1919-01-07 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVFTITG,
JANUARY '7TH, 1919.
The meeting convened at 8:08 p. m. with Council-president Majors presiding.
The roll was called and Councilmen Latham, Noy, Otis and President Majors were
noted present. Absent: Councilman Probst.
The minutes of the regular neeting of December 17th were approved as read.
The following were received:
0 The bond and Oath of Office of 7111. J. Locke as City Attorney. Ordered filed.
Apportionment of taxes. Crdered filed.
2. The time fixed for the public hearing on the proposed zoning ordinance in
accordance with Sections 3 and 4, Chapter 734, Statutes of 1917, having arrived
Mayor Majors announced that all who wished may speak on the subject. Favorable reports
were received from the Park Street Merchants' Association, the Alameda Chamber of
Commerce and the Alameda ImprovemeA Club. These were read by the Clerk. Mr. C. A.
Borle,representing the North Side Improvement Club spoke on the subject saying that
in the main his organization was favorable, but that there were some minor details
that should be considered. A. 0. Gott, representing the residents of the south side
reported favorably. E R. Niess, representing residents of the east end likewise
reported favorably. A protest was received from E. K. Taylor, against the adoption
of the zone ordinance. Mr. Latham moved that the City Manager prepare the final
report on the zone ordinance and present the same at the first meeting of the Council
in February, seconded by Er. Otis and carried.
The following communications were received.
3. From Rounds-Truman Company of Chicago, submitting a form of certificate
to be given to returning soldiers. Ordered filed.
4. From the Board of Education requesting that immediate steps be taken to
alleviate the distress and suffering caused by the revived influenza epidemic. Mr.
Latham moved that the Mayor appoint a Committee of ten whose duty it will be to
establish a base hospital for influenza patients in the event that the Rea Cross does
not act, seconded by Mr. Otis and carried.
From the Rolph Shipbuilding Company petitioning the closing of Atlantic
Avenue, between Vialnut and Mulberry Streets. Mr. Otis moved that the City Attorney
prepare the necessary resolution of intention provided that Rolph Shipbuilding
Company pay the attendant expenses, seconded by Yr. Latham and carried.
6. / From Congressman J. A. Elston stating that he had taken up with the Tar
Department the matter of procuring war trophies for Alameda. Ordered filed.
From the American District Telegraph Company making application for a
Permit to make attachments on a line of -poles beginning at Vebster Street Bridge,
along Vebster Street, along Vfebster Street to Pacific Avenue, thence on Pacific
Avenue to the plant of the Pacific Coast Borax Company; also, from the corner of
Webster Street and Pacific Avenue, along Webster Street to the premises of the
Alameda Park Company. A communication on the subject was received from the Board
of Public Utilities recommendinu that the permit be granted. Mr. Latham moved that
the permit be granted, subject to revocation by the Council and to the regulations
Resignations were received from Judge A. F. St. Sure as mber of the
Commission for the widening of Crist Street under Resolution Po. 29, N. S.; the
extension of Clay Street under Resolution No. 30 and the opening and extension of
Calhoun Street under Resolution No. 31, New Series. Mr. Noy moved that the
resignations be accented and that Wm. J. Locke be appointed Commissioner in each
instance to fill the vacancy created by Judge St. Sure's resignation, seconded by
Er. Otis and carried.
The resignation of Judge St. Sure as Commissioner to consider the question
of acc uiring a joint water supply for the east bay cities. Mr. Latham moved that
the resignation be ',1ccepted and that Wm. J. Locke be appointed to fill the vacancy
onded by Mr. Noy and carr 'e d.
10. / From F. J. Croll asking for an increase of salary of J. J. Mulvany from 135
to '150.00 per month and of E. N. Olintsrnan from ;125.00 to 135.00 per month.
Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution Po. 180.
Fixing the Seaary of the Deputy Auditor and the
Deputy Assessor."
Mr. Noy seconded the motion to adoot the Resolution and on roll call it was adopted
and eassed unanimously.
11. V Mr. Latham introduced the following resolution and moved. its doption:
"Resolution No. 181.
Resolution Granting Permission to the City Attorney
to be Absent from the City during the Coming Sessions
of the Legislature, Also Authorizing him to Appoint a
Deputy."
Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
12. / A Bill entitled

Amending Section 780, Chaoter X, of Ordinance No. 1,
New Series., known as Municipal Code, Relating to
Fireworks, Firearms, Explosives, and Shooting within
City Limits."
was introduced and laid over under a provision of the charter.
13. A Bill entitled

Repealing Ordinalee No. 68, New >cries. "
was presented but no action thereon taken.
14. / Mx. Otis introduced the following Resolution and moved its adoption:
"Resolution No. 182.
In Memory of Theodore Roosevelt."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
15. / Mr. Latham moved that the City Manager make a report on the water situation
at the regular meeting of the Couhcil, January 21st, 1919 seconded by Mr. Noy
and carried.
Claims against the General Fund amounting to 0791.91; against the Police Fund
amounting to 197.75; against the Fire Fund amounting to 0145.48; agaihst the Street
Fund amounting to 05,149477; against the Health Fund amounting to 27.02: against

to 05 142.65; against the Pension Fund amounting to 0862.50 and against the Park
Purchase Fund amounting to 050.00 having been approved and audited by the proper
