare a Resolution providing for the payment of the same by the city, seconded by Mr. Otis and carried. 24. Mr. Dillman asked for a leave of absence for one month, beginning January 1, 1918. Mr. Probst moved that the request be granted, seconded by Mr. Otis and carried. Claims against the General Fund amounting to 0770.58; against the Police Fund amounting to $151.67; inst the Fire Fund amounting to 68.96; a 'list the Health Fund amounting to 065.48; against the Street Fund amounting to 01277.16; against the Relief Fund amounting to 050.62; against the Recreation Fund amounting to 0259.68; against the Park Fund amounting to $08.05; against the Store Fund amounting to $565 9l;against Municipal Improvement Fund. No. 11 amounting to 085.50 and against the School General Fund amounting to 0624.00 having been approved and audited by the proper officials were listed by the Clerk as follows:- GENERAL FUND.
